SBX MI DRFP: HQ0147‐16‐R‐0027
Industry Questions and Answers
# Industry Questions/Comments Government Responses/Answers DRFP‐001 At one time, Sea Based X‐band (SBX) Radar was close to being mothballed. What is your assessment of the future for SBX and the risk of funding?
The President's Budget request for Fiscal Year (FY) 2017 includes 120 days at sea per year through
FY2021.
DRFP‐002 Please clarify under what circumstances the Surge Contract Line Item Number (CLIN) will be triggered? Given this is a Level of Effort (LOE) contract and the uncertainty/unpredictability of operation, we would expect that once the Contractor approaches the ceiling of the hours bid, this would result in the Surge CLIN being triggered. Is this correct?
This will be addressed in the Final RFP.
DRFP‐003 If an offeror's accounting system accounts for subcontractors, suppliers, and equipment as an Other Direct Cost (ODC), how will this work in the pricing workbook?
Instructions will be included in the Final Request for Proposal (RFP).
DRFP‐004 Will the video be made available? The SBX video shown at industry day is available via CD/DVD to offerors with access to the offerors’ library. Instructions on how to obtain the CD/DVD is provided in this FedBizOpps (FBO) notice.
DRFP‐005 Will the Industry Day attendees list be made available on FedBizOpps? The list of Industry Day participants are provided in this FBO posting.
DRFP‐006 Can the government provide anticipated procurement schedule? RFP date? Proposal due date? Contract award date?
The Government anticipates the release of the RFP by the end of the fiscal year. Details such as the proposal due date and the award date (for pricing purposes) will be included in the RFP.
DRFP‐007 How long does the government anticipate the contractor phase‐in to last? The Phase‐in transition period will last no longer than the first 90 days of contract performance.
DRFP‐008 In reference to Chart 49 of the Industry Day Briefing‐ Please provide numbers (by company) of contractor personnel on‐board normally.
The number by company fluctuates as they respond to their specific contract tasks and workload.
Please refer to the response to DRFP‐086 for the Mission Integration hours and labor categories, as well as RFP instructions, for this contract labor proposal.
DRFP‐009 In reference to CDRLs: Is Earned Value Management required? Earned Value Management is not required. The Government will review the DRFP accordingly.
DRFP‐010 In A‐K: Paragraph C: Mission Essential Contractor Services Plan, is this required with proposal submission or at contract award?
The Government is considering the applicability of the subject clause, if applicable any changes will be reflected in the final RFP.
DRFP‐011 SOW 3.1.1 and 3.9.3 requested implementation of Government Program Protection Plan (PPP), is that going to be made available and when?
A PPP (either a draft or final version) will be in included in the RFP.
DRFP‐012 Paragraph 3.2.2.1 Program Management and Operations section of the SOW would it be better restricted to "Operations" by pulling out last paragraph on PM? This would clarify that the PM effort does not go toward the 30% small business subcontracting incentive.
The Government intends to move the Program Management requirement located in DRFP SOW paragraph 3.2.2.1 as suggested.
DRFP‐013 Reserved DRFP‐014 In reference to Work Breakdown Structure (WBS) attach J‐7 may offerors use contractor format for the WBS? The content in the provided WBS, is it complete and accurate?
Offerors must comply with the WBS format shown in Attachment J‐7. This format is in accordance with OSD guidelines. All elements (even if not applicable) should be entered in reporting to preserve the WBS numbering structure. Offerors should note that the final Excel Pricing Workbook (EPW) will be driven by this WBS format and numbering.
DRFP‐015 Reserved DRFP‐016 Will the contract be funded at CLIN level or broken down further? The contract will be funded at the CLIN level.
DRFP‐017 In the EPW, there were numbers provided for ODC's. Are those placeholders or estimates of cost?
This will be addressed in the Final RFP.
DRFP‐018 Page 2 of the Incentive Plan says computing is based on hours instead of dollars, is that what you meant?
Correction will be made to the Attachment J‐10 Incentive Plan to show that Computed Target Fee is calculated by multiplying the Computed Target Cost by the Target Fee Percentage Rate.
DRFP‐019 Section L: lines 1035‐36 says in port days require 8 hour work day, is that the minimum required coverage?
The Government intends to revise this particular Section L provision. It is anticipated that the final RFP will be changed to a 10 hour workday; note that corrective maintenance or operational tasking could result in work outside of this timeframe.
# Industry Questions/Comments Government Responses/Answers DRFP‐020 The solicitation only requested one resume per key labor category, yet within the key labor categories, multiple Full Time Employees (FTE)'s are required. Why would the government not request resumes for all positions within the key category.
It is anticipated that the Final RFP Section L will require the submission of a single resume for each key staff position as defined in contract clause H‐14 Personnel Qualifications.
DRFP‐021 ODC's: During Industry Days briefing it was specifically mentioned that procurement of office supplies is included, yet it is not included in the Statement of Work (SOW). Will you add this requirement to the SOW?
