Performance Work Statement Snow and Ice Removal Services, Pentagon

1. GENERAL INFORMATION

1.1. Introduction

The Pentagon Building is the Headquarters of the United States Department of Defense (DoD) and is included on the National Register of Historic Places. The Pentagon Reservation located in Arlington County, Virginia consists of the Pentagon Building, the Remote Delivery Facility (RDF) and its rooftop helipad, the Pentagon Heating and Refrigeration Plant (H&RP) compound, the Metro Entrance Facility (MEF), the North Pentagon Village and a variety of smaller support facilities. The Pentagon has been identified as the “Energy Efficient/Environmentally Sensitive Showcase Building” for the DoD worldwide, requiring highly effective snow and ice removal management procedures that reflect environmental sensitivity.

1.2. Pentagon Snow and Ice Removal

This requirement is offered as a one (1) year base indefinite delivery/indefinite quantity (IDIQ) contract with four (4) potential option years. The units for purchase by the Government will be pre-priced by the contractor on Contract Line Item Numbers (CLINs) (see Attachment A), and will be purchased by the Government on a separate task order. The Pentagon Building Management Office (PBMO) will provide technical monitoring and administration of the resulting contract. Estimated work frequencies provided in this Performance Work Statement (PWS) relate to anticipated actual need, since the precise quantity of services required depend upon the weather and other unpredictable variables. Since the attack of September 11, 2001, contractor performance has been impacted by constantly evolving security procedures and enhancements. For example, all personnel must pass background checks and be issued a Pentagon Facility Alternative Credential (PFAC) prior to starting work, and all vehicles and equipment must be periodically inspected and cleared for access during winter storm management events. The Government will not compensate for the Contractor’s lost time, nor does it accept the above as reason for noncompliance with this PWS requirement.

1.3. Objective

The objective of this contract is to remove all snow and ice from all pavement and sidewalks associated with the Pentagon Reservation by means of an IDIQ contract, and in accordance with this PWS. As the DoD Headquarters, business at the Pentagon is conducted on a twenty-four (24) hour, seven days per week basis.

Thus, it is critical that safe vehicle, pedestrian access, and emergency egress is maintained at all times.

1.4. Scope

The Contractor shall provide complete frozen precipitation accumulation prevention and removal services for the Pentagon Reservation. The Contractor shall remove all snow and ice from all pavement associated with the Pentagon Building in accordance with this PWS. This includes, but is not limited to addressing the helipad, all entrances, steps, stairways, sidewalks, pathways, plazas, pedestrian shelters, parking lots, roadways, ramps and bridges as well as snow accumulations on all Pentagon Courtyard (CCY) benches, chairs, and tables.

1.4.1. Seasonal Start Date

The Contractor shall commence work under this contract after award and pre-performance meeting.

1.4.2. Pentagon Reservation Boundaries

The work areas are located within the Pentagon boundaries defined by I-395, Rt. 27, Rt. 110 and the Potomac Lagoon, with the addition of the Eads, Fern and Hayes Street parking lots and their associated sidewalks, which are located on the south side of I-395.

1.4.3. Exclusions

The following areas are excluded from this contract:

1.4.3.1. The Pentagon Memorial (except for the concrete entrance walkway adjacent to South Rotary

Road.

1.4.3.2. The MEF bus lanes beginning from the Connector Bridge, and all MEF covered areas (except the main entrance glass canopy.

1.4.3.3. Virginia Dept. of Transportation jurisdictions; located directly adjacent to the Pentagon and its surrounding facilities.

1.4.4. Areas of Responsibility

Snow and ice removal operations will consist of four (4) types of areas of responsibility as listed below.

1.4.4.1. Type 1. These areas of work include all entrances, steps, stairways, sidewalks, pathways, plazas, shelters, pedestrian bridges, and concrete road bridges.

1.4.4.2. Type 2. These areas of work include all parking lots, roadways, ramps and bridges.

1.4.4.3. Type 3. The helipad.

1.4.4.4. Type 4. K9 Unit inspection sites.

1.4.5. Estimated Quantities (For Informational Purposes Only)

During the current contract, the Government determined the following estimations. These numbers are only estimates. The Government gives no representation of the actual measurements, or quantities required to perform this contract.

1.4.5.1. Type 1. Approximately 12.7 acres

1.4.5.2. Type 2. Approximately 93.2 acres

1.4.5.3. Type 3. Approximately 17,000 SF

1.4.5.4. Type 4. Approximately 5,000 SF

1.4.5.5. Snow Stakes. Historically, approximately 1500 to 1700 snow stakes annually installed.

1.4.5.6. Ice Melt Treatments. Over the last five winter seasons the average number of ice melting product applications requested by the Government per year was 13; fewest frequencies/yr.: 1, greatest frequencies/yr.: 16.

1.4.5.7. Frozen Precipitation Accumulations. The average frozen precipitation accumulations for Ronald Reagan National Airport (DCA) over the last six winter seasons is 9.33” per winter, with the maximum year recording 22.20” and the minimum year recording 0.60”.

1.4.6. General Priorities

The Pentagon recognizes a number of priorities during the process of frozen precipitation management.

However, the Contractor may be asked to deviate to alternate immediate issues (i.e. individual access control points, stairs or bridges) during storm events as situations arise.

1.4.6.1. Pedestrian safety and mobility to and from all modes of transportation, including handicap ramps/walkways/parking areas/routes.

1.4.6.2. Safe roadway access and mobility

1.4.6.3. Pentagon police mobility to ensure implementation of all security and/or emergency operations
