Section B - Supplies or Services and Prices

CONOPS/CLIN STRUCTURE

CLINs 0100 and 0101 are the recurring and non-recurring effort for 14 15 targets. CLIN 0102 is for the target type 2 kits (if necessary). Once these targets are produced, they will either go directly to the launch range or to storage. All final integration will be done in CONUS under a “ship and shoot” conops. All storage and transportation costs will be handled under CLINs 0103 or 0110. CLINs 0104, 0105, 0106, and 0107 may be exercised on a case by case basis to support either a primary or backup mission. Task instructions will be issued against CLINS 0108 and 0109 as required. The 1100 series of CLINs will be utilized in a similar fashion, with the exception that CLINs 1100, 1103, 1110, and 1112 may be exercised in increments to acquire one target, a kit, and ILS support at a time.

Ballistic Missile Defense System Oct 2009 Target Data Product Requirements Definition

3.0 Contract Objectives: The contractor shall provide target systems ready for use in element or Ballistic Missile Defense System flight tests that meet the requirements defined in the Intermediate Range Ballistic Missile Type Performance Specification.

3.1 Technical Performance Targets shall perform as delineated in the Intermediate Range Ballistic Missile Performance Specification.

3.1.1 Target Types: Within the target class the target requirements will be segregated by Type 1 and Type 2 capabilities defined as follows:

Type 1: Type 1 target requirements shall be satisfied with the offeror’s baseline manufacturing configuration for a target class.

Type 2: Type 2 requirements are more advanced or complex target performance requirements. Type 2 capabilities, in part or whole, may be part of the baseline manufacturing configuration. If Type 2 capabilities are not included as part of the baseline manufacturing configuration, they must be available as kitable options, that can be retrofitted to the manufacturing baseline configuration. Note that some Type 2 capabilities offer a performance improvement over the Type 1 capability and therefore the Type 1 requirement is replaced by the Type 2 requirement.

3.2 Target Procurement (CLINs 0100, 1100): The contractor shall have the manufacturing capability and capacity to provide reliable and affordable targets using proven (mature) manufacturing processes. Unproven (immature) manufacturing processes shall be assessed during a Production Readiness Review and a plan for maturing those processes developed and implemented. Implementation of manufacturing best practices may include producibility engineering and lean implementation. The Manufacturing Readiness Level (MRL) is the maturity model used by MDA. Contractors that propose to furnish targets manufactured by other companies must demonstrate the ability to fully support and maintain the target to ensure its successful launch. They must also demonstrate the capability to obtain or fabricate parts and components, and to integrate them into the target, as necessary.

3.2.1 Type 1 Target Development (Non Recurring Effort): (CLIN 0101): The Contractor shall develop an All-Up-Round target as delineated in the MDA Intermediate Range Ballistic Missile Performance Specification for Type 1 target capability. The baseline manufacturing configuration shall comply with all Type 1 requirements as a minimum. However if cost, schedule, or risks can be improved by incorporating some Type 2 capability into the manufacturing baseline configuration, the contractor is encouraged to do so. The Contractor is not required to offer utilizing the available government inventory. Use of available government inventory is at the Contractor’s risk. This CLIN represents any non-recurring effort necessary to complete the design of the proposed target configuration, to include kitable options.

Target payloads shall include test objects, instrumentation and associated objects as described in the Intermediate Range Ballistic Missile Performance Specification.

3.2.2 Type 1 Target Manufacture (CLINs 0100, 1100) The contractor provide reliable and affordable targets using proven (mature) manufacturing processes. Implementation of manufacturing best practices may include producibility engineering and lean implementation. The Manufacturing Readiness Level (MRL) is the maturity model used by MDA.

3.2.3 Type 2 Procurement (CLINs 0102, 0113, 1102): Type 2 requirements are stipulated in the target systems Intermediate Range Ballistic Missile Performance Specification. Those type 2 capabilities not included in the baseline manufacturing configuration shall be identified as type 2 kits.

3.3 Logistics Support (CLINs 0103, 1103) The contractor shall provide life cycle contractor logistic support to include, but not limited to, support equipment, transportation and handling, inventory management, sustainment, and storage. The contractor shall provide logistics planning, equipment, services, and labor, from design influence through disposal or disposition of all contractor Acquired Property or Government Furnished Property. The contractor is responsible for related logistics including transportation (Commercial Bill of Lading or Government Bill of Lading). Logistics Support shall include processes to ensure a target or its components are certified for shipment to the range and return to inventory if necessary.

3.3.1 Inventory Concept (CLINs 0103, 1103) The Agency anticipates procurement lots in sufficient quantities to allow for storage of targets. The contractor’s plan shall include utilizing inventory storage. The contractor shall propose a sustainment plan for the targets in inventory. The contractor shall include in the proposal a target and inventory management plan that utilizes either a commercially owned and operated storage facility or storage on a government facility, including storage facilities listed below and provided as Government Furnished Property. The contractor shall be responsible for preparing a target for launch either immediately off the manufacturing line or as a target integrated from components in inventory. The contractor shall execute a methodology for target integration and preparation for launch that will include units from inventory or those coming from the manufacturing line. The contractor shall perform target preparation activities based upon a nominal advance notice requirement before a target from inventory can be on site at the range and launch ready for a primary mission. Target launch preparation is based upon the planned target launches as outlined in Section F.

3.5 Launch Execution (CLINs 0106, 1106): The contractor shall support the Integrated Event Test Team in all phases of test as described in the Ballistic Missile Defense System Test Policy, MDA Directive 3002.03 dated January 15, 2009. Support includes but is not limited to launch services, resolution boards; readiness reviews, integrated countdown development; and launch commit criteria.