The following sentence will be added to the final SOW under the Information Technology section (section 3.2.2.2 of the draft SOW): "Ensure adequate stock and ready availability of administrative and office supplies to support general administrative tasks throughout the ship, including supplies required for use with SBX‐1 Non‐Mission Communications equipment."
DRFP‐022 In reference to Section L line 1050 rotation schedule. Is it for one year or whole base period? The first year of contract performance subsequent to completion of the transition period. Section L‐ 4.2.1, Tab 1 will be revised to clarify.
DRFP‐023 Within the EPW, do all subcontractors have to be priced? Can offerors include subcontractors on their team that aren't priced?
The RFP instructions requires that all hours and labor dollars proposed by the Prime, Subcontractor(s) or Inter Work Transfer Authorization (IWTA)(s) be shown in the EPW. The EPW must correspond to the cost/price proposed in Section B. Therefore offerors cannot include subcontractors that are not priced.
DRFP‐024 Why is the Government allowing offerors to propose alternate hours to the ones provided in the solicitation?
The labor hours included in the EPW are Government estimates. However, these numbers do not contemplate an offeror's unique approach e.g. efficiencies could result in a lower number of proposed hours and increased performance or quality could result in a higher number of proposed hours. That being said, all proposed hours/skill mix (either the Government estimates or the offeror's unique numbers) shall be fully supported and substantiated by Basis of Estimates (BOE)s.
See the Final RFP's pricing instructions.
DRFP‐025 In Section L lines 1201‐1204: can the 30% of operations labor required to meet the Performance Incentive be filled with more than one small business subcontractor?
Yes, the Section L provision at lines 1201‐1204 of the Draft RFP can include more than one small business.
DRFP‐026 Will you clarify what jobs fall in the 30% Small business subcontracting incentive? Offerors are to propose hours and labor categories that they estimate are required to perform the work identified in the applicable SOW paragraphs. Note that the content of SOW paragraph 3.2.2.1 provided with the draft RFP will be revised in the final RFP (see DRFP‐012).
DRFP‐027 Can we have a tentative acquisition schedule? See response to DRFP‐006.
DRFP‐028 Do you think the final will be this year? See response to DRFP‐006.
DRFP‐029 Proposal 30 day or 45 day turnaround? We would recommend 45 days. The proposal submittal timeframe has not yet been determined. The recommendation will be considered.
DRFP‐030 Can incentive fee be invoiced during the first year of performance? This will be addressed in the Final RFP.
DRFP‐031 What duration is the Transition Phase? See DRFP‐007.
DRFP‐032 Will the Government consider a separate CLIN for transition? The incumbent contractor has an inherent competitive advantage with regards to the transition in that they will have minimal costs which creates an unfair situation for other Contractor in that their pricing will include a full transition price making their price higher.
The Government does not anticipate creating a separate CLIN for transition at this time.
DRFP‐033 In regards to the Incentive Fee, it appears that until after first year, looks like 6 month evals to invoice (assuming 30% small biz requirement). Would you consider allowing the contractor provisionally invoice fee each month?
Provisional invoicing of incentive fee will not be permitted. See also DRFP‐034.
DRFP‐034 Will the Government consider quarterly evaluations instead of the 6 month evaluations currently in the Draft RFP?
The evaluation intervals addressed in the Incentive Plan under "PREREQUISITE REQUIREMENT" remain unchanged.
It is noted, however, that the Government intends to increase the minimum incentive fee from "0%" to "2%".
DRFP‐035 Is the 30 percent mentioned in the Incentive Fee Plan cumulative across the six month period, or can this be considered on a monthly basis?
This will be addressed in the Final RFP.
DRFP‐036 Can a contractor execute and bill more hours than listed in Section B? This will be addressed in the Final RFP.
# Industry Questions/Comments Government Responses/Answers DRFP‐037 Will there be a bidders library? SOW 3.9.2, The section requires the contractor "Execute, manage, and update the SBX Operations SOPs for Mission Integration." Are the SOPs available in the Bidder's Library and is a Data Management Strategy (CDRL A031) available?
There is a bidder's library. It can be requested with the instructions provided in FEDBIZOPPS. The Standard Operating Procedures listed in Draft RFP SOW 3.9.2 are not included in the Bidder's library, but will be posted as they become available. In accordance with Section L offeror's are to include an approach to establishing processes during the transition period. CDRL A031 is the Data Accession List, as listed in the Draft SOW.
DRFP‐038 If the Government is not able to provide a site survey, will the government consider providing a walk through of the ship via video.
The Government will consider the walk‐through video if a tour of SBX‐1 cannot be scheduled.
DRFP‐039 In light of Statement of Work Provisions, e.g., draft SOW paragraph 3.2.2.1, "Provide centralized coordination for identifying,... Provide Operations and Sustainment planning and coordination support for tasked SBX‐1 equipment" will a contractor who performs duties other than SBX MI duties have an Organizational Conflict of Interest (OCI) (e.g. impaired objectivity) if it was awarded the SBX MI contract?
