AMENDMENT # 0001 HQ0034-15-T-0202
Hardware and Software Maintenance Support Services
Responses to Industry Questions: August 17, 2015
Q1. Can you please provide the serial #s for the SW and HW maintenance list?
Government response: An important objective of this contract is “the contractor shall improve software and hardware asset management by proving updates to the approved product list (APL), updating the software library, and updating the contracts in the asset management database.” See page 1, paragraph 1.2, Objective C of the Performance Work Statement.
Please see attached “Additional Detail for Small Hardware and Software Maintenance Renewals List”. This is the best information the Government has at this time. The Government will provide additional details at contract award. The Additional Detail list does not include these lines on “Small Hardware and Software Maintenance Renewals List”:
1. Ab Initio: To Be Determined (TBD)
6. Ab Initio: TBD
21. Compliance Sheriff: TBD
30. FedRPM: FY2015 TBD; FY2014 HQ0034-14-F-0184
53. ProModel: TBD
108. MathWorks: TBD
The contractor and the Government will research details of these lines after contract award.
The Additional Detail list does not include details for hardware maintenance on these lines on “Small Hardware and Software Maintenance Renewals List”:
3.APC UPS: Hardware Maintenance (HWM)
29. F5: HWM
36. HP Servers: HWM
37. HP Servers: HWM
48. Noritsu: HWM
108. PDAs: HWM
102. HP Servers: HWM
The Government will provide details of these lines after contract award. Washington Headquarters Service (WHS) Enterprise Information Technology Services (EITSD) is working major information technology (IT) projects to virtualize and decommission legacy IT hardware.
The contractor and the Government will research impacts of these projects after contract award.
Q2. Performance Work Statement (PWS) paragraph 4. 4 - CYBER SECURITY CONTRACTOR TRAINING AND CERTIFICATION. Are there any cyber security work been done on this contract? If so, please explain the certification requirements and if the government will sponsor the training?
Government response: The Government believes that all work in the Performance Work Statement (PWS) can be accomplished with non-privileged user accounts (regular network users). However if the contractor requires system administrator privileged access accounts to the Government network to perform PWS Task 7 Software Inventory Management and/or PWS Task 8 Software Compliance Management, the Government requires the contractor to provide cybersecurity certifications before the Government will create the system administrator privileged account.
The Government will not sponsor or pay for cybersecurity certifications; the contractor should provide personnel that have the certifications specified in DoD 8570.01-M. See DoD 8570.01-M page 91 for the Summary of IA Workforce Requirements. System administrator privileged access for this contract should be Information Technology Technician Level 1 (IAT-1); for example, Network+ and Windows operating system certification could satisfy the requirements for IAT-1. DOD 8570.01-M is available at http://dtic.mil/whs/directives/corres/pdf/857001m.pdf
All non-privileged users (regular network users) are required to take DoD Information Assurance Awareness Training annually. The Government will provide this training to contractors as part of network account creation.
Q3. Contract Standard Form 1449: (with blocks 13 through 18 completed): • Completed blocks 17a, 30a (signed), 30.b. and 30.c. • The SF 1449 must be executed by a representative of the Offeror authorized to commit the Offeror to contractual obligations. The Offeror on the SF 1449 must match the information for the Offeror in the CCR. This section is normally completed after award. Are you asking us to complete, and submit page 1 of the RFQ with our response and if so, is this counted as 1 of the 15 pages?
Government response: The solicitation SF 1449 is to be completed before award and included with submission of quotes. This form is part of the Administrative Volume, which has no page limit.
Q4. The offeror shall complete and provide the representations and certifications in Section K of the solicitation as well as proof that all members of the offeror’s team (prime, subcontractors, joint venture partners, etc.) have an active secret facilities clearance by the date the quote is submitted. Note: The Government will not sponsor Offerors for any type of security clearances. Is this a hard requirement or can this be waived. We don’t have enough time to obtain a secret clearance facility and for section K representations and certifications, I am unable to find where to fill or sign in that section. Please advise.
Government response: In accordance with (IAW) Performance Work Statement paragraph 4.3, Security
Work for this contract will be SECRET. The contractor shall access software lists and shall generate installed software lists for the NIPRNet and the SIPRNet. Because the contractor needs to access the SIPRNet to perform the work, the Government requires the contractor to have a secret facility clearance at time of award. The Government will not sponsor a contractor without an active facilities clearance because the contractor will not be able to perform the work required by the PWS in a timely manner without network accounts.
