Key Personnel The "Role and Criteria" table lists a Designer of Record (DOR) however, on the next page a 2. Design Project Manager is listed. Is the DOR/DPM the same thing? If not, please provide the "Role and Criteria" and any additional information for both.

Replace “DPM” with “DOR”. FSD

0022 8/26/2016 Reference Amendment 0004 Section A

– Solicitation/Contract Form Section A – Solicitation/Contract Form provides information on which blocks of the SF 1442 to fill out, but does not state where the SF 1442 should be included.

Please clarify which Volume and Factor/Title the SF 1442 should be included.

SF1442 and all amendments shall be included in Volume 1.

0024 8/26/2016 Reference Amendment 0004, M-4 Factor 2 – Recent/Relevant Experience states that the minimum “relevant” contract value is at least $10M. Please confirm that $10M applies to final overall construction contract value and not the amount performed by the IT/telecom subcontractor, SCIF subcontractor, or design lead.

Yes. FSD

0025 09/06/2016 M-5, Factor 3 - Past Performance. Per the instructions, "The offeror shall provide no more than 3 examples of their recent and relevant design-build projects to…". Are we permitted to provide design-bid-build as well as design-build projects for Factor 3?

Yes. FSD

0026 09/06/2016 M-5, Factor 3 - Past Performance. The requirements for submitting a 100% complete project seems to be directed to Offerors who are design firms as it includes directions on completion of designs only. If the Offeror is a construction firm, does construction need to be 100% complete or is the requirement to have 100% of the drawings complete?

100% of the final construction documents completed.

FSD

0027 09/06/2016 Are RFIs that reference classified drawings considered classified?

Not necessarily. RFIs are only classified if they contain classified information (example: capacities).

Reference Attachment 14 – RRMC Security Classification Guide 2015.

FSD

0028 09/06/2016 If an RFI is considered classified, what is the procedure for asking RFIs that ask for clarifications to classified documents?

The Offeror shall make every attempt to submit RFI’s as unclassified. If a request for information cannot be written in such a manner, the Offeror shall submit a brief (unclassified) description in writing (on a BID RFI Template) and follow up with a phone call to Wanza Jonjo to relay the classified portion.

1. Major interior renovations are required for administrative facilities within the Site to include replacement of associated telecommunications systems. The facility was constructed in the 1950s and does not meet current standards. This renovation will bring the project space into compliance with the most current codes, standards and mission essential requirements from a spatial and infrastructure aspect. This will be achieved by total demolition, design and construction of architectural, structural, mechanical, electrical, and information technology (IT) systems.

2. The telecommunications systems are severely out dated employing Cold War Era technology that does not align with the current technology, Department of Defense (DOD) directives or efficiently support the execution of Mission Essential functions. This project shall design, furnish and install a vertically aligned Telecommunication Rooms (TR) and all associated horizontal infrastructure. The telecommunications systems shall consist of structured cabling plants to support IT networks, telephone, and CATV/CCTV horizontal cabling requirements.