OCI provisions are located in Section L of the solicitation. Whether an actual or potential OCI exists and can be avoided or mitigated will be considered by the PCO as part of the responsibility determination. The PCO is not in a position to speculate on the existence of an actual or potential OCI in the absence of a proposal submission.
DRFP‐040 Is the Mission Integration contractor responsible for all vessel tools, as well as risk and configuration management for all items or just the items that they manage?
The Mission Integration contractor is responsible for all Government Property listed in the RFP to include tools and equipment related to shipping and receiving. Risk and configuration management, among other responsibilities, are addressed in contract clause 52.245‐1.
DRFP‐041 Who chairs Configuration Change Boards (CCB)'s? The SBX Configuration Management Plan (SNS‐CM‐001, Rev B; dated 27 Feb 2015) describes the procedures for configuration management of Sea‐Based X‐Band Radar (SBX) items.
DRFP‐042 Within the EPW: can we add labor categories not currently included to that workbook? The previously published EPW assumes all direct work covered in the SOW is encompassed by the labor categories provided. However, recognizing that some Offerors' Disclosure Statement and Accounting System allows for tasks commonly identified as indirect to be charged as direct (and therefore excluded from indirect pools), the EPW is updated to reflect an Administrative labor category for this purpose. See updated EPW.
DRFP‐043 Is there a Sensitive Compartmented Information Facility (SCIF) on board? Are there plans to go to Top Secret/Sensitive Compartmented Information (TS/SCI)?
There are secret open storage areas aboard SBX. There are currently no plans to require TS/SCI.
Requirements are stated in the DD‐254.
DRFP‐044 Is Service Contract Act (SCA) applicable? The Service Contract Act does not apply to this acquisition.
DRFP‐045 Are we permitted to deviate from the hours in the workbook? See DRFP 024.
DRFP‐046 Do we use BOE's to justify variance on labor hours? See DRFP 024.
DRFP‐047 Will there be another draft pricing document? The Government does not intend to release a second draft of the EPW before Final RFP release.
DRFP‐048 Will proposal submission be unclassified? Yes.
DRFP‐049 Sample scenario: will this be oral/in person or on video? Offerors determined to be in the competitive range (if established) will be required to provide an oral in‐person presentation in response to a sample task.
DRFP‐050 Is there a Government Depot? Where are parts stored? There is not a Government Depot for Mission Integration equipment. All Mission Integration equipment is stored onboard the vessel. See also DRFP‐053 DRFP‐051 Will the incumbent inventory be assumed by new contractor? Yes, the Government furnished property will be turned over with a turnover inventory conducted.
DRFP‐052 In reference to the Government Furnished Equipment (GFE) listing: are offerors responsible for maintaining this equipment?
Yes. Most of the equipment is commercial off‐the‐shelf and will require maintenance including repair or replacement as detailed in the SOW. See also DRFP‐040 and DRFP‐053.
DRFP‐053 Is there a government system that we use to replenish spares in the inventory? No, with the exception of cryptographic equipment. Required cryptographic equipment and spares are provided by the Government.
DRFP‐054 How is the vessel re‐supplied? Resupply is furnished by the Government. MDA works with Military Sealift Command (MSC) who hires a husbanding agent that provides a delivery location. MSC and the Vessel Management contractor arrange transportation to get items from the agent to the vessel whether pierside or at sea.
DRFP‐055 Will there be a schedule provided for underway periods? A schedule is maintained and updated weekly, and the likelihood of changes from known factors is provided to the contractor, but tasking can change rapidly.
# Industry Questions/Comments Government Responses/Answers DRFP‐056 What is the Integrated Scheduling Tool referenced in the solicitation and what software is it based on?
The Integrated Scheduling Tool is a classified web‐based application used for scheduling planned events with operational impact. The contractor will be granted SIPRNET access to the application.
DRFP‐057 Will historical maintenance records be provided? Historical maintenance records are not included in the bidder's library.
DRFP‐058 How will the Surge CLIN be triggered? See DRFP‐002.
DRFP‐059 In reference to the Integrated Data Environment (IDE): is that across the different contracts?
Is it contractor furnished and is there a requirement for what IDE to use? Can the government provide the brand name of the existing IDE?
The Mission Integration contractor is responsible for the IDE for the SBX. Current use is SharePoint and shared file access; comparable systems can be used.
DRFP‐060 When ship is in port is there a Government facility that the contractor can use? The ship is still the operating location in port, and still provides messing, berthing, communications and normal services. Maintenance may cause short temporary service interruptions. On rare occasions maintenance may make the ship uninhabitable (no such maintenance is currently forecasted), and lodging ashore will be coordinated.
DRFP‐061 Will the government consider providing the ODC plug estimates inclusive of rather than exclusive of offeror indirect burdens?
The Government's ODC estimates are exclusive of offeror indirect burdens. No change to this requirement is anticipated.
DRFP‐062 The number of resumes requested and the page limit for resumes seems to be in conflict.
Please clarify.
Refer to DRFP‐020.