Q5. Because work for this effort will be performed on-site we request the government change the requirement of active secret facility clearance at the time of submission, to "contract shall obtain secret facility clearance", thus negating the following language on page 17 as well, "Note: The Government will not sponsor Offerors for any type of security clearances."
Government response: IAW PWS paragraph 4.3, Security
The Government will not change its requirement of an active secret facility clearance. The Government requires the contractor to have a secret clearance facility at time of award. The Government will not sponsor a contractor without an active facilities clearance. An active facilities clearance is necessary to transmit verification of clearances for contractor personnel.
DD Form 254 Block 1a is marked “SECRET” because the contractor will provide contractor personnel who will access the SIPRNet. DD Form 254 Block 1b Level of Safeguarding required is mark as “NONE” since the contractor is not required to store classified information at the contractor’s site.
Q7. Please clarify if those items listed as "other" are to be considered the "new" items and priced under CLIN 0010?
Government response: Items marked as “other” on the Small Hardware and Software Maintenance Renewals List includes hardware maintenance and software licenses and maintenance that are small purchases. These items are in scope for this contract and are included in CLIN 0009 Supplies- Hardware & Software Renewals. CLIN 0010 Supplies-New Licenses HW and SW is for software and hardware manufacturers not listed on Small Hardware and Software Maintenance Renewals List.
Please see attached “Additional Detail for Small Hardware and Software Maintenance Renewals List”. This is the best information the Government has at this time. The Government will provide additional details at contract award.
Q8. Because no quantities are provided, is quantity one cost basis acceptable?
Government response: Please see attached “Additional Detail for Small Hardware and Software Maintenance Renewals List”. This is the best information the Government has at this time. The Government will provide additional details at contract award.
Q9. Can you provide the name of the incumbent?
Government response: This is a new acquisition and there is no incumbent.
Q10. We would request the government provide an extension of the due date.
An extension has been granted to August 21, 2015, 4:00 PM EST.
Q11. Can the government provide clarification on the CLIN pricing? Is it the expectation the contractor price each piece of software and provide renewal pricing? Is the CLIN pricing for hardware/software maintenance renewals and labor?
Government response: IAW Paragraphs 3.1.3., 3.2.4., 3.6.2., 3.7, 3.8, and 6.0 of the PWS
The Government intends the contractor to purchase maintenance and licenses only for software and hardware actually in use; the contractor will help the Government to determine what software and hardware are actually in use.
CLIN 0001 through CLIN 0008 are labor for the tasks specified in the PWS (please price these CLINS for performance of the tasks within the PWS).
CLIN 0009 and CLIN 0010 are materials including hardware maintenance and software licenses and maintenance (pricing for CLINS 0009 and CLIN 0010 is not needed). CLIN 0009 is Not to Exceed (NTE) $3,608,202.26 and CLIN 0010 is NTE $180,410.11.
Invoices for CLIN 0009 Supplies Hardware Renewals and CLIN0010 Supplies-Software Renewal will be submitted to the government as renewals are purchased. All invoices must be substantiated with relevant back-up documentation such as proof of purchase. The contractor must invoice for actual price of hardware renewals and software renewals.
Q12. Are license quantities considered Single User or Enterprise?
Government response: Please see attached “Additional Detail for Small Hardware and Software Maintenance Renewals List”. There is a combination of single user and enterprise licensing.
An important objective of this contract is “The contractor shall reduce maintenance costs for hardware and software through co-terming and syncing products from the same manufacturer.”
See page 1, paragraph 1.2, Objective B of the Performance Work Statement. During the performance of the contract, the contractor may recommend changing license type if it makes sense and reduces maintenance costs.
Q13. Can the government please provide a sample pricing schedule?
Government response: The Government does not have a sample pricing schedule at this time.
Please follow the CLIN structure provided in the solicitation (SF 1449) for a pricing schedule.
Q14. Can the government please provide expected labor categories?
Government response: Typical skills to perform the work described in the PWS include but are not limited to:
Hardware and Software Licenses Maintenance Purchaser IT Configuration Manager IT Network Specialist
A particular contractor personnel might provide more than one skill set.
