RESPONSES TO QUESTIONS
Snow and Ice Removal Questions – HQ003421R0179
Question Answer
1. What is the anticipated award date? September 30, 2021
2. Would Snow Melting be an option? Yes.
3. Please clarify your brine process? If we make our own brine in bulk, could we place storage tanks on location?
All brine is supplied by the Contractor. The Contractor is provided with a 20,000 SF laydown area (PWS Section 3) in which all equipment and supplies are to be stored when not in use.
4. What is the snow haul route to on-site dump? This was not discussed during walk
The largest hauling site is located in the cloverleaf off of Columbia Pike across from South Parking. This is accessible from South Parking to Columbia Pike to the ramp to RT 27 West.
5. Lower parade field has a Locke dances gate. How do we access this area?
Access is provided by the Pentagon Police.
6. One of the VIP parking areas near the Parade grounds before going over the bridge on the lower level has some epoxy coated concrete decking. Are there any special restrictions for chemical use in this area?
There have been no historical restrictions for chemical use in that area. However, it is the Contractor’s responsibility to perform without incurring damage to the infrastructure.
7. Do the vehicles that must access the restricted areas through Vehicle Access Control Points need any special inspections? Stickers?
Company logo?
Every vehicle will be inspected by K9 prior to supply/equipment delivery(ies), and prior to providing service for winter storm events. Temporary validation of inspection will be provided according to the reason and period of access. A company logo is highly recommended, but not specifically required since it is understood that outside resources are needed during severe events.
8. What does the periodic inspections and clearance for access involve for all vehicle and equipment entering the reservation?
K9 Inspection, with no less than 24 hour notice to the COR for submission of driver background checks.
9. Will the drivers/operators accessing areas through Vehicle Access Control Points need extra security clearance? Badging other than the PFAC or required Pentagon Building Pass?
The driver will need a PFAC or undergo a security check to get vehicles inspected prior to accessing a VACP (see #8).
10. What is the process and lead times for employee approval and equipment inspections?
Equipment K9 inspections (with a PFAC-carrying driver) must be made by appointment through the COR no less than 24 hours in advance. If the driver does not have a PFAC, the advance submission time extends to no less than 48 hours.
11. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.
If this is a follow-on requirement, could you please provide the previous contract or task order number?
There is no current contract. However, these services were performed in the past. The Contractor that held the previous contract was Locust Lane Farms. The Contract number was
HQ003415D0022.
12. It was noticed during the site walk that a lot of cars were parked in A&E drive. Will these cars be removed? if not will the contractor be responsible for cleaning around them even though there are no parking signs posted throughout A&E drive.
The vehicles in A&E Drive will stay or be removed on an event by event basis… depending upon predicted storm severity. The Contractor would be responsible for removing snow from around them as if they were parked in a parking lot.
13. Can a map be provided designating the different areas for type 1, 2, 3 & 4?
Yes.
14. The arial picture that was provided showed a snow pile area located within the clover leaf at the exit ramp from Columbia Pike to 27. Has the government acquired permission from VDOT to close this ramp during hauling operations? Due to safety issues snow cannot be dumped in this location without shutting down the ramp and preventing traffic from using it.
No.
15. Item 0002AC, 1002AC, 2002AC, 3002AC & 4002AC has a unit measurement in pounds this material is not sold in bulk by the pound. Can the unit be changed to Tons since this is how it is purchased?
The unit will be changed to ‘short ton’, which is equivalent to 2,000 lbs.
16. PWS 5.2 says that the contractor is to manage the changing of equipment for brine and still maintain the performance requirements. Can additional time be added for brine application?
a. The current site staging area of 20,000 SF does not allow for a full staging of brine and granular equipment without having to utilize the same trucks for both. A two-hour response time and 4 hour application does not allow for the time needed to make the adjustment. Historically the government has always provided 20,000 SF but has doubled the about of equipment needed when adding brine to the last contract.
Brine applications should be done well in advance of any storm event as this is normal practice and the primary advantage of using brine.
In the event that the Contractor is asked to apply brine, and must adjust its equipment, the Government will provide an additional three (3) hours to the existing two (2) hour response time.
17. PWS 5.3.2 Performance Completion – It is not feasible to achieve a completion of 0445 without taking into consideration when the snow stops and how much accumulation has fallen. At what point will the contractor be told they have to be completed by 0445?
a. For example if it stops snowing at 0200 and we received 6 inches of snow it is not possible to be completed by 0445. There are multiple factors that will prevent this, no matter how much equipment you have.
The requirement is based on when OPM re-opens the Government and the nature of how the Pentagon operates. The Contractor is expected to manage its operation accordingly.
18. PWS state that the sidewalks and stairs are to receive brine during an issued Brine task, from our experience it has been found that brine does not work as well on the concrete walks and steps. Would it be acceptable to utilize a granular product on the concrete walks and steps in leu of brine?
a. We believe this would provide the government with a longer residual effect of product especially where
No.
pedestrians are and be a better use of funding.
19. Item 000AC & 000AD only say application, has the word granular mistakenly been left off or is for the contractor to determine?
There are no CLINs 000AC & 000AD. However, CLINs 0001AC and 0001AD refer to the helipad and K9-Officers respectively.
Concerning these, it is the Offeror’s responsibility to propose what specific product(s) will be applied to these specific areas; which may or may not be solely available in either granular or liquid form. It is more important that these sensitive areas be safely addressed:
PWS 4.6.3. The Contractor shall apply only frozen precipitation melting product that is approved for use around aircraft.
PWS 4.6.4. The Contractor shall apply only safe and approved frozen precipitation melting product(s) for use around K-9 Officers who make up the Pentagon Force Protection Agency (PFPA) police personnel, as normal ice-melting products are dangerous to health of the canines (dogs) who are with PFPA personnel.
20. What happens if we are kept longer than the 4 hours stand by time mentioned in the bid documents?
The Contractor will either be given a new task or be released.
21 How long can we be held on site after completion of the required task before additional compensation will be given and what is the value of the compensation?
This is situational, but addressed in PWS Section 10.2. The value of compensation would be based on the unit value of CLIN
#0001CA.
22. The SOW means ‘spot treatments of small areas’ at no additional costs for icy spots. Can further information be given for this requirement? i.e. For what length of time following an event and approximate square footage?
Occasionally, icy spots indicate that an area received a lighter application rate than other surrounding areas. It is reasonable for those areas to receive additional product.
The requirement as stated in PWS Section 5.1 for the end of an event is ‘All Areas of Responsibility are free and clear of frozen precipitation to full widths; providing safe walking and driving conditions by 04:45 HRS of the next open Business Day…’. The event is considered complete once this requirement has been fully met. There is no further requirement of the Contractor following event completion until the Government determines how re-frozen areas will be addressed, and notifies the Contractor as needed.
23. If the government controls the chemical applications, how can the contractor meet the performance standard of “safe walking and driving conditions” since the conditions following chemical applications can change so rapidly depending on numerous conditions such as: surface substrates, temperatures, falling precipitation, ect..?
In the past, the Government and Contractor worked together to effectively manage all winter storm events. The challenges to come must likewise be addressed as they occur, since the many variables and situations render no two events to be the same.
