Solicitation
Answer
To apply a sampling methodology, select sample housing, and physically assess the hazards in those housing units, will security clearances be required for the performing contractor and personnel?
Performance
Work
Statement
No, security clearances are not required. For more information, please see the response to question 7.
Please confirm the population to be assessed is only government-owned and does not include government-contracted military family housing.
Performance
Work
Statement
Yes, the population of housing units to be assessed only includes government-owned housing units and not government-controlled (e.g., leased, contracted, host-nation provided) housing units.
Does the government consider common areas, playgrounds, pools, etc. to be part of military family housing units?
Performance
Work
Statement
Any space inside the housing unit building must be included -- including the dwelling unit itself and any indoor common areas (e.g. common hallways where multiple tenants might pass to access their respective apartments). Exterior common areas, playgrounds, pools, and other ancillary facilities (e.g., community centers, housing management offices) are not considered part of the military family housing units to be included in the independent assessment.
Sec. L.1.3 states that quotes are to be submitted electronically. Does that mean submitted via email to yourselves or submitted by some other means?
Section L Quotes are to be submitted electronically via email.
The instructions to quoters are updated to reflect this.
Regarding Travel CLIN 0002, is this placeholder number intended to represent all travel costs, lodging, and M&IE, or only transportation costs?
Performance
Work
Statement
It is intended to represent all allowable travel costs.
The PWS is updated to clarify this, and the PWS's provisions will govern.
Is it required that only U.S. Citizens be used to perform the safety inspections, or may the offeror utilize company employees who are citizens of the host nations where our bases are located?
Performance
Work
Statement
The following security requirements apply to DoD installations, to include requirements in foreign locations (highlighted in bold font):
• All visitors to a DoD installation must be granted access.
• In order to gain access to a DoD installation, the identity, fitness, and purpose of the individual must be verified. Identity is verified using approved credentials
– REAL ID compliant driver’s license, Transportation
Workers Identification Credential (TWIC), or other specified identification such as a government-issued passport (this may be country or site specific).
• Some installations require U.S. citizenship, but this is not considered a "fitness" criteria and so is not standardized across all U.S. military installations or military services. (The selected contractor will be informed if any of the installations with DoD government-owned housing limit access to U.S.
citizens only, but this is highlly unlikely to be a requirement for the vast majority (if any) of the installations with housing covered by the independent assessment.)
• Individuals (including contractors) seeking to access
DoD installations must be able to meet on-the-spot security access requirements each time they seek entry, to include passing a background check using United
States Government criminal records and terrorism databases to ensure that there are no disqualifying offenses.
• Other security requirements may apply at DoD installations in some foreign locations. The selected contractor will be informed if any of the installations with DoD government-owned housing have special security requirements, but this is highly unlikely to be a requirement for the vast majority (if any) of the installations with housing covered by the independent assessment.
• All contractors without a DoD issued Common
Access Card (CAC) will require a qualified, CAC-carrying escort while on the installation.
ODASD(Housing) will require the Military
Departments to each identify a primary point of contact that the selected contractor will work with to schedule an escort and housing access as required in support of the assessment. In addition, ODASD(Housing) will provide the selected contractor a letter of introduction in support of the selected contractor's interactions with
Military Department personnel and installation access.

Performance Work Statement / Scope for the Office of the Deputy Assistant Secretary of Defense for Housing (ODASD(H))
Independent Assessment of Child Safety in Military Family Housing Units
June 19, 2022
General Background
Section 2817(b) of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2018
(P. L. 115-91), requires an independent assessment of child safety issues in military family housing units, with an emphasis on assessing hazards that may result in falls:
(1) ASSESSMENT. The Secretary of Defense shall enter into an agreement with an independent entity with experience in performing technical evaluations of the compliance of housing units with the codes and standards of the International
Code Council (ICC) and other relevant codes and standards to conduct and to submit to the Secretary and the congressional defense committees an assessment of child safety issues in military family housing units, with an emphasis on assessing hazards that may result in falls.
(2) RECOMMENDATIONS. The independent entity conducting the assessment…shall include in the assessment such recommendations for modifications to military family housing unit standards as the entity considers appropriate for ensuring the safety of minor children in such units.
