STATEMENT OF WORK
1.0 PROJECT OVERVIEW
1.1 Administration of Contract
This Contract will be administered by a Washington Headquarters Services (WHS) Acquisition Directorate (AD) Contracting Officer (KO) and Contract Specialist (CS) with assistance from the WHS Facilities Services Directorate (FSD) Construction Management Division (CMD) Contracting Officer Representative (COR) /Government Project Manager (GPM). For this Statement of Work (SOW), Government refers to the KO, the CS, or the COR/GPM.
1.2 Project Background and Objective
The objective of this project is to continue to improve chilled water redundancy. A separate project has designed and constructed 1/5th of a new Chilled Water (CHW) main loop that has been installed in the basement. The remaining four segments of the new redundant chilled water loop, located in the A-Ring utility tunnel, are yet to be designed and constructed. The Remote Delivery Plant (RDF) will feed Redundant Chilled Water (RCW) tenants and will be the primary source of CHW for the RCW Loop.
The objective of this project is to provide RCW to existing HVAC systems serving specific tenants currently not supported by RCW. The Contractor shall perform necessary site investigation, design, calculations, construction, testing, and commissioning of the modifications to the existing RCW distribution system for a complete and useable project. The new distribution will provide dedicated RCW to HVAC system equipment serving specific tenants throughout the facility on all floors. The design and satisfactory installation of the modifications to the system shall complete the RCW loop (the remaining 4 segments) around the A-Ring tunnel that began with the Apex 9/10 Redistribution project. The new loop shall generally be 10 to 12-inch diameter piping throughout the basement and mezzanine levels with smaller branch risers located throughout the building.
There are mechanical rooms and telecommunication closets throughout the entire building on all five (above-ground) floors. Rooms house varying upflow and downflow CHW Computer Room Air Conditioning (CRAC) units, Air Handling Unit’s (AHU) and Fan Powered Induction Units (FPIU) that range from 3 Tons to 36 Tons in capacity. A total of 188 units (includes standby units) will have to be directly fed to the RCW infrastructure. Locations, sizes, capacities, stand-by requirements, and further details can be found in the attachment basis of design and drawings.
In order to bring the chiller plant up to an N+2 redundancy, a new stand-by secondary CHW pump will be installed and piped with the existing pumps. The stand-by pump will match the size and requirements of the existing secondary pump.
This project will include surveying of the site while completing the design, IFC drawings, and specifications. From the drawings, the A-Ring loop will be constructed along with all branch piping, valves, supports, controls programming, and commissioning to ensure a functional and reliable redundant CHW infrastructure.

RFP drawings with each design submission (clouding any drawing alterations) and ultimately, in the final project as-built submission.
1. The concept drawings accompanying this SOW are not record drawings. The drawings are intended for the Contractor’s reference only, so that the Contractor understands the origin and terminus of the required utility services. The concept drawings are not meant to signify the only acceptable design solution for the utility routings, but rather to depict preferred utility routings. Should the Contractor choose to use the suggested design approach as depicted in these drawings, either for initial planning or for the design intent of this project to meet the stated objectives, as well as those objectives inherent in the concepts indicated in these drawings, the Contractor shall validate and verify these referenced drawings and their suitability for such use. The Government will consider alternative engineering approaches and design solutions by the Contractor. Such alternative(s), including BOD, design calculations, data, applicable drawings, design documentations and narratives supporting the alternative design shall be submitted for Government review and subsequent acceptance.
2. Existing Conditions Survey: The Contractor shall conduct a detailed existing site survey to understand and confirm the existing conditions of the project site described in this scope of work and in any concept drawings. All Government provided existing conditions documents and concepts shall be field verified by the Contractor for accuracy. The Contractor shall collect all relevant data needed to produce the required design (as applicable) and construction documentations for a complete execution of the project in accordance with all contract requirements. The Contractor shall notify the Government immediately of any potential hazardous conditions.
For Design/Build Contracts: Any deviations from Government provided existing conditions shall be captured in red-lined drawings and corrected in the Design Submissions.