DRFP‐063 Do you allow personal electronics, laptops, cell phones, etc. on the vessel? Are they allowed to be plugged in to the unclass networks? What are the Information Assurance responsibilities?
Personal electronics are allowed aboard the vessel but cannot be plugged into the government networks aboard. In or near port, connectivity can be established for cell or wireless communications. Internet access that does not interfere with work or operations is allowed using onboard computers with cybersecurity restrictions. Phone access is also provided. Television programming is provided through various means, including DVD and satellite programming. Information Assurance and Cybersecurity requirements are detailed in the Risk Management Framework documentation, which is provided with the draft RFP.
DRFP‐065 Can you give us info on the morale, welfare and recreation facilities? A review of the morale, welfare and recreation facilities will be included as part of the vessel tour.
Details will be provided by an alternate means should the tour be canceled for any reason. See also
DRFP‐038.
DRFP‐066 Is current environment compliant with SOW in regards to cyber security? If not, is an approved status and plan available detailing the progress in meeting the requirements?
The system is currently compliant with DoD Information Assurance Certification and Accreditation Process (DIACAP). The Final RFP will require that the system be compliant with the Risk Management system.
DRFP‐067 Is there a plan associated with Information Assurance (IA)/Cyber transition to Risk Management Framework (RMF)?
Refer to DRFP‐066

One standard issue cubicle with seating for one person is provided at MDA in the SBX Product Office area. (See draft SOW 4.3.2 for additional details.)
DRFP‐070 Is MI contractor responsibility for Satellite Communication (SATCOM) or computer systems that integrate into SATCOM?
The MI contractor is not responsible for the SATCOM systems (see draft SOW paragraph 3.0), but is responsible for some of the networks which interface with the SATCOM, and for earth station interfaces for phone, internet, and other networks (see draft SOW paragraph 3.2.2.2 and 3.9.3).
DRFP‐071 Is there a set of approved upgrades to the GFE list? If so, will the government provide the list of approved upgrades?
The only currently approved upgrade is from the TV Direct‐to‐Sailor system to a SeaTel system to provide TV programming. Other upgrades may occur if funding becomes available. A current GFE list will be provided with the final RFP.
DRFP‐072 Are you anticipating any Associated Contractor Agreement (ACA)'s with other contractors? The Government does not anticipate an exchange of data between contractors that would be of a nature that would typically prompt the use of an ACA e.g. limited or restricted rights, trade secrets etc. Section H clause 33 is included in the solicitation in the event that such a circumstance be realized.
DRFP‐073 There does not appear to be formal language for cooperation between the SBX‐MI contractor and the other contracted work on SBX such as Associate Contractor Agreements, Memorandum of Agreement, or Performance/Incentive Requirements. Is this true in the other SBX contracts as well? Please provide relevant information on their contractual language bearing on cooperation and coordination.
See DRFP‐072. Additionally, the Incentive fee plan is specific to the instant solicitation and is not inherently dependent on third party agreements.
DRFP‐074 In regards to Escort and badging responsibilities: What is the specific requirement for MI vs other contractors?
The Facility Security Officer has overarching responsibility for Visit Access Request receipt, then works with individual companies on what access needs to be granted for badging. Each contractor must escort its own visitors.
DRFP‐075 What are SBX responsibilities for Space Situational Awareness (SSA)? SBX does not currently have a Space Situational Awareness mission.
DRFP‐076 Is there a method that allows various participants to report readiness that does not meet objectives (maintenance issues, personnel issues, etc.)?
Strategic Command Instruction 538.01 Volumes I and II (listed in Government compliance documents in the SOW) detail the reporting process. The Mission Integrator will receive information from other contractors aboard SBX to allow them to make the required reports.
# Industry Questions/Comments Government Responses/Answers DRFP‐077 In reference to the Small Business Plan Goal, please consider a higher goal, but remove categories associated. Having to adhere to predetermined socio‐economic goals handcuffs the Contractor in determining the appropriate staffing to meet the Government objectives.
Additionally, recommending the Contractor adhere to these goals could also impact performance in that a Contractor may select a company to meet a socio economic category and compromise performance. Recommend that the Government remove the socio economic goals and allow the Contractor to manage the team within the overall small business requirement. This allows the Contractor the maximum flexibility to meet the performance requirements while maintaining a strong core of small business subcontractors to meet the mission needs.
The solicitation requirements for the Individual Small Business Subcontracting plan conform to Federal Acquisition Regulation (FAR) Part 19.704 including the separate percentage goals for small businesses.
DRFP‐078 Will a Schedule for RFP be provided? See response to DRFP‐006.
DRFP‐079 Why is MDA Competing the contract? FAR 6.101 states that "Contracting Officers shall promote and provide for full and open competition in soliciting offers and awarding Government contracts." None of the statutory authorities identified under FAR 6.302 permitting other than full and open competition are applicable to this acquisition.
DRFP‐080 What is the big picture of what the Mission Integration (MI) contractor does? See draft SOW paragraph 3.0, "Task requirements."