DoD has approximately 35,000 government-owned family housing units. Approximately 900 of these housing units are located in the 50 States; about 1,600 are located in the U.S. territories of
Guam or Puerto Rico; and the remainder are located in foreign countries as summarized in
Table 1. Of the housing located in foreign countries, the vast majority are in Japan and
Germany, followed by the United Kingdom, the Republic of Korea, Cuba, the Marshall Islands, Spain, Italy, Australia, and Belgium. The aggregate number of DoD government-owned military housing units in several of these countries is controlled unclassified information that is not approved for public release but will be provided to the technically qualified, independent entity awarded this contract.
In addition to the requirements set forth at DFARS 252.204-7000 – Disclosure of Information (Oct
2016), DFARS 252.204-7012 – Safeguarding Covered Defense Information and Cyber Incident
Reporting (Dec 2019) and any other requirements of this contract, the Contractor shall monitor
Controlled Unclassified Information (CUI) for aggregation and compilation based on the potential to generate classified information pursuant to security classification guidance addressing the accumulation of unclassified data or information. Within one business day of determining that information generated may be classified, the Contractor shall report the potential classification of aggregated or compiled CUI to the COR and Contracting Officer. The
Contractor SHALL NOT send this potentially classified information over unclassified systems.
The Contractor shall comply with the guidance set forth in DoD Instructions 5200.48 and
8582.01, and any subsequent revisions to these documents.
In order to accomplish the work in this PWS, the contractor’s employees must be able to obtain access to DoD Installations.
The following security requirements apply to DoD installations, to include requirements in foreign locations (highlighted in bold font):
• All visitors to a DoD installation must be granted access.
• In order to gain access to a DoD installation, the identity, fitness, and purpose of the individual must be verified. Identity is verified using approved credentials – REAL ID compliant driver’s license, Transportation Workers Identification Credential (TWIC), or other specified identification such as a government-issued passport (this may be country or site specific).
• Individuals (including contractors) seeking to access DoD installations must be able to meet on-the-spot security access requirements each time they seek entry, to include passing a background check using United States Government criminal records and terrorism databases to ensure that there are no disqualifying offenses.
• All contractors without a DoD issued Common Access Card (CAC) will require a qualified, CAC-carrying escort while on the installation. ODASD(Housing) will require the Military
Departments to each identify a primary point of contact that the selected contractor will work with to schedule an escort and housing access as required in support of the assessment. In addition, ODASD(Housing) will provide the selected contractor a letter of introduction in support of the selected contractor's interactions with Military Department personnel and installation access.

Scope of Work
1. The contractor shall complete an independent assessment of child safety in military family housing units and report the findings and recommendations for modifications to military housing units to the congressional defense committees as required by Section 2817(b) of the
FY 2018 NDAA. The assessment must be completed in accordance with the codes and standards of the ICC and other relevant codes and standards, with recognition that child safety standards for housing units may not be well defined in existing federal, international, or local codes, standards, or regulations. The contractor must strive to minimize the time for completing the assessment and report to Congress. The completed report documenting the assessment, methodology, findings, and recommendations, must be delivered to the

* Numbers may not add due to rounding congressional defense committees no later than January 31, 2023. The report provided to Congress must not contain any information that is CUI. In order to accomplish this, the contractor MUST NOT identify the exact/rounded/approximate number of DoD government-owned housing units in any foreign countries beyond the level of detail consistent with the presentation of this data in Table 1 of this solicitation (i.e., Cuba, EUCOM, and INDOPACOM). Likewise, the contractor MUST NOT identify the exact/rounded/approximate number of DoD government-owned housing units assessed in any foreign countries, but should only present aggregate data on the total number or percentage of housing units assessed for Cuba, EUCOM, and INDOPACOM.
2. The contractor shall execute their methodology as quoted using industry standards and their past experience, with the underlying assumption that the assessment must be completed based on a statistically representative sample of the existing government-owned housing.
The contractor must ensure that the proposed sample and assessment approach will meet industry standards and be sufficiently thorough, accurate, and supported to provide valid, defensible results for an assessment of child safety hazards in DoD’s portfolio of government-owned family housing units worldwide, as required by section 2817(b), to include determining whether the assessment requires sampling of housing units at every location with DoD Government-owned family housing, or only at a representative subset of these locations. The contractor’s identified sample size and assessment methodology must provide, at a minimum, a 90 percent confidence level in the assessment data/results with a plus-or-minus 5 percent margin of error (i.e., confidence interval).
