HQ0034-17-R-0057 Q&A

Q1. Are you looking for basic hang parking permits that typically hang on the rear view mirror?

A1. Yes we are looking for basic hang permits.

Q2. Can you explain more of what you are looking for the "Clear Plastic Tag"?

A2. The ‘clear plastic hang tags’ are the same dimensions as the other hang tags the only difference is that they are clear as in ‘see through’.

Q3. For the reverse side of the permits is there any specifics on how you would like wording? Or are you just looking for it to be nice and legible?

A3. All wording on the reverse must be legible and in a basic print.

Q4. The solicitation SOW requires that wording be printed on the reverse side of the parking permits.

Does the text in Attachment-A require green colored font as indicated?

A4. No, black.

Q5. The size you have stated of the white tags is 2 3/4” x 4 ¾”.

Q.5.a Does that include the hanger portion of the tag?

A.5.a Yes it includes the hanger portion of the tag.

Q.5 a(i) If it does then that does not leave a lot of space for printing.

A.5 a(ii) The requested print required a small font but legible for reading purposes.

Q.5 a(iii) The space for the text in appendix “A” will have to be very small to fit.

A.5 a(iv) Yes it will.

Q.5.b Is there an additional bag or hanger that the tag will go in so it can remain that size.

A.5.b There are no additional bags or hangers the tag will go on.

Q6. Is there a current tag that is suitable so we can copy the design, or is this a whole new concept?

A6. Yes, there is a current tag and no this is not a whole new concept. The information should be sufficent. No samples will be provided but the graphics should help.

Q7. What I foresee is folks like us quoting this exactly as it is stated and it potentially not being suitable.

For example the writing on the back not being legible due to the size of the fount and the nature of printing on plastics. This will cause a requote or it will allow the contractor that wins the bid to charge in a noncompetitive way for the upgrade.

A7. Permits have been completed several times before utilizing the Statement of Work.

Q8. On page one of the combined synopsis/solicitation it states this is “set aside for small business”.

Will you consider quotes from a non-small business if the pricing is advantageous for the government?

A8. No, per Section I of the combined synopsis solicitation, this requirement is and 100% small business set aside.

Q9. Would it be possible to get a sample of a voided printed hang tag as well as a clear hang tag sent overnight if I provide you our UPS account number?

A9. No, we cannot provide this.

Amendment 1

Q10. Could you please provide the prior bid results?

A10. Past contract, HQ0034-15-P-0238, was awarded to Image Works Manufacturing on September 29, 2015.

Q11. On the statement of work in paragraph 2 it states to ship the entire quantity ordered by the date specified. In paragraph 3 it states delivery all permits in 30 days and on page one of the synopsis it states the base year delivery dates are August 1, 2017 December 1, 2017 and April 1, 2018. Can you kindly confirm the required delivery date/dates and the quantity to be delivered on each date?

A11. The ordered product will need to be completed thirty days after the awarding of the contract.

Q12. In paragraph 5 in the statement of work it states permits must be durable for at least two (3) years of use. Can you kindly confirm if the guarantee you are looking for is two or three years?

A12. It should be two years instead of three.