DRFP‐081 What's been working well and what needs to be improved? As with any undertaking there are lessons learned. Such lessons are captured within the solicitation.
DRFP‐082 What are the Government's future expectations for the SBX? The solicitation expresses the Government's known requirements for the SBX as they relate to Mission Integration.
DRFP‐083 Are there metrics and standards by which Small Business is evaluated? The Small Business Participation and Development Plan will be evaluated in accordance with Section M of the RFP.
DRFP‐084 How did you come up with the numbers for the fee structure? The Government utilized and adhered to the applicable statutory, regulatory and policy provisions.
DRFP‐085 Any contract risks that MDA sees? Anything on the horizon? (underway days, mission plans, etc.)
See DRFP‐082.
DRFP‐086 Can you give a general sense of the number of personnel and skill mix for Mission Integration?
The hours provided in the EPW, by labor category and skill mix, represent the Government's estimate of the hours necessary to support the MI SOW.
DRFP‐087 Do you have an RFP timeline? See response to DRFP‐006.
DRFP‐088 Will the government provide a list of the software to be maintained and updated under the
MI effort?
A software list will be included in the Offeror's Library and addressed in the SOW.
DRFP‐089 Provide clarification on GFE and corrosion control requirements? Corrosion control and maintenance are required for assigned equipment. A small amount of Mission Integration equipment such as cables, antennas and cameras is on the outside of the ship requiring weatherproofing. The inside of the ship has environmental conditioning in most spaces.
DRFP‐090 What is the process for evaluating proposed SBX Engineering changes? The SBX Configuration Management Plan (SNS‐CM‐001, Rev B; dated 27 Feb 2015) describes the procedures for configuration management of Sea‐Based X‐Band Radar (SBX) items (e.g. equipment, requirements, processes, procedures) managed by the Missile Defense Agency (MDA), Sensors Directorate (SN), Mobile Sensor’s Product Office (SN/SNS/SNS‐M) and the procedures for impact management of SBX items controlled external to Mobile Sensor’s Product Office (SN/SNS/SNS‐M). Specifically, Table 3‐5 describes the SBX Component Owner/Contractor/Contract. Paragraph 3.2.2 (pg. 11) describes Mission Integration Configuration Management. (See also draft SOW paragraph 3.7 and 2.1)
# Industry Questions/Comments Government Responses/Answers DRFP‐091 Is it true that the qualification for a level 4 CCB is that it doesn't require a change to requirements/interface document?
The SBX Configuration Management Plan (SNS‐CM‐001, Rev B; dated 27 Feb 2015) describes the procedures for configuration management of Sea‐Based X‐Band Radar (SBX) items (e.g. equipment, requirements, processes, procedures) managed by the Missile Defense Agency (MDA), Sensors Directorate (SN), Mobile Sensor’s Product Office (SN/SNS/SNS‐M) and the procedures for impact management of SBX items controlled external to Mobile Sensor’s Product Office (SN/SNS/SNS‐M). Specifically, Table 1‐1 describes the SBX Configuration Management Levels and specifically what is the trigger for different configuration item levels.
DRFP‐092 Cybersecurity talks about developing and manufacturing (3.9.7), what are we developing and manufacturing??
Currently there are no Cybersecurity development, manufacture or delivery requirements planned. Since Cybersecurity is evolving across the Department of Defense the text ensures Cybersecurity applicability should a system require development, manufacture or delivery during the contract period of performance; otherwise the requirement remains applicable to operations and maintenance.
DRFP‐093 Historically, how many CCB changes will a Mission Integrator have to review and comment on?
There is no set figure of CCBs. The SBX Mission Integration contractor will participate in all Level 3 CCBs (on average this is one meeting per week that may have multiple items for discussion.) The SBX Configuration Management Plan (SNS‐CM‐001, Rev B; dated 27 Feb 2015) describes the procedures for configuration management of Sea‐Based X‐Band Radar (SBX) items (e.g. equipment, requirements, processes, procedures) managed by the Missile Defense Agency (MDA), Sensors Directorate (SN), Mobile Sensor’s Product Office (SN/SNS/SNS‐M) and the procedures for impact management of SBX items controlled external to Mobile Sensor’s Product Office (SN/SNS/SNS‐M).
DRFP‐094 What is the strategic value to bidding on this contract?
See DRFP‐082
DRFP‐095 Are there any plans for additional SBX vessels? There is nothing in the President's Budget for another SBX vessel.
DRFP‐096 There's a lot of effort to manage multiple CLINs, could be more cost effective to have less
CLINs.
The CLIN structure was established in the RFP to provide for both segregation by contract type and management visibility.
DRFP‐097 If ODC's are higher than what we perceive they will be, can we propose ODC's differently?
Can we have some of our Small Business work under an ODC CLIN?
As defined under the EPW instruction (L‐4.6.10), ODC CLINs are to include travel, material and miscellaneous other direct costs. All hours proposed (for prime, subcontractor(s) or IWTAs) must be proposed under the applicable labor CLIN and be reflected in the consolidated labor tab. The Offeror may not propose ODC's differently, they must propose the provided estimates (plus appropriate burdens) for the ODC CLINs.
