About this file

This document contains questions and answers regarding a draft solicitation for JASON Recompete services. The solicitation seeks proposals for management and operation of scientific advisory studies for the Department of Defense. Offerors must propose a facility that will comply with ADA requirements by June 2022. The number and types of studies are estimates and may change based on government needs. Pricing is based on a facility rental fee of $1,275 per day for an estimated 1,850 JASON days. Proposals were due by January 22, 2021 following an extension. The solicitation intends to restrict competition to not-for-profits, non-profits, and FFRDCs.

Question Response I am not sure if what is posted in the link you provided is all there is? I do not see a copy of the main solicitation.

If you scroll to the bottom of the announcement, you should see two files available for viewing.

[Referring to the Question above] Yes, I have those but not sure if there was something else?

These attachments are now provided and should be available on beta.sam.gov.

[Referring to the Question above] I do not believe I heard back on this – Is there additional information we can receive?

These attachments are now provided and should be available on beta.sam.gov.

Page 1 of the JASON facilities requirement document states the facility must be ADA compliant. Our intended facility is not ADA compliant, but over the past year we have been working with the landlord to develop a plan to bring it to ADA compliance if we are awarded a 5-year contract and we sign a 5-year lease. This plan would have the facility be compliant with ADA (as well as all local codes) by Summer 2022. Is a plan to bring the facility to ADA compliance acceptable to the RFP requirement?

This document is revised and sets a deadline of 21 June 2022 for ADA Compliance.

The draft RFP indicates 2 large studies, 10 regular studies, and 2 letter studies. Given the 2021 program composition has not been determined and may consist of a different number of each type of study, is there flexibility to modify the list of contract deliverables when the final composition is determined?

These are estimates, which may change based upon the Government's needs.

What is the reason for the study period of performance not being consistent with the PM Period of Performance?

The PoPs are not consistent as, historically, the studies have commenced slightly later than when the program management task order is issued.

The RFP indicates plug numbers will be provided for the studies. These plug numbers are needed.

These plug numbers are provided.

Refers to plug numbers being provided in the facility rental fee in the cost template spreadsheet. This template needs to be provided.

This template is provided. The pricing is driven by the offeror's proposed price for the first year of the facility rental fee.

The JASON daily rate is $1,200 per day. Given the rate was $1,250 this year and the standard escalation rate is $25 per year, will the government accept $1,275 per day?

The Government has updated the plug numbers as stated. The cost template is updated.

The Government lists 1,850 JASON days. Does this apply to the study task as well as PM or are PM days different? In a normal non-COVID year a standard number of JASON days is 2,325 (1,750 for studies +575 general purpose JASON days for a total of 2,325)

This currently applies to only the study task orders. The PWS is, however, modified to indicate that the Government may consider issuing a separate task order, with JASON days alotted, in order to facilitate JASON members meeting with Government personnel.

RFP mentions several attachments, however the posting only consisted of the draft RFP and attachment #3. All attachments are needed (resume template, cost template) along with Plug numbers.

The required resume template has been removed from the solicitation. All other attachments should now be provided.

We received the final RFP and noted the POP change. That is not acceptable to expect us to have a break in service. Furthermore, the POP does not align with the JASON calendar. We must have the POP returned to the 2/1 noted in the 3 draft proposals issued prior to this last minute change.

Given the Government's review processes, it is not feasible to have a 1 February 2021 award date. While the Government will endeavor to make award as soon as possible, the dates remain as stated.

In light of the recent RFP changing the start date from 2/1 to 3/1 we need to reprice this and route it for audit through several people therefore we are requesting a proposal due date extension to Friday, the 22nd. Please respond.

The solicitation is extended to 22 January 2021 at 11:00 a.m.
