9Evaluation, Factor 3, page 56Evaluation CriteriaParagraph c states that the evaluated price will include all FFP Contract line items for the base and four option periods. As pricing would also need to be provided for CLINs that support PWS Section 4 tasks, these CLINs will also need to be evaluated. Request revision to this evaluation factor to include evaluation of price for both the FFP and T&M CLINs.The language is correct as it is stated for Factor 3, page 56. Also, in accordance with FAR 52.216-31, Time-and-Material/Labor-Hour Proposal Requirements - Commercial Item Acquisition, the template doesn't allow for Offeror to denote whether the "fixed hourly rate for each labor category applies to labor performed by - (1) the Offeror or (2) Subcontractors." Request updates to the template to allow for T&M priced CLINs and the requirements of FAR 52.216-31.The Offeror is not required to price out the T&M CLINs therefore the pricing template does not address the CLINs