3. Under this contract, a military housing unit is defined to include: Any space inside the housing unit building -- including the dwelling unit itself and any indoor common areas (e.g.
common hallways where multiple tenants might pass to access their respective apartments).
Exterior common areas, playgrounds, pools, and other ancillary facilities (e.g., community centers, housing management offices) are not considered part of the military family housing units to be included in the independent assessment. The population of housing units to be assessed only includes government-owned housing units and not government-controlled
(e.g., leased, contracted, host-nation provided) housing units.
4. The contractor shall determine, based on its professional expertise, experience, and existing safety codes and standards, what minimum child safety hazards need to be assessed in order to meet the requirements of Congress in requesting this assessment, and shall specify the child safety hazards that it will assess as well as the safety codes and standards that it will use for the independent assessment, to include any standard(s) that the contractor proposes due to the lack of an accepted or well-defined existing federal, international, or local code standard, or regulation, in the entity’s final report.
5. The contractor shall submit a copy of the final report and report data to the ODASD(H) on the same date that the report is submitted to the congressional defense committees, which shall be no later than January 31, 2023. The contractor is responsible for providing a copy of the report to the Congressional committees.
Critical Tasks Elements
1. The contractor shall perform technical evaluations of the compliance of housing units with the building codes and standards of the International Code Council (ICC) and other relevant codes and standards with an emphasis on assessing hazards that may result in falls.
2. The contractor’s assessment shall also identify and make recommendations for the modifications to military family housing unit standards appropriate for ensuring the safety of minor children.
3. The contractor shall perform and deliver the results of an assessment of child safety issues in
DoD government-owned military family housing units, with an emphasis on assessing hazards that may result in window falls.
Place of Performance
The Government has no specific envisioned place of performance for data analysis. For the assessment, significant travel, both inside and outside of the continental United States, may be required.
Travel expenses will be reimbursed under CLIN 0002. In order to be reimbursed, travel must be approved, in advance, by the Contracting Officer’s Representative or the Contracting
Officer. Travel expenses must comply with FAR 31.205-46 and any other applicable laws and regulations. Subject to the above, transportation, lodging, meals, and incidental expenses are eligible for reimbursement.
Deliverables:
1. Within one week of contract award, the Contractor shall schedule a kick-off meeting with
Government personnel. This will be either virtual or in-person, at the Government’s option.
2. Each month, the Contractor shall provide a report that contains sufficient information to permit the Government to ascertain that the Contractor is making satisfactory progress towards submitting the final report due to the congressional defense committees no later than
January 31, 2023.
3. The Contractor shall submit the final report documenting the assessment, methodology, findings, and recommendations, as required by this Performance Work Statement, delivered to the congressional defense committees in electronic and hard copy format, no later than
January 31, 2023.
4. The Contractor shall submit a copy of the final report, delivered in electronic format and at least 10 hard copies, to the ODASD(H) on the same date that the contractor submits its report to the congressional defense committees, which shall be no later than January 31, 2023.
5. The Contractor shall provide a copy of the data collected on each housing unit as part of the technical evaluations completed in support of this independent assessment; a copy of any other data collected in support of the assessment; and the supporting analysis to determine the assessment findings, results, and recommendations contained in the final report, to be provided in electronic format and at least two hard copies, to ODASD(H) on the same date that the report is submitted to the congressional defense committees, which shall be no later than January 31, 2023. The electronic data must be provided in a format that can easily be reused (e.g. Microsoft Excel or other mutually agreeable format); an Adobe Acrobat PDF format is not an acceptable electronic format.
6. The Contractor shall provide an in-person or virtual MS Teams presentation to DASD(H) on the assessment, methodology, findings, recommendations and key takeaways, to be provided no later than 5 business days after the report submission to the congressional defense committees (i.e., the presentation must be provided to DASD(H) no later than February 7, 2023, or sooner, depending on the date of report submission to the congressional defense committees).

SECTION M
Section M:
1.1 Evaluation Factors for Award
1.2 Factor Identification. Quotes received in response to this solicitation will be evaluated based on the following factors:
Factor 1: Technical Qualifications
Factor 2: Assessment Technique
• Subfactor a: Specific Child Safety Hazards the Quoter Will Address
• Subfactor b: The Quoter’s Sampling Strategy.
Factor 3: Small Business Commitment Plan
Factor 4: Price
Order of Importance: Factors 1 and 3 are Pass/Fail. Factor 2 is more important than Factor 4
(Price).
