About this file

This is an Amendment to a Broad Other Transaction Announcement (BOTA) for Capability Focus Area 1 (CFA1) issued by the Department of War Research and Engineering. The solicitation number is HQ003425BOTA1, Amendment 1, and it seeks prototype solutions for Multi-Modal Agile Manufacturing in support of Contested Logistics Technologies. The Office of the Undersecretary of War Research and Engineering (OUSW(R&E)), through its Manufacturing Technology program (ManTech), is managing this opportunity and seeking technology solutions that integrate digitized design, additive manufacturing, robotics, joining, and assembly to produce finished metal parts from powdered metal feedstocks with high product mix capability and rapid cycle times.

Responses must be submitted in White Paper format and include an Affirmation of Business Status Certification. The Department of War has established a target 24-month performance period and $15 million in federal funding, though proposals exceeding these parameters will be considered if accompanied by compelling justification. Proposed solutions must address maximum part dimensions, material types and properties, part certification/qualification suitability, expected production rates and capacity for parts at least 16 inches in any one dimension, and include technology demonstration location and required development activities. Eligible sources must meet requirements under 10 U.S.C. § 4022(d). Submissions should reference BOTA number HQ003425BOTA and CFA #1 in all correspondence. The Issuing Agency Contact is Stephanie Koessel (Stephanie.P.Koessel.civ@mail.mil) for general questions, and the Technical Point of Contact is Kyle Cobb (kyle.w.cobb.civ@us.navy.mil) for technical inquiries. The submission date indicated is April 24, 2026.

HQ003424BOTA1

Amendment 0001 / CFA 1

II. OPPORTUNITY DESCRIPTION

A. Overview and Purpose:

Capability Focus Area 1 (CFA1) for HQ003425BOTA1 is managed by Office of the Undersecretary of War Research and Engineering (OUSW(R&E)) Manufacturing Technology program (ManTech). The OUSW(R&E) is the principal advisor to the Secretary and Deputy Secretary of War for all matters regarding the Department of War Research and Engineering (DoW(R&E)) enterprise, defense R&E, technology development, technology transition, developmental prototyping, experimentation, developmental testing activities and programs, and unifying defense R&E efforts. The OUSW(R&E) also serves as the Chief Technology Officer for the DoW with the mission of advancing technology and innovation within the DoW.

CFA1 is issued against BOTA HQ003425BOTA1 to solicit submissions that address concepts and technologies to enable Multi-Modal Agile Manufacturing in support of improved Contested Logistics Technologies.

B. Description of Opportunity:

DoW seeks technology solutions that incorporate multi-modal agile manufacturing to advance operational continuity for Contested Logistics using new manufacturing processes and/or emerging production technologies. Specifically, DoW is interested in pilot production cells capable of integrating elements such as digitized design, additive manufacturing, robotics, joining, and assembly to create a finished metal part from powdered metal feedstocks. Solutions should prioritize high product mix and rapid cycle times for parts production and sustainment. Solutions must clearly identify the technology they intend to demonstrate, where it would be demonstrated, and any technology development needed to ensure success, metrics of success. Solutions must include maximum part dimensions, material types and properties, suitability for part certification/qualification, and expected production rates and capacity for parts of at least 16 inches in any one dimension.

The DoW has established a target of a 24-month performance period and $15M in federal funding for this prototype. Proposals that exceed these parameters will be considered if accompanied by a compelling justification that details the added value, innovation, and rationale for the increased cost.
