Industry Questions and Government Responses

1. Per Question #46, the Government has stated that contractors are to propose new items, different models, transition plans as possible replacements to end of sales/end of life products to ensure manufacture support is maintained. Per Question #59, the Government states the list of materials (Attachment 6) is a list of possible items that could or might be purchased, not necessarily purchased.

Please clarify if the Government requires and/or expects proposed changes to listed materials that are at or near end of sales/end of life to be offered within the proposal submission, or after award.

Response: Offerors are expected to propose materials as requested in the list of materials (Attachment 6) and 52.212-1, Instructions To Offeror—Commercial Items (Feb 2012) “Addendum”, paragraph 7.10. The Government will allow for technology upgrades after award for specific items as deemed necessary by the Contractor and the Government.

2. Per Question #16, the Government has stated that NDA’s must be signed by the key personnel and their management after award, however per the Proposal Submission, Section 7.6.3.1 (on page 42) still states that “Signed Non-Disclosure Agreement listed in Attachment 3” are to be submitted with our proposal.

Please clarify if/when we are to submit signed NDA’s: with our proposal or after award?

Response: The NDA’s must be signed by the key personnel and their management after award. Please refer to the updated RFP.

3. Per Question #6, the Government has stated that the FTE’s necessary for this requirements are located in section 1.7 of the PWS. Section 1.7 of the PWS states that there are 10 Key Personnel. Based on A23_Attachment_5_- _Schedule_of_Prices_Worksheet, there are 15 Key Personnel. However, per question #51, the Government states that 14 resumes are expected.

Please clarify the number of resumes, the number of resumes for each Key Personnel and the Labor Categories of the Key Personnel that are being requested for this effort.

Response: Section 1.7 of the PWS defines the specific labor categories (10) of Key Personnel. Attachment 5, Schedule of Prices Worksheet, identifies the quantity (15) and labor categories anticipated during different contract periods. We are NOT requesting a resume for the Planet IRM Integration Engineer (1) since we do not anticipate using this position in the early phase of the contract. Therefore, we expect to receive 14 resumes.

4. Per Question #12, the Government has stated the RFP specifically required the Program Manager to have CISSP. However, per the updated RFP in Section 1.7.1.1 Program Management (PM), it states that “Certified Information Systems Security Professional (CISSP) Certification is not required but desired”

Please clarify if the Government requires CISSP Certification from the Program Manager.

Response: Please disregard the response to question #12 of the document entitled:

Industry Q and A 114th 11102016 and follow the guidance provided in the updated RFP in section 1.7.1.1.

5. Per Question #1, the Government has stated that the adjudicated letter should be provided in the resume section of the proposal.

Please clarify if the adjudicated letter is part of the 12-page limit in the Management Section and if it is part of the 3-page limit in Resumes.

Response: The adjudication letters will not count against the 12-page limit. Please refer to the updated RFP, section 7.4.4.

6. Per Question #17, the Government has stated that Letters of Commitment for key personnel is not required. However, based on the Definitions and Acronyms section in the RFQ, Key Personnel is defined with “When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

Please clarify if the Government requires Letters of Commitment from all Key Personnel.

Response: Key Personnel has been removed from the Definitions and Acronyms section. The Government does NOT require Letters of Commitment from Key Personnel.

7. Reference: Attachment 5_Schedule of Prices Worksheet and Attachment 6_Exhibit_A- E_RRMC Materials List

The pricing spreadsheets account for labor for services for 5 years. The hardware pricing accounts for the same materials for each year of the duration of the contract.

How does the government want to account for installation labor for the hardware purchase? Should we propose labor CLINS for installation of each item on the materials list?

Our understanding is that the hardware purchase is only a one time purchase and not a recurring purchase as it is currently illustrated on the spreadsheet?

Response: There is not any separate installation labor. Personnel will be expected to provide all labor services. We anticipate task / delivery orders for the duration of the contract using the rates / prices for the labor categories and materials price lists.
