# Subject Question Answer 1 Acquisition History Has a contractor performed similar work to this for the Government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the Government?
Similar work has been done in the past on MiDAESS Task Orders HQ0147-10-D- 0002 Task Order 0003, Alatec, Inc., Huntsville AL and HQ0147-10-D-0031 Task Order 0007, PeopleTec, Inc., Huntsville AL
2 Submission of Company Information, Vol I, Executive Summary
Is the Company Information required by sections L-5.0 and L-5.3 (page 13) to be submitted as part of the page limit in Tab 3 of Volume I – Executive Summary? If not, where does the Government wish this information to be included?
Yes. Company Information will be part of the Executive Summary which is limited in Table L-1 to 10 pages.
3 Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside Qualifications
Because this is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, do the requirements for 50% of the work by the Prime in Attachment J-02 (QASP) Table A2-4 on page 8, and Section L, Table L-3 on page 15 include the prime and all SDVOSB subcontractors in accordance with FAR 52.219-27 (d) (1)?
Yes. The SDVOSB Prime can meet the 50% rule by subcontracting to other qualified SDVOSB concerns. FAR Clause 52.219-27(d)(1) applies and will be incorporated in the final RFP.
4 Small Business, Volume V, and Sect L Per Section L, Volume V Small Business (Page 14) of the subject solicitation, the Government is requiring that the table provided is completed to ensure that the Small Business Concern is meeting the requirements of FAR 52.219- Limitations on Subcontracting. Please clarify that in this section, per the 2013 National Defense Authorization Act, small businesses will be able to meet their own performance requirements by subcontracting to other small companies and should include that in the table provided.
Notwithstanding the referenced NDAA provision which is yet to be implemented in the Federal Acquisition Regulation, FAR 52.219-27(d)(1) as it currently exists provides that the SDVOSB Prime can meet the 50% rule by subcontracting to other qualified SDVOSB concerns. FAR Clause 52.219-27 will be incorporated in the final RFP and the Section L-9.0 reference and table will be updated.
5 Past Performance The Office Admin Draft RFP, Sections L&M, Past Performance has been changed to evaluated instead of pass/fail. However, Section M was not updated to include the Past Performance in the Best Value Tradeoff. Please clarify.
Past Performance will be evaluated on an Acceptable/Unacceptable basis. Section M will be updated to reflect this approach in the final RFP.
6 Security (Facility Clearance) Does the prime contractor have to possess the required facility clearance spelled out in the DD Form 254? If so, can this be obtained once the contract is awarded?
The prime contractor has to have the highest level of clearance required on the contract. If the prime is not already cleared, the approved DD254 would be the vehicle or justification for the company to obtain that Facility Clearance Level (FCL). In other words, in the DSS application process, DSS would require a DD254 to grant a final FCL. Atch J-01, Performance Work Statement, Paragraph 6.0 entitled "Security Requirements" states that at the end of the transition period, the Prime Contractor shall possess a Top Secret Facility Clearance.
7 Security (Subcontractor Clearance) Can an already cleared subcontractor meet the security requirements while the prime contractor is obtaining their security clearance?
DD254's are only written to the Prime Contractor. The Prime is responsible for writing the DD254 to their sub contractors. The prime cannot write a sub contractor DD254 that has a higher level of clearance without having that clearance level themselves. The sub contractor would have to wait for the prime to obtain the appropriate clearance before passing on any classified work to the sub.
TEAMS Office Administration # HQ0147-15-R-0032 12 August 2015/11:00 Questions and Answers
8 Labor Competencies In going through the Labor Competency Level Descriptions, the only labor description that states a minimum years of experience is the "Contract Technical Lead." The other eight descriptions do not state the minimum years of experience.
The Labor Competency Description Minimum Years of Experience are identified in the individual labor competencies. These descriptions are worded to allow the Offeror to utilize education only, experience only, or a combination of education and experience. An updated Labor Competency Description document will be included in the Final RFP.