3. Existing Conditions Tests: The Contractor shall be responsible for performing any tests necessary to confirm that existing conditions are adequate for the full execution of all planned work (e.g. condition of existing pipe, flanges, structural elements and capacities, routing and clearances). If the Contractor proceeds with the work before testing and confirmation have been completed, any rework due to issues with unsuitable existing conditions shall be at the cost of the Contractor. This includes implementation of manufacturer’s recommendations, recommended tests, and validation of product’s installation requirements.
4. Existing Conditions Report: All systems deficiencies and inaccuracies shall be reported to the Government in a written Existing Conditions Report to determine whether the Government will repair or replace the items, or if the Contractor shall propose a plan to perform the work. The format of the report shall be in Word or PDF. Failure to identify deficiencies indicates the Contractor’s concurrence that such systems are in good working condition. Refer to SOW, Section 3.0 “The Submittals Table.
C. Demolition:
The Contractor shall demolish items associated with providing RCW feeds to tenants not currently served by the RCW loop, and is not allowed to abandon in place. This includes:
1. Removal of existing ductwork and plumbing as necessary to relocate services to ease with the new RCW pipe routing and installation. Contractor shall reroute existing conduit and pipe, e.g., electrical, fire alarm, fire suppression, as required to achieve an efficient piping distribution minimizing pressure loss from excessive fittings. Any relocating will be at the expense of the CONTRACTOR and with minimal service impact and interruption to the
Redundant Chilled Water Loop Page 5 of 21 1/9/2017 tenants. A few congested areas are depicted in the BOD. Ensure all life safety, and fire suppression systems remain code compliant. Shop drawings with calculations for sprinkler and fire alarm will be required prior to any relocation.
2. Removing and capping existing piping that cannot be re-used or tied into from an RCW feed. Contractor shall not leave any dead leg pipes in place.
3. Removal of existing concrete floor and earth as necessary to support construction.
4. Removal of 8” CHW piping main header, branches, supports and appurtenances that served two tertiary pumps and heat exchanger that will be removed by site prior to the execution of this construction.
D. Main Loop Tie-Ins to Existing Valves:
Contractor shall tie into existing isolation valves provided by 9/10 Apex redistribution project in three different Apex Steam Rooms. These are the primary tie in locations under this project.
Additional information on the 12-inch and 10-inch main valves can found in Attachment A9:
“Basis of Design”.
1. The first connection is a 12-inch connection, which occurs at the 7/8 Apex blanked isolation valve. This will continue the 12-inch loop into the 5/6 Apex.
2. The second connection is a 10-inch connection, which occurs at the Apex 9/10 provided capped isolation valve. This continues the loop to 1/2 Apex. The steam room is particularly crowded in this area. The 10-inch tee provided for tie-in under this scope has 5-inch and smaller sprinkler piping and normal chilled water piping that encroaches the motorized valve.
3. The third tie-in will be a 4-inch branch tapped into an existing 10-inch RCW pipe in the 5/6 Apex Steam Room. Downstream of this 4-inch branch will require a new tee and two motorized isolation valves installed. The tee will be a 10-inch branch with isolation valves at the take-off and downstream of the take-off. This tee will connect the existing 10” RCW piping from room MG645 to the A-Ring Loop. These valves and tee will allow the new A- Ring loop to be fed by HRP or MG645 sourced CHW or RCW water, respectively.
4. The fourth tie-in will be a 5-inch branch into an existing 16-inch RCW pipe located on the first floor in the 1D712 Mechanical Room. During 100% design development, CONTRACTOR shall coordinate with facilities and owner to see if it is possible to re-utilize this existing 16” RCW riser to feed all the RCW tenants in the 6.5 Corridor. This flexibility will allow the A-Ring loop to be fed by normal CHW while the existing 16” riser can be fed from the RDF.
