RETS IDIQ Sample Problems

1. Sample Problem #1: Electronic Warfare and Modernization Areas – Describe the approach to identify how active capability developments in the multiple forms of Electronic Warfare (EW) - offensive and defensive, active and passive - enable other modernization areas such as hypersonics, autonomy, and artificial intelligence. Include what emerging capabilities in microelectronics are required to advance each form of EW. Identify the mission-specific instances that require advancements in EW and the modernization areas.

Provide examples of EW, independent of the correlation with other modernization areas. Describe the approach to define explicit, unique functional relationships between EW and hypersonics, EW and autonomy, and EW and artificial intelligence. Include the methodologies to identify key figures of merit within EW and the associated modernization areas. Describe the systems engineering analyses to enable high confidence in the figures of merit provided.

2. Sample problem #2: Modernization Area Leap Ahead Technology – Describe the approach to define each mission area and required modernization areas for the mission to be successful and prioritize by magnitude of impact. Include the methodology to perform analyses, whether in architectural evaluation or modeling, simulation, and Analysis, to quantitatively evaluate effectiveness along with the challenges to overcome in gaining high confidence in the answer.

3. Sample Problem #3: FNC3 Modernization Area - Identify how command, control, communications and networking capability (available systems, each with bandwidth, latency and resilience properties) enable different (simultaneous) missions such as Nuclear Command, Control & Communications, Electronic Warfare, Time Sensitive Targeting and Fires Support Next. Describe the approach to define the types and capabilities of communications and networking systems and technologies and the potential countermeasures an adversary would employ against them. Describe the methodology to model the Quality of Service that the overall communications architecture and systems would provide each mission, and the resulting effect on mission performance.

4. Sample Problem #4: Independent Technical Reviews (R&E Enterprise) - Identify the quality (research quality, impact, outcomes, etc.) of the Department’s Research and Engineering Enterprise consisting of the In-house laboratories, Federally Funded Research and Development Centers, and University Affiliated Research Centers. Describe the methods to identify subject matter expertise in particular core competencies associated with the Research and Engineering Enterprise, how to select and convene independent experts from Industry, Academia, and Government and conduct reviews of conflict of interest associated with panel of experts. Describe how to develop terms of reference and conduct reviews to assess alignment of the

Research and Engineering enterprise to address the Department’s challenges in modernization.

5. Sample Problem #5: S&T Roadmaps - Describe how the S&T Communities of Interest (COIs)

(https://defenseinnovationmarketplace.dtic.mil/communities-of-interest/) summarize and track the Department’s progress towards dominance for the modernization areas. Include the methodologies to define and interpret each COI and their focus area. Describe processes and methodologies to qualitatively evaluate the COIs and the progress they are making towards dominance in the modernization priorities.

Describe how to identify what emerging capabilities are needed within the S&T COIs, what the key metrics and measures are to enable dominance in the S&T COI areas.
