Statement of Work (SOW) Washington Headquarters Services

Vietnam War Commemoration Program Tin-Pin Buttons

Dated: July 7, 2015

BASIC BPA SOW

1. Scope. This statement of work (SOW) defines the effort required for the production and delivery of full-color printed, two-piece promotional, tin-pin buttons for the Vietnam War Commemoration (VWC) Program events, including first article approval production and shipment.

1.1 Background. The VWC Program is authorized to commemorate the 50th anniversary of the Vietnam War. The VWC Program was established in 2008, concluding in 2025, with objectives to include;

thanking and honoring Vietnam veterans and their families for their service and sacrifice, highlighting the service and contributions of the Armed Forces, Federal agencies, and other organizations in support of the Armed Forces, and paying tribute to the people of the United States who made contributions on the home front. The VWC Program envisions thousands of local groups and organizations taking part in the Commemoration activities. Approved entities will be officially designated as Commemorative Partners and will be eligible to receive a Commemoration flag and other support materials.

1.2 Objective. The VWC Program has a requirement to provide Commemorative Partners with tin-pin buttons to support the events they host, to thank and honor Vietnam Veterans and their families.

2. APPLICABLE DOCUMENTS.

2.1 Delivery Schedule. Contractor shall provide shipments in accordance with the delivery schedule indicated in the BPA call order level.

2.2 Delivery Address. Contractor shall deliver all shipments to the following address, unless different address specified in Call Order.

2.3 Exhibits. Reserved.

3. REQUIREMENTS.

3.1 General. The work required as identified in this SOW shall be provided in accordance with (IAW) the VWC Program. All items procured shall be produced or manufactured in the United States.

3.2 Quality Control. The contractor shall provide full-color printed, two-piece promotional, tin-pin buttons IAW the quality standards as listed below.

a. Contractor shall provide items IAW the size, design image, pin back, cover/material, assembly/finish, packaging, and class/excellence as stated in this SOW.

b. Contractor shall ensure all items are produced/manufactured IAW FAR Clause 52.225-1 Buy American – Supplies (MAY 2014).

c. Contractor shall ensure all subcontractors or third party providers produce/manufacture IAW the quality standards as listed in this SOW.

3.3 First Article Approval. The contractor shall produce and deliver an initial shipment of twenty (20) tin-pin buttons for the first article approval sample, before full production and delivery IAW FAR Clause 52.209-4 First Article Approval – Government Testing (SEP 1989). This includes when new design images are implemented.

4. SPECIFICATIONS. The contractor shall produce and deliver shipments of the VWC Program’s full-color printed, two-piece promotional, tin-pin buttons IAW the following specifications for each BPA call order.

4.1 Dimensions and Design: The contractor shall provide the buttons IAW the dimensions in the following table:

Button Sizes and Descriptions 1.5” round button, full color with pin back 1.75” round button, full color with pin back 2.25” round button, full color with pin back 1.75” x 2.75” rectangle (portrait view), full color with pin back 2.75” x 1.75” rectangle (landscape view), full color with pin back

4.1.1 The contractor shall provide the buttons IAW the following assembly details for each SOW associated for each BPA call order.

a. Buttons shall be full color IAW with the digital, design images.

b. Buttons shall have a pin back for attaching to clothing.

c. Buttons shall include a Mylar cover or equivalent material over the color image.

4.2 Packaging. Contractor shall appropriately pack the tin-pin buttons to prevent damage IAW the following:

a. Buttons shall be packed in a clear plastic bag to prevent damage and provide for easy handling.

b. Each package shall contain 100 buttons and be secured (through a sliding or zip seal, or use of a twist-tie or tape). If a package contains a different quantity than 100 buttons, a card at least 3” x 5” shall be placed in the bag, with the number of items in the bag.

4.3 Shipping. Contractor shall provide shipping IAW details in the SOW for each BPA call order. The contractor shall submit invoicing IAW each BPA call order.

5. GOVERNMENT PROPERTY.

5.1 Licensing and Rights. The logo and images of the Vietnam War Commemoration are the sole and exclusive property of the United States of America government. The contractor does not have the right to license, produce, sell, or provide items with the VWC logo and images to any other group or agency.

All production and delivery of items shall be provided as directed through a BPA call order.