E. New Main Pipe Installation:
The A Ring tunnel is used for communications and IT cable distribution. To minimize potential damage due to a chilled water pipe leak, all piping installation shall be run as low as possible on pipe saddles on tunnel floor slab. Routing will be done in a manner to maintain egress and access to all existing electrical/communications/IT equipment. Potential challenges and additional information is identified in Attachment A19: “Basis of Design”, Sections 7.4 through 7.5.
1. The new 10-inch to 12-inch RCW piping runs through four remaining legs to complete the loop. The piping will run the entirety of the A-Ring. The A-Ring legs, between the apexes, are generally clear and allow flexibility for pipe routing. The critical areas of routing coordination occur in the five individual apexes. The A-Ring tunnel runs perpendicular to
Redundant Chilled Water Loop Page 6 of 21 1/9/2017 utilities that run from the inner ring tunnel (Central Utility tunnel) to each Apex steam Room. Some of the existing utilities include High Pressure Steam, High and Low Pressure Condensate, Natural Gas, Potable Water, Fire Protection Water, Electrical, which have a significant amount of existing piping and infrastructure. Egress and clearances must be maintained for serviceability and access. Contractor shall refer to Attachment A9: “Basis of Design”.
2. Each leg that requires new piping is approximately 350-400 feet long. Contractor shall refer to Attachment A8: “Existing Conditions Drawings” for sections that will require 10-inch piping and 12-inch piping.
3. Coordination of the two existing Domestic Cold Water backflow valves will have to occur in the A-Ring. Relocation of the BFV or transitions of the RCW main will have to occur to provide sufficient access to the existing utilities. Refer to Attachment A9: “Basis of Design”.
F. New CHW Risers:
Individual RCW risers shall extend from the A-ring apex steam rooms to above first floor corridor ceilings, routing between existing piping and other support infrastructure. The branch feeds from the apex steam rooms support risers that are grouped into an area, generally surrounding the particular wedge of the building. There are ten proposed new main risers, ranging in size from 3 inch to 6 inch in diameter. These risers are proposed to run up from the basement levels to feed various smaller riser branches located at various rings, floors and corridors of the building. The floor thickness ranges from 8-12 inches on the above ground floors and the first floor slab ranges from 12-16 inches. The Contractor shall ensure to not interrupt the everyday operation of employees and the IT CRAC units. For all of the units running 24/7, the Contractor shall coordinate outages, provide cooling, or assemble a plan of action for re-connecting, disconnecting or re-feeding units.
Additional information is included in the Riser Diagrams of the attached 35% drawings and the Basis of Design.
1. In many cases, for most of Wedges 2-5, the IT Rooms are stacked on floors 1 through 5 with the same size CRAC units on each floor. Each stack is typically served by a 4” CHW branch, routed in the first floor ceiling space and then up an existing chase to serve the other floors. The new RCW risers shall be reconnected into the existing 4” chilled water riser branches, which eliminates the need to run new piping to each AC unit on floors two through five. A new feed shall be provided from the new riser to include new isolation valves, strainers, and balancing valves. Existing temperature and pressure gauges shall be re-used where available and tested to ensure they are working properly.
2. Where rooms do not stack directly, a new feed shall be installed in the ceiling space on each floor to the individual standalone rooms.
3. Standalone rooms on the first floor shall be served from a nearby RCW riser with new piping in the ceiling space of the first floor. This is to avoid additional core-drills through the basement floor for single room requirements.
4. Each selected air handling unit shall be taken off-line and drained as part of the installation.
Each selected unit shall be flushed, recharged with chilled water, and vented. Contractor shall coordinate any outages with site. Many units support 24/7 spaces. The stand-by unit may be able to support one floor at a time. Each unit has existing isolation valves to make
Redundant Chilled Water Loop Page 7 of 21 1/9/2017 this possible.
5. Tie in locations shall be designed and coordinated for the most efficient method. Wet tapping the pipe or utilizing isolated branch piping with existing shut off valves shall be utilized during design in order to cause the least amount of disturbance and the least required shut down of utilities.
6. Upon completion of the entire modifications to the redundant chilled water distribution, water flow to each air handling unit shall be balanced.
