Statement of Work (SOW) Washington Headquarters Services
Vietnam War Commemoration Program Tin-Pin Buttons
SAMPLE CALL ORDER 0001
Date: July 7, 2015
The production and delivery identified in this statement of work is to describe a hypothetical scenario to express the type of requirements necessary to provide these supplies.
1. Scope. This statement of work (SOW) defines the effort required for the production and delivery of full-color printed, two-piece promotional, tin-pin buttons for the Vietnam War Commemoration (VWC) Program events, including first article approval production and shipment.
1.1 Background. The VWC Program is authorized to commemorate the 50th anniversary of the Vietnam War. The VWC Program was established in 2008, concluding in 2025, with objectives to include;
thanking and honoring Vietnam veterans and their families for their service and sacrifice, highlighting the service and contributions of the Armed Forces, Federal agencies, and other organizations in support of the Armed Forces, and paying tribute to the people of the United States who made contributions on the home front. The VWC Program envisions thousands of local groups and organizations taking part in the Commemoration activities. Approved entities will be officially designated as Commemorative Partners and will be eligible to receive a Commemoration flag and other support materials.
1.2 Objective. The VWC Program has a requirement to provide Commemorative Partners with tin-pin buttons to support the events they host, to thank and honor Vietnam Veterans and their families.
2. APPLICABLE DOCUMENTS.
2.1 Delivery Schedule. Contractor shall deliver the required shipment within fourteen (14) business days of the issuance of the first article approval.
2.2 Delivery Address. Contractor shall deliver shipment to the address identified in section 4.1 below.
2.3 Exhibit. Attachment A-1: Commemorative Design Image – Seal Button
3. REQUIREMENTS.
3.1 General. The work required as identified in this BPA call order SOW shall be provided in accordance with (IAW) the VWC Program. All items procured shall be produced or manufactured in the United States IAW FAR Clause 52.225-1 Buy American – Supplies (MAY 2014).
3.2 Quality Control. The contractor shall provide the full-color printed, two-piece promotional tin-pin buttons IAW the quality standards as listed below.
a. Contractor shall provide items IAW the size, design image, pin back, cover/material, assembly/finish, packaging, and class/excellence as stated in the Basic BPA SOW and further outlined in this SOW.
b. Contractor shall ensure all items included in this SOW are manufactured or produced in the United States IAW FAR Clause 52.225-1 Buy American - Supplies.
c. Contractor shall ensure all subcontractors or third party providers produce quality standards as listed in this SOW.
4. SPECIFICATIONS. The contractor shall produce and deliver shipment of the VWC Program’s tin-pin buttons IAW the following specifications:
4.1 Sample Call Order 0001: The contractor shall provide the Commemoration buttons IAW the following specifications:
a. Quantity: 50,000
b. Dimension: 1.75” round button, full-color printing with pin back and Mylar or equivalent material cover
c. Packaging: plastic bags of 100 buttons each
d. Design image: SEAL BUTTON
e. CLIN reference: 0002
f. Delivery date: 14 days after first article approval
g. Delivery address: Vietnam War Commemoration

5. GOVERNMENT PROPERTY.
5.1 Licensing and Rights. The logo and images of the Vietnam War Commemoration are the sole and exclusive property of the United States of America government. The contractor does not have the right to license, produce, sell, or provide items with the VWC logo and images to any other group or agency.
All production and delivery of items shall be provided as directed through a BPA call order.
