STATEMENT OF WORK
STATEMENT OF WORK
Fresh TRISO Fuel Transportation In Support of Project PELE
1.0 BACKGROUND
SCO is partnering with the Department of Energy (DOE), to develop, build and demonstrate a mobile nuclear reactor prototype (Project Pele). Three industry Design Teams are currently competing for the opportunity to design and build the Pele prototype that will be demonstrated in 2024 at a DOE facility.
A key enabler of Pele is a new game-changing nuclear fuel known as TRISO (TRistructural-ISOtropic). TRISO fuel has multiple layers of coatings around a uranium kernel, trapping fission products inside even under extreme temperatures and pressures. The Department of Energy (DOE) has invested over $300 million dollars since 2000 developing TRISO fuel through the Advanced Gas Reactor (AGR) program. During that time DOE demonstrated that the silicon carbide layer that surrounds each particle will contain nuclear fission products during accident conditions, at temperatures up to 1800º C. TRISO fuel particles are very small (<1mm) and many particles can formed into larger fuel “compacts” using a carbon based binding agent. The Pele nuclear reactor will use cylindrical compacts that are approximately 1-inch long and ½-inch in diameter. Each of the Pele compacts will contain approximately 3,400 TRISO particles. See Figure 1 below:
Figure 1: TRISO Fuel
TRISO fuel will be fabricated at BWX-T Nuclear Operations Group (BWX-T NOG) in Lynchburg, VA. The National Nuclear Security Agency (NNSA) will provide Highly Enriched Uranium (HEU) from existing stockpiles to BWX-T NOG where it will be down-blended to 19.8% High Assay Low Enriched Uranium (HALEU). The HALEU will be formed into TRISO particles through a coating and sintering process, then compressed to form cylindrical TRISO Compacts (Figure 1 above). The TRISO compacts will be transported from BWX-T NOG to either Idaho National Laboratory (INL) or Oak Ridge National Laboratory (ORNL) in Q1CY2023 depending on the outcome of the NEPA Environment Impact Statement (EIS). The shipment of up to 680 kg (400 kg U) will be accepted at INL or ORNL then installed into the PELE prototype core.
2.0 TASKS
Task 1: Design and License
The provider shall obtain any NRC or DOE package approvals required to transport the unirradiated TRISO fuel compacts. This includes the development of any internal components that are required to transport the unirradiated TRISO fuel compacts.

Submit the request to public.release@sco.mil for review.
COGNIZANT SECURITY AUTHORITY (CSA). The SCO Security Director is the CSA for all SCO programs, SCO-funded programs, and concepts that comprise the SCO portfolio, including external programs owned by other agencies/services. SCO Security, in collaboration with provider and government partners, is responsible for ensuring physical and information security measures are implemented and maintained in areas where SCO program information is processed, stored, discussed, manufactured, tested or destroyed. To ensure protection measures are in place, SCO must be cognizant of all locations where SCO program work is conducted. Provider must submit a Program Partner Data Sheet, via encrypted channels, prior to receiving any program information.
Provider must protect CUI from unauthorized or inadvertent disclosure. Prior to forwarding or replying to emails, ensure the entire email string is reviewed for compilation issues.
Prior to subcontracting work under this award, the provider must obtain written concurrence from the SCO Security Director. All SCO security requirements must flow down to subcontractors and consultants. To obtain CSA approval for subcontractors, the provider must submit contractual agreements (e.g., subcontractor/consulting agreements, MOU, SOW, PWS etc.), and a Program Partner Data Sheet (completed and signed by the on-site POC for that location) to the PSR for review and routing. Submit all documentation via unclassified channels (encrypted).
DISTRIBUTION STATEMENTS. All unclassified SCO technical program information is CONTROLLED UNCLASSIFIED INFORMATION (CUI) and must carry Distribution Statement F. CUI (e.g. data, websites, email, etc.) and material shall be transmitted by approved secure communications systems or systems utilizing other protective measures such as Public Key Infrastructure (PKI). Correspondence on NIPR that contains CUI material/information must be password protected and/or encrypted, must not contain information that when compiled, would reveal/imply classified technical program information, and must have an approved mitigation plan.
The below must be placed on all technical information.
“DISTRIBUTION STATEMENT F. Further dissemination only as directed by The Strategic Capabilities Office, 4755 Meadow Wood Lane, Chantilly, VA 20151, or higher DoD authority.”
SECURITY INCIDENTS. SCO maintains security cognizance of all incidents regarding SCO program information.
Reports of loss, compromise or suspected compromise must be reported immediately (within 24 hours) to the SCO Security Director via the Program Security Representative (PSR). Failure to comply with any security requirements or guidance (and any revisions/updates) will be construed as an item of non-compliance on performance.
OPERATIONS SECURITY (OPSEC) REQUIREMENTS. All organizations participating in SCO programs have an OPSEC requirement. Due to SCO's increased media attention and the high potential for adversaries to target/collect program data, properly applied OPSEC measures must be taken into account to protect sensitive unclassified information. The provider’s Program or Project Manager(s) (PM) is responsible for the protection of SCO technical program information related to the contract’s execution (schedules, routes, driver information, etc.). The PM(s) will provide information related to the execution of this contract only with individuals who have a need-to-know (NTK) for execution of their duties. The PM(s) will: (1) Designate a Security POC and provide them the appropriate resources required to protect technical program information, (2) Strictly enforce NTK, and (3) Implement OPSEC measures. Each organization is required to create a program-specific OPSEC Plan (or incorporate OPSEC into an existing plan).