DRFP‐098 Do ODCs count for part of the 30% Incentive requirement? No. The prerequisite requirement is a demonstration that 30% of the "burdened direct labor cost" incurred for each of the specified SOW paragraphs has been performed satisfactorily by a small business (or small businesses).
DRFP‐099 Request clarity on ODC costs New ODC estimates are provided in the revised EPW and Section L. Refer to DRFP‐061.
DRFP‐100 H‐14 clause calls out 5 or 6 different positions, take a look at that to see if those are really
"key positions" needed for this effort.
See DRFP‐020.
DRFP‐101 Will the Government consider reviewing the heavy emphasis on maritime experience vs.
radar experience? Would you consider removing the maritime and joint staff experience requirement?
The Government has considered this request and has decided to maintain the current focus on maritime experience.
DRFP‐102 The page count for Resumes, looks low, would you consider reviewing? . See DRFP‐020. Each resume is limited to two pages.
DRFP‐103 The 10% threshold for significant/major subs, would we consider raising that threshold to
15%?
The Government has reviewed the threshold for significant/major subs and IWTA's and is raising the threshold to 15%.
DRFP‐104 Would the Government consider separating out Program Management from operations paragraph of the SOW.
Reference DRFP‐012.
DRFP‐105 Would the Government consider a higher fee structure? The maximum target fee that may be proposed remains unchanged.
DRFP‐106 Would the Government consider reducing the number of CLINs to reduce admin costs? No changes to the CLIN structure shown in the draft RFP are currently envisioned. See response to
DRFP‐096.
# Industry Questions/Comments Government Responses/Answers DRFP‐107 Page 1 and 2 of OCI policy is specific to MiDAESS competition and specific MiDAESS scope
(e.g. Quality, Safety and Mission Assurance, capability group) language. Please clarify if MDA will be updating this plan to reflect the SBX Mission Integration effort and any OCI scope restrictions that may apply to this specific effort.
The Government will review and address in the Final RFP.
DRFP‐108 Section L, 1.2 It states “An Offeror who has signed, as well as proposed subcontractors who have signed, a contract with an OCI agreement, as either a prime Contractor or Subcontractor under any such contract, shall submit a written application to obtain approval to participate in this acquisition to the
MDA
Directorate of Contracting, Sensors, via e‐mail to the Procuring Contracting Officer (PCO).”
Please clarify if this notification requirement applies for any active DoD OCI mitigation plans a Contractor/Subcontractor has or just any active MDA OCI mitigation plans or if this clause language intends to be removed since Contractor/Subcontractors must submit as part of their proposal the OCI Disclosure Forms?
The Government will address this in the Final RFP.
DRFP‐109 Incentive Plan: 30% goal determination will be made regarding incentive 1 year after contract award. What does that mean for fee, entire fee tied up for a year until an assessment is done? Or can it be billed before the end of the year.
Suggested Language: Provisional/Interim billing and payment of fee equivalent to 50% of allowable costs incurred is authorized. Adjustment of such provisional fee payment, to reflect and account for the actual fee earned for the period evaluated, shall be made in accordance with the following criteria: (1) Underpayment of Fee: If the cumulative amount of Provisional Fee Payments made during the applicable evaluation/billing period is less than the fee earned for that same incentive period, the Contractor shall submit a separate invoice for and the Government shall remit payment of the balance of fee to be paid.
(2) Overpayment of Fee: If the cumulative amount of Provisional Fee payments made during the applicable evaluation/billing period is in excess of the fee earned for that same incentive period, the Government shall deduct/offset the payment of the Provisional Fee incurred from subsequent invoices. To assist the Government in this regard, the Contractor will reflect such adjustments on subsequent invoices.
See response to DRFP‐030.
DRFP‐110 Section B hours, What if the hours in section B are exceeded? What happens if the contractor exceeds those hours?
See response to DRFP‐036.
DRFP‐111 Is the incentive fee based on labor categories or total hours? This will be addressed in the Final RFP.
DRFP‐112 SOW 3.2.2.1, Page 16 notes that CDRL A036 relates to DD1921‐4, however the CDRL itself lists DD1921‐5. What is the correct DID reference, and what is the correct frequency?
The correct Form is DD Form 1921‐5. The correct frequency is listed in the 1423 form for CDRL A036.
DRFP‐113 SOW Page 38, CDRL A037 (Primary Artifacts for Compliance Testing (PACT))‐ This CDRL is not listed in the SOW. Section 3.13.5.5 is also not listed in the SOW ‐ is this an erroneous CDRL and SOW reference?
This is an error. CDRL A037, Primary Artifacts for Compliance Testing is not a required CDRL, and SOW 3.13.5.5 does not exist. The Final RFP will be revised accordingly.
DRFP‐114 SOW 3.9.7.4 calls out A204. CDRL A204 describes Small Business Utilization and Reporting.