2.1 Evaluation Criteria
This Solicitation is a Request for Quote. The Government anticipates awarding a single contract to the responsible Quoter whose quote conforming to this solicitation is determined to be the best overall value, price and the other factors considered.
The Government intends to evaluate quotes and award a contract based upon the factors described below without engaging in exchanges with the vendor. Therefore, the Quoter’s initial quote should contain the best terms from a pricing and non-price factor standpoint. The
Government reserves the right to engage in exchanges if it is later determined by the Contracting
Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest, accept a quote other than lowest priced quote, and/or waive informalities and minor irregularities in the quotes received. The evaluation will be conducted in accordance with
Federal Acquisition Regulation Part 13.
2.2 Definitions. The following evaluation definitions are provided to assist the evaluator(s):
Deficiency: A material failure of a quotation to meet a Government requirement or a combination of significant weaknesses in a quotation that increases the risk of unsuccessful contract performance to an unacceptable level.
Significant Weakness: A flaw that appreciably increases the risk of unsuccessful contract performance.
Weakness: A flaw in the quotation that increases the risk of unsuccessful Contract performance.
Strength: A proposed method or technique in the quotation that exceeds the solicitation requirements.
2.3 The Government reserves the right to evaluate the non-price factors in any order. If a
Quoter receives an unacceptable (or Fail) rating on any factor, that Quoter will be eliminated from the competition and will not be further evaluated. For example, if a Quoter receives a fail rating on Technical Qualifications, the Government will not evaluate the Quoter on Factors 2, 3, or 4.
Factor 1 – Technical Qualifications: The Government will assess whether the Quoter meets the criteria set forth in Section 2817(b) of the FY 2018 NDAA. The Government will assess whether the Quoter is “an independent entity with experience in performing technical evaluations of the compliance of housing units with the codes and standards of the International Code
Council and other relevant codes and standards.” This evaluation criterion is Pass/Fail.
Factor 2 – Assessment Technique
Subfactor a: Specific Child Safety Hazards the Quoter Will Address:
The Government will assess the list of the specific child safety hazards submitted by the Quoter along with a brief explanation of the significance/relevance of each factor, to evaluate the
Quoter’s assessment technique. The number of child safety hazards listed by the Quoter is a factor in this evaluation, but is not necessarily determinative, in that the Government is assessing the Quoter’s technical methodology. Thus, a quoter who lists a higher quantity of child safety hazards may, or may not, receive a higher rating than another quoter who submits a lower quantity.
Subfactor b: The Quoter’s Sampling Strategy.
The Government will assess the Quoter’s sampling strategy to determine whether it meets the solicitation requirement to provide valid, defensible results for an assessment of child safety hazards as required by section 2817(b) of the FY 2018 NDAA with a minimum 90 percent confidence level and plus-or-minus 5 percent margin of error. The Government will also assess any of the efficiencies provided by the vendor in its sampling strategy.
TABLE 1 – Ratings for Factor 2 – Assessment Technique
Outstanding Quotation meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good Quotation meets requirements and indicates a thorough approach and understanding of the requirements. Quotation contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable Quotation meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Unacceptable Quotation does not meet requirements and contains one or more deficiencies. Risk of unsuccessful performance is high.
Factor 3 - The Small Business Participation Commitment Plan
This factor will be rated as pass or fail ONLY.
The Quoter’s proposal must meet the minimum mandatory Total Small Business Commitment goal of 10% (through collective small business participation from any type of small business or sub-category small business). The work to be performed by a small business prime Quoter will also be evaluated as Small Business participation. The Government will evaluate the Quoter’s proposal to determine whether it meets the goal listed below:
Total Small Business (any type of small business): 10% of total contract value
Factor 4 – Price
The Total Evaluated Price (TEP) will represent the Quoter’s proposal under Factor 4 in the best value tradeoff. The Quoter’s TEP will be calculated as the sum of the total prices submitted for the base period. As a pre-condition to receiving award, the Quoter’s price must be fair & reasonable. The Government will determine whether a price is fair & reasonable based upon one or more of the techniques listed at FAR 15.404-1.
Responsibility Determination
The agency will obtain a System of Award Management (SAM) and Federal Awardee
Performance and Integrity Information System (FAPIIS) report to ensure that the awardee is registered in SAM, is not debarred and does not have any exclusions. The agency may also use other methods, at its discretion, to assess the Quoter’s responsibility