7. The risers shall be located within existing mechanical rooms and shall require new core drilled penetrations as they pass vertically through each of the five floors above. Risers shall not go through occupied corridors or offices. If Contractor cannot run piping in a mechanical or electrical space, the alternative piping route must be approved by the AHJ (Authority Having Jurisdiction).
G. Standby Secondary Chilled Water Pump:
Contractor shall install a secondary CHW pump to match existing pump (P8) which is a Bell & Gossett 150HP pump that is in the RDF currently. Pump P8 in the RDF is the first standby pump (N+1). The new pump will serve as the second standby pump (N+2). Contractor shall extend existing CHW header and run new branches to accommodate the new pump and ensure the piping and pump operates properly with existing set points and functionality. All motors shall exceed full-load efficiency requirements for premium motors set by Table 12-12 of NEMA MG 1- 2016 (National Electrical Manufactures Association, Motors and Generators) and 10 CFR (Code of Federal Regulations) Part 431 Section 25. Refer to Attachment A10: “eCFR Subchapter D Energy”.
H. Non-RCW Units:
In some cases, existing risers that will be refed by RCW also serves other non-RCW units. There are other cases where not all floors on a shared stack are to be RCW. These units shall be removed from the re-purposed RCW water and re-fed with normal chilled water from the original existing normal CHW service main. Typically these are 3/4-inch to 1-1/4-inch FCUs and non-RCW CRAC units. Contractor shall ensure only RCW units are connected to the RCW water feeds. Non-RCW units could potentially be connected to CHW mains/branches adjacent to the space. Contractor shall verify and document that there is enough spare capacity on the existing pipe to serve the additional units. Final design must be approved by Government.
Redundant Chilled Water Loop Page 8 of 20 1/9/2017

Fire Alarms: If modifications to the fire alarm are required, the fire alarm system must be compatible and interoperable with the Central Command such that those devices are able to be disabled and reset from the existing Pentagon Simplex system. The Contractor's design shall include modifications to the fire alarm and fire protection systems as necessary to meet code.
The fire alarm system is manufactured by Simplex and the new equipment shall be fully compatible with Simplex to operate accurately and reliably within the existing system.
F. The Contractor shall provide make-up air to the tunnel and use a scrubbing exhaust system during all welding and cutting processes. Means and methods of air intake and exhaust are the responsibility of the Contractor.
2.7.3 Access Control Documents: The Contractor will need to obtain Access Control Documents in order to gain access to the project location. Instructions for obtaining Access Control Documents and other supplemental information will be provided during the Project Kick-Off Meeting.
2.7.4 Photographs/Cameras: The Contractor and any affiliated Contractors and/or Sub-Contractors associated with the Awarded Contract shall sign a Non-Disclosure Agreement (NDA) not to publish any photographs on their websites or for use other than official use pertaining to meeting contract requirements. Contractors and any affiliated Contractors and/or Sub-Contractors associated with the Awarded Contract must obtain a Photo Permit prior to taking photographs on the Pentagon Reservation.
2.7.5 The Contractor shall deliver this project as ‘Construction Complete’ per Attachment A2: “FSD
Construction Management General Requirements”, Section 5.0 Closeout no later than (#) calendar days after Government acceptance of the work at the final inspection.
2.7.6 Design Submissions: Schedule overruns as a result of rejected design submissions for resubmission is not the responsibility of the Government; and it is expressly the responsibility of the Contractor to manage the design process effectively.
2.7.7 Hazardous Materials and Contaminated Soils: The Contractor is to notify the Government
COR/GPM and the Standards and Compliance Division (SCD) immediately if any contamination is found. Disposal of all material shall be the responsibility of the Contractor. 3.3 Submittals that contain deviations from the SOW must be specifically identified and contain a detailed explanation for the deviation. Government review or approval of any submittal, shop drawing or plan shall not waive any SOW requirement unless expressly waived by the Government or release contractor of its sole responsibility to fully comply with all contract requirements.
3.4 Government review or acceptance of any design submission under this contract shall not relieve