CDRL A204 is the SB Utilization report. Is 3.9.7.4 the section the Government intends to leave the reference? There is not a CDRL reference for SOW 3.9.7.4
The CDRL listed here should have been A205 (Network Topology). The Final RFP will be revised accordingly.
# Industry Questions/Comments Government Responses/Answers DRFP‐115 Paragraph 3.2.2.1 includes requirements to deliver and perform cost reporting and CDRLs
Funds and Labor Hour Expenditure Report (FLHER) and Contract Funds Status Report (CFSR) and Semiannual Reporting. Would this make more sense in the paragraph based on where the clause is included? Is this intended to include the Program Management (PM) and Financial Analysis (FA) task as part of the 30% Operations Small Business requirement?
The program management portion and FA tasks of SOW paragraph 3.2.2.1 will be moved to SOW paragraph 3.13.1 (see DRFP‐012) and thus not be included as part of the 30% small business incentive fee prerequisite requirement. The Program Management CDRLs (A033 entitled "Contract Funds Status Report" and A036 entitled "Contract Sustainment Report") will be referenced in the revised SOW paragraph 3.13.1." The FLHER will not be a CDRL requirement
DRFP‐116 Will there be a Data Management Strategy CDRL available? A Data Management Strategy CDRL will not be required.
DRFP‐117 Does the incumbent contract have a requirement for a Phase Out plan and Phase Out support?
The Government will address transition‐out efforts that are required to support the winning offeror's transition plan with the current SBX MI contractor.
DRFP‐118 Are offerors held to hours at the total level or managed at the labor category. If manage at the labor category, please confirm that Contractor can move hours between labor categories. Preference is to manage at the bottom line so don't need to keep doing mods to move hours between labor categories.
This will be addressed in the Final RFP.
DRFP‐119 Would the Government consider increasing the minimum fee % to 2%? Given the 6 month evaluation periods and the 30% requirement to receive a minimum incentive fee of 0% seems excessive. Additionally, the 2% minimum fee would allow the Contractor to invoice 2% incentive fee of allowable costs incurred each month and maintain a measure of profit each month.
See DRFP‐034
DRFP‐120 If Contractor exceeds the hours for the evaluation period, but actual cost is less than computed target costs, is this considered an underrun?
This will be addressed in the Final RFP.
DRFP‐121 Are the hours bid by the Contractor included in the award document as the Level of Effort (LOE) that the Contractor must manage to? If incentive evaluation periods are 6 months, are the annual hours divided by 2 and those are the hours the Contractor is expected to manage to?
This will be addressed in the Final RFP.
DRFP‐122 Will the Government allow for an exception to the 30% small business requirement in that if the Contractor determines a small business subcontractor is not performing and needs to be removed, reducing the small business below 30%, the Contractor will still be eligible for the incentive provided the Contractor demonstrates a good faith effort to replace the small business is working towards getting back to the 30% small business requirement. For example, if the Contractor removes a small business for non‐performance in the last month for the evaluation period, dropping the small business % below 30% and is unable to bring on another small business prior to the end of the evaluation period, it seems unreasonable that the Contractor would not receive any incentive fee for that evaluation as a result of managing the Subcontractors and their performance.
The Government is considering this recommendation for the Final RFP.
DRFP‐123 Consider adjusting the Questions submission timeframe for 10 days after release of RFP.
This would allow offeror to more thoroughly review the Final RFP, instead of sending in questions after the deadline which may not get answered or cause an extension and delay the award.
The RFP will reflect question submittal timeframe within 10 days of release of the final RFP.
DRFP‐124 (L‐1.9, page 14) Please confirm that contractor is able to set up separate Non‐Disclosure Agreement (NDA)s with the Companies identified in this section that will be assisting the Government in Proposal Evaluations.
As stated in Section L‐1.9, contractor personnel supporting this acquisition have signed Non‐ Disclosure Agreements (NDAs) and are subject to Organizational Conflict of Interest (OCI) restrictions.
DRFP‐125 Would the Government consider having an unlimited page count on the resumes? No, but the resume requirements will be revised (see response to DRFP‐020). The two page limit per resume will remain.
DRFP‐126 L‐74.6.1, page 34: If the Government allows Offerors to deviate from the Government estimated hours provided in the EPW, how does the Government intend to conduct a level evaluation if Offerors deviate from the Government estimated hours? How will the Government determine if Offerors deviate what is realistic and unrealistic?
Evaluation of the proposal will be in accordance with Section M.
# Industry Questions/Comments Government Responses/Answers DRFP‐127 Are the Small Business socio economic Goals identified on Table L‐4‐1 only used for proposal evaluation purposes, or is the Contractor expected to adhere to these socio‐economic goals in contract execution?
The Small Business Participation and Development Plan will be attached to the awarded contract.
Therefore, the Plan will be subject to the terms and conditions of the contract during performance.