3.6 Pre and Post Mission Analysis (CLINs 0104, 0107, 1104, 1107): The contractor shall conduct and provide pre-flight and post-flight mission analysis. The contractor shall develop and deliver target models, six degree of freedom trajectories, and signature models to support pre-mission and post-mission flight test and Ballistic Missile Defense System ground tests. The Government will provide infrared signature codes as Government Furnished Property if requested.

The contractor shall deliver verified and validated models to support pre and post flight test mission analysis. Pre-mission signature models shall be verified with empirical data collected from the contractor’s chamber measurements, analytical data based on material properties, and analysis of similar target components if data does not exist for the target. Pre-mission trajectory verification shall be based on the flight software and the fight computer. Post-mission validation is based on measured flight test results which include on-target measurements and external truth sensors. The contractor shall satisfy the unique data timelines and formats required to support the system and element test provided in Section F.

The contractor shall support MDA model accreditation. Accreditation requirements are specified in MDA Directive 8315.01 (SOO Section 2.0). In general the post-mission kinematic trajectory threshold shall match the Best Estimated Trajectory within 10% for all primary target and major kit constituent (less a specific type 3 payload) from ignition to past interceptor point of closest approach with an objective to match the Best Estimated Trajectory within 1% for instrumented objects.

The contractor shall assume in fiscal year 2012 pre- and post-mission data products will only be delivered in accordance with the Threat Model and Simulation System Interface Requirements Specification formats listed in paragraph 2.0 Reference Documents.

3.6.1 Pre-Mission Analysis (CLINs 0104, 1104): The contractor shall provide 3-DOF, 6-DOF, and Monte Carlo trajectories, Universal Documentation System submissions, range safety data products, and target component signature models to the Agency for mission unique applications. The contractor shall verify and validate models. Signature models shall be validated by collecting chamber data on new targets in advance of first flight with sufficient time to validate the pre-mission products, assessing the validity of chamber data by developing the model and validating the model for use.

3.6.2 Post-Mission Analysis (CLINs 0107, 1107): The contractor shall support the Agency in data reduction, modeling and simulation anchoring, and target performance evaluation. The contractor shall employ flight test data to update and validate target models and simulations.

3.7 Ballistic Missile Defense System Modeling and Simulation Support (CLINs 0108, 1108): The contractor shall provide 6-DOF trajectories and signature models to support Ballistic Missile Defense System performance assessments and “what-if” scenarios. These trajectories and models will be in the same format as flight test mission products but will not be restricted to simulations of flight test conditions. The Government will define trajectory excursions for contractor modeling and simulation.

The contractor shall assume in fiscal year 2012 target data products will only be delivered in accordance with the Threat Model and Simulation System Interface Requirements Specification formats listed in paragraph 2.0 Reference Documents.

3.8 Engineering Services (CLINs 0109, 1109): The contractor shall provide support to the Government for engineering analysis and excursions in support of what-if drills, and other unique, government initiated, systems engineering activities. These activities may include target trajectory excursions modeled in Trajectory Analysis & Optimization Software, quick-look analysis of potential target modifications, and analysis of alternative test scenarios.

As an option based on specific mission requirements, the Contractor may be required to generate six degree of freedom outputs in the TM 93 format. The TM 93 format is attached to Section J.

As an option based on specific mission requirements, the Contractor may be required to generate OPTISIG models on a mission-specific basis. If OPTISIG is required, the contractor shall generate an OPTISIG model using the same trajectory etc. as the associated Optical Signature Code model and shall generate signatures for direct comparison to the Optical Signature Code generated target data.

4.0 Backup Mission (CLINs 0103, 0104, 0105, 0106, 0107, 1103, 1104, 1105, 1106, 1107) The Government will reduce the risk of a BMDS "no test" flight test campaign due to primary target failure or unavailability by implementing a backup target strategy. On every BMDS flight test mission, a primary target is designated. On many BMDS missions, a backup target will also be designated. The backup target will be a different target than the primary target and may not satisfy primary target mission Critical Engagement Conditions (CECs) or Empirical Measurement Events (EMEs). The backup target contractor will receive 2-week advance notification that the backup launch will be executed. The contractor shall perform the following preparatory activities to enable the two-week launch execution call-up:

a. The contractor shall perform all required BMDS pre-mission and range analyses and deliver required data products, models, and simulations in advance to insure flight test approval. The BMDS pre-mission products must be delivered on or prior to the minimum time spans provided in Section 10 of the Targets System Performance Specification.

b. The contractor shall remove target/target components from inventory or receive from the manufacturing line; integrate; perform necessary testing, and have all hardware and launch support personnel appropriately sited for two-week call up. The contractor must identify in the offer to the Government the minimum time span for the target final preparation notification from the primary Best Estimated Test Date (BETD) in order to have the target and launch team available.

c. The backup target, if prepared for a backup mission but not required to execute the launch, will be returned to inventory following notification that the backup launch will not be executed. The backup will not undergo any change in its required hardware configuration from its manufactured configuration with the exception of range specific hardware as applicable. An effective backup target approach will have software reconfigurable to fly the appropriate mission trajectory and will minimize impacts of range specific configurations."

5. 0 Ship and Shoot CONOPS (CLINs 0100, 0102, 0103, 0105, 0106, 1100, 1102, 1103, 1105, 1106) The contractor shall perform "Ship and Shoot" concept of operations (CONOPS). Ship and Shoot requires complete integration of target vehicles (including integration with booster motors) and complete system-level testing at an integration facility in CONUS prior to shipment to the range. An effective Ship and Shoot CONOPS reduces time on the test range and the number of deployed personnel, yielding reduced cost.
