Ballistic Missile Defense System Oct 2009 Target Data Product Requirements Definition
3.0 Contract Objectives: The contractor shall provide target systems ready for use in element or Ballistic Missile Defense System flight tests that meet the requirements defined in the Intermediate Range Ballistic Missile Type Performance Specification.
3.1 Technical Performance Targets shall perform as delineated in the Intermediate Range Ballistic Missile Performance Specification.
3.1.1 Target Types: Within the target class the target requirements will be segregated by Type 1 and Type 2 capabilities defined as follows:
Type 1: Type 1 target requirements shall be satisfied with the offeror’s baseline manufacturing configuration for a target class.
Type 2: Type 2 requirements are more advanced or complex target performance requirements. Type 2 capabilities, in part or whole, may be part of the baseline manufacturing configuration. If Type 2 capabilities are not included as part of the baseline manufacturing configuration, they must be available as kitable options, that can be retrofitted to the manufacturing baseline configuration. Note that some Type 2 capabilities offer a performance improvement over the Type 1 capability and therefore the Type 1 requirement is replaced by the Type 2 requirement.
3.2 Target Procurement (CLINs 0100, 1100): The contractor shall have the manufacturing capability and capacity to provide reliable and affordable targets using proven (mature) manufacturing processes. Unproven (immature) manufacturing processes shall be assessed during a Production Readiness Review and a plan for maturing those processes developed and implemented. Implementation of manufacturing best practices may include producibility engineering and lean implementation. The Manufacturing Readiness Level (MRL) is the maturity model used by MDA. Contractors that propose to furnish targets manufactured by other companies must demonstrate the ability to fully support and maintain the target to ensure its successful launch.
They must also demonstrate the capability to obtain or fabricate parts and components, and to integrate them into the target, as necessary.
3.2.1 Type 1 Target Development (Non Recurring Effort): (CLIN 0101): The Contractor shall develop an All-Up- Round target as delineated in the MDA Intermediate Range Ballistic Missile Performance Specification for Type 1 target capability. The baseline manufacturing configuration shall comply with all Type 1 requirements as a minimum. However if cost, schedule, or risks can be improved by incorporating some Type 2 capability into the manufacturing baseline configuration, the contractor is encouraged to do so.
