PENTAGON FIRE PROTECTION SYSTEM MAINTENANCE SERVICES

REQUIREMENT –GOVERNMENT’S RESPONSE TO VENDOR

QUESTIONS

RFP section, paragraph, and page number/Question Answer

1. Section 1.6.11, table, page 15:

“Current SimplexGrinnell certification in 4120 Network, True-Site Workstation (TSW)”

Is individual’s Certification in 4120 Network/ TSW considered valid after person is no longer employed by SimplexGrinnell, or System Programmer position needs to be filled in by a current SimplexGrinnell employee?

ANSWER: SimplexGrinnell certification in 4120 Network, True-Site Workstation (TSW) is no longer Current once the individual separates employment with Simplex.

2. Section 1.6.21, paragraph 1.6.21.1, page 18;

“Performing corrective maintenance repairs with a value of $ 2,000.00 or less per each repair shall be included in the firmed-fixed price”

What is the average number of small repairs done annually?

ANSWER: Average of 15 annually.

3. Section 5.9.3, paragraph 5.9.3.4.4, page 26:

“The contractor shall update and maintain the record drawings, node points lists, and calculation for all fire alarm changes made during this contract”

Will the above-mentioned documents be initially provided?

ANSWER: Yes.

4. The minimum qualifications specified for the Fire Alarm System Programmer appears to be an overly restrictive requirement. The requirement to possess a current Simplex/Grinnell certification in 4120 Network, True-Site Workstation (TSW) can only be achieved by a Simplex employee.

Johnson Controls/Simplex does not recognize the validity of the TSW certificate of completion once the individual separates employment with Simplex. Also, the extremely small subset of certificate holders within Simplex, makes the requirement even more restrictive.

ANSWER: Consolidation/Deconsolidation will not be considered for this Contract.

REQUIREMENT –GOVERNMENT’S RESPONSE TO VENDOR

QUESTIONS

Would the Government consider removing this restrictive requirement from the solicitation and issuing a separate contract directly to Johnson Controls/Simplex for this service?

5. On the Pricing Submission Worksheet, Attachment 2 J-B1, is the Government asking for individual labor prices per system type, or are you asking for the total price per commodity in each of the designated building locations? This pricing breakdown differs from the consolidated pricing requested in section B. The device and system counts provided in Attachments 1 through 15 does not break out the individual building locations. Are you looking for the costs for individual systems?

ANSWER: Attachment 2 J-B1 has been revised.

We are not looking for the cost for individuals systems. The Government is looking for one (1) lump sum for CLIN 0001 which is the FFP CLIN and it’s options. Therefore, CLIN 0001 and options should encompass labor, services, entire PWS except for CLIN’s 0002 & 0003. The revised document will be included in Amendment 01 of the solicitation.

6. Section L, Volume IV: Price Proposal, paragraph

c. is asking for a fully loaded hourly rate and monthly rate. Where on the pricing worksheet is this information to be annotated?

ANSWER: See revised Pricing Template.

7. Section L – Solicitation (Past Performance Data Sheets):

a. The form refers to Snow and Ice Removal

ANSWER: The title has been changed to Pentagon Fire Protection Systems Maintenance Services Requirement.

The revised language will be included in Amendment 01 of the solicitation.

8. Section L – Solicitation (Past Performance Data Sheets):

a. Section L states that the submission of Attachment #4 is limited to only one page.

However, the form’s block 14 says to two pages and to add the scope of work in block 14 as a continuation page.

ANSWER: The language within the solicitation has been changed to:

Volume III: Past Performance Page Limit. There is no page limit for Attachment #3 J- L1, Client Authorization Letter. However, offerors shall submit no more than 2 pages for each past performance data submission, Attachment #4 J- L2, Past Performance Data Sheet.

The revised language will be included in Amendment 01 of the solicitation.

9. Section L – Solicitation (Past Performance Data Sheets):

a. Are we to limit our responses to only Block

ANSWER: Yes, in accordance with the directions in the block 12. You can also add any additional information within the 2 page limit referenced in block 14.