DRFP‐128 Table L‐4‐1 Small Business Participation Goals identified Small Business % of 20%, yet in the Incentive Plan it states a prerequisite requirement of 30% small business (or small business) on SOW 3.2.2.1, 3.3.2 and 3.1.3.3. Is it the Governments intent to have a small business participation goal of 20%, yet requiring 30% small business as a pre requisite requirement on the incentive? Since the Contractor is basing their pricing on a 20% goal, request the Government change the 30% prerequisite requirement in the incentive plan to 20% to be consistent with the small business participation plan.
The recommended small business (SB) utilization goal of 20% in Table L‐4‐1 is based on the Total Contract Labor Dollars for the Period of Performance (POP) of the contract. The incentive plan requires that 30% of the labor dollars (fully burdened) for the requirements in SOW 3.2.2.1, 3.3.2 and 3.1.3.3 must be performed by a small business (or small businesses)in order to be eligible for incentive fee. The labor dollars awarded to small business(s) for performance of SOW 3.2.2.1, 3.3.2 and 3.1.3.3 would be included in the Offerors total labor dollars awarded to small businesses for calculation of SB%.
DRFP‐129 Can the USG provide contract numbers for the other SBX‐1 contracts? The Government is reviewing this request. If the Government provides the list of contract numbers the information will be provided via the offerors library.
DRFP‐130 What systems are to be considered Government Furnished? For example, are the following considered government furnished?: Integrated Scheduling Tool, Ballistic Missile Defense System (BMDS) Operations Readiness Reporting System (BORRS), Integrated Data Environment (IDE). What tools by name are currently used?
The Integrated Scheduling Tool and BMDS Operations Readiness Reporting System (BORRS) are web based applications and access will be provided to the contractor. The IDE is furnished by the contractor also see DRFP 060.
DRFP‐131 Is there a Government Owned Supply System that Contractor will use to order replacement parts and stock?
No. Contractor will use their own processes for procuring the replacement parts and stock.
DRFP‐132 Given the geographical challenges in performing this contract at sea for an extended period of time, please clarify that the Government will be providing shipping support to transport spares and stock to the vessel during performance at sea.
The Government will provide shipping support for resupply. Single deployments without resupply can last 70 days, with resupply occurring after return to port, and stores should be planned to support that duration. Resupply at sea by helicopter or ship is possible and may be coordinated but is not planned for the planned 120 days at sea in two deployments annual schedule.
DRFP‐133 Please confirm that the Contractor will not be penalized for delays in performance or system downtime while awaiting spares or stock to be shipped and received.
There are no penalties within the solicitation itself; however, actions of the contractor are taken into account in Contractor Performance Assessment Reporting (CPAR) ratings.
DRFP‐134 Please confirm that the Contractor will be entitled to perform a joint inspection of the inventory with the Government and incumbent contract during the phase in and any missing or malfunctioning inventory will not be the responsibility of the incoming Contractor.
Details concerning the transition will be included in the Final RFP. Government property residing on the awarded contract will be subject to contract clause 52.245‐1.

# Industry Questions/Comments Government Responses/Answers DRFP‐138 IAW MDA 5013.78‐M, March 2013 MISSILE DEFENSE AGENCY STATEMENT OF POLICY REGARDING
ORGANIZATIONAL CONFLICTS OF INTEREST (Attachment J), an operating situation of impaired objectivity would be created if existing Team SBX contractors Raytheon IDS, Northrop Grumman, Aquate or Tote Services assumed the Mission Integration contract. Examples of OCI would include:
Company A (a current SBX contractor) assumes the MI contract and attempts to execute PWS 3.3.5 Test Activity Support, including participating in test event planning; vessel positioning; coordinate test schedules; preparing inputs for test plans; reviewing test plans and procedures; providing mission director functions for conducting test events; and processing of test event personnel and equipment.
Company A could show impaired objectivity and provide favorable test event plans, schedules, reviews, mission directorship (and de‐confliction) and personnel and equipment to directly or indirectly favor the adjacent Company A SBX contract. Additionally, this risk may be compounded if the adjacent Company A SBX contract is an incentive fee contract Company A (a current SBX contractor) assumes the MI contract and attempts to execute PWS 3.2.2.1 Program Management and Operations, including providing integration to support operations and sustainment including maintenance planning and authorization, vessel movements, shipyard planning, crew rotation scheduling, material movements, and test event coordination. Coordinate the staffing rotation aboard SBX‐1 and coordinate fueling and material deliveries from the Operational Support Vessel (OSV). Coordinate SBX‐1 activities with the SBX‐1 Sustainment Operations to support asset program visibility and logistics coordination. Coordinate SBX‐1 radar operations, de‐conflicting operations, obtaining permissions, executing checklist, coordinating safety precautions, vessel conditions, monitoring radar operations, and returning to normal vessel operations. Provide Operations and Sustainment planning and coordination support for tasked SBX‐1 equipment.
Company A could show impaired objectivity and provide integration to support operations and sustainment, coordination of staffing, radar operations, de‐conflicting operations, permissions, and planning and coordination to directly or indirectly favor adjacent contracts. Additionally, this risk may be compounded if the adjacent Company A SBX contract is an incentive fee contract.
