Reference Question Response 1 Draft PWS, Section

1.5 - Period of Performance (pg 2) and Technical Exhibit 3 (pg 28 Table)

Section 1.5 – Period of Performance (Page 2), states the period of performance shall be for one (1) base period of 11-months and three (3) 12-months option periods. Page 28 of the Draft PWS lists Estimated Hours for the Base Period at 1,566 per FTE, which is approximately 10 months (at 160 hours per month). Additionally, on page 32 of the Draft PWS, there is an Option Period 4 which is an option to extend the services for 6 months.

Please clarify the Period of Performance requirements?

There is a 1 month Phase In, 10 months Base Period, and 3 12-Month Option Periods. The 4000 series CLINs are for pricing to extend services.

Correction has been made to the PWS.

2 Draft RFP, Section 2.1

- Compensation Plan (pg 66 2nd to last paragraph)

The Draft RFP states "The Offeror shall state the salaries and fringe benefits to be offered to employees working under the proposed contract". Please clarify if proposed Subcontractors are required to submit a Compensation Plan for its employees in addition to the Prime’s Compensation Plan for its employees.

Yes.

3 Draft RFP, D. Factor 2 (pg 64 last paragraph)

Will the Government consider allowing PPIRS records in place of Past Performance Questionnaires (PPQs) due to the limited time of 8-10 days between the release of the RFP and proposal due date, and that many of the points of contact who would be completing the PPQs are likely out of the office on leave?

No. PPQs should be provided.

4 Draft RFP - Past Performance

The GAO ruling in Eagle Eye Electric, LLC B-415562; B-415562.3 in January 2018, stated that “An agency may consider the experience or past performance of an offeror’s parent or affiliated company where, among other things, the proposal demonstrates that the resources of the parent or affiliate will affect contract performance, and there is no solicitation provision precluding such consideration.” Will the Government allow the use of a sister/affiliate company’s past performance and associated past performance questionnaire insofar as the offeror demonstrates “meaningful involvement” (i.e. its workforce, management, facilities or other resources) as part of its proposal?

The Government will NOT review the past performance of a sister/affiliate company.

5 As you know, the FCL is typically assigned after award and an agency sponsors the vendor for an FCL. We believe that WHS would have a broader pool of bid submissions, and a more competitive environment from which to choose a vendor for this project based on best value if the agency is willing to waive the requirement that an FCL is already in place, and instead, sponsor the awarded vendor for an FCL.

No. FCL should be in place at award.

6 PWS Section 4.2 If all the JV members have Secret FCL, does the newly formed unpopulated, 8(a) mentor/protégé JV require the Secret FCL?

Yes.

7 PWS Sections 1.6.9.3 & 7.3 Technical Exhibit 3

Section 1.6.9.3 calls out the System Process Improvement SME as a key personnel position but the Technical Exhibit 3 Estimated Workload Data does not. Please clarity whether or not it is a key position.

Yes, System Process Improvement SME is a key personnel. Technical Exhibit 3 - Estimated Workload Data has been updated.

8 DRAFT Solicitation A.1.8 Cross Referencing & Volume Designation

Section A.1.8 lists letters of commitment as permissible cross-reference information. LOCs are not identified elsewhere in the solicitation package as a proposal requirement. Please clarify whether or not LOCs are required.

Letters of commitment are permissable but not required.

9 SF-1449 Block 8 - Offeror Due Date

With a partial Government shutdown in effect, various Federal holidays (including E.O. 1158, Christmas Day, New Year's Day), and several Government employees taking personal leave during this time, it is the offeror's concern that Past Performance Questionnaires may not be completed and returned to the WHS Contract Specialist by the scheduled due date. As a result, may the Government accept CPARS in lieu of Past Performance Questionniares? If not, may the Government please extend the offeror's due date beyond the current due date?

No. PPQs should be provided.

There will be no extension to due date.

10 PWS Technical Exhibit 1 - Performance Requirements Summary

The standard to meeting the first performance objective is "a management approach that meets the model index of Capability Maturity Model Integration Level 3". To mitigate performance risk, may the Government require offerors to have a CMMI Level 3 Maturity Rating for Services at the time of proposal submission?

No.

11 Solicitation - RFP Section D.1.4 Key Personnel

The Government has identified three Key Personnel (Program Manager, Revolving Fund SME and System Process Improvement SME) and "each task area will require one key personnel". May the Government confirm that only one resume should be submitted for each of the Key Personnel positions (i.e. three resumes in total)?

Statement "Each task area will require one key personnel" has been removed. A resume should be provided for each key personnel proposed.

12 Attachment 6, Pricing Template

The solicitation document stipulates the Government will award a Firm Fixed Price (FFP) Contract. As such, the Government is procuring a solution for each PWS task from the vendor. Thus, labor rates other than those used to estimate or price ancillary service purchase under a T&M contract type are irrelevant. Within the Pricing Template (Attachment 6) the Government is requesting both fully burdened and unburdened labor rates. A request for fully burdened labor rates is understandable given the potential need downstream on the contract to have a way to estimate any additional T&M tasks that may arise. The request for unburdened labor rates serves no purpose in computing or evaluating the price of FFP contract tasks and is not proper under a FFP contract type solicitation. We respectfully request that the Government remove the columns for unburdened labor rates from the Pricing Template.

The columns for unburdened labor rates in the Pricing Template will remain.

13 Attachment 1 - PWS The PWS states the Program Manager (PM) must possess a PMP or CDFM.

Will the government be willing to accept a CPA in lieu of these credentials?

No.

File details come from the government source that posted it.
