QUESTIONS AND ANSWERS HQ0034-15-R-0002

1. For Ku and C band the solicitation states “the sizes are 4500 kbps for GTMO and 250 kbps.” What is the uplink bandwidth size for the Ku and C band from GTMO? For the uplink bandwidth in the CONUS sites, what are the bandwidth sizes for Ku and C band per antenna? For example, Fort Meade had three separate uplink sites with both Ku and C band antennas, thus what is the uplink bandwidth for each antenna by frequency?

Answer - Gitmo Uplink on C Band is 4500Kbps; Gitmo Uplink on the Ku Band is 4500 Kbps; All other sites on C Band is 250 Kbps; All other sites on Ku Band is 250 Kbps.

2. The RFP calls out the CONUS locations at Fort Devens, MA; Fort Hamilton, NY; Fort

Meade, MD; Joint Base McGuire/Dix/Lakehurst, NJ, and Naval Station Norfolk, VA.

But how many receive sites are there? For instance, Does Fort Hamilton still have the first responder site in addition to the auditorium for viewing?

Answer - There are 9 receive sites, and yes Fort Hamilton still has a first responder site.

3. What level of security clearance is required for this effort? What clearance level will be provided in the DD254?

Answer - SECRET clearance at all sites.

6. What type of data is to be stored on government furnished equipment? It is understood, reports are processed on contractor owned equipment. Does the government now provide computers, phones, etc at GTMO and at the CCTV receive sites? From our current understanding, no contractor furnished equipment touches the CCTV system. Is there any contractor owned equipment that interfaces, controls, records, or monitors the CCTV system or broadcast?

Answer - Do not record government data.

The government owns all equipment.

No.

7. What contractor-based proprietary documents and materials, to include the source codes of any software, produced under the previous contracts and purchase order from the inception this CCTV effort exist?

Answer - None. There is a source code for DARTS, but that will be provided.

Is it acceptable to utilize personnel not fulfilling the requirements listed in this paragraph at time of award? Who will review compliance with personnel qualification requirements?

Answer – Yes, the Government has changed the personnel requirements from the previous contract. The previous contract included personnel requirements however this solicitation does not.

11. The “Basic System Architecture Diagram” provided in the RFP looks like a very old document. Can the Government confirm that this document depicts the existing system today? If not, what upgrades have occurred to the system in addition to what this diagram depicts. What are the upgrades included in this system such as change in modems, IP phones, video compression equipment, IP acceleration, video/audio switches, etc?

Answer - Attachments provided seperately.

12. It is understood the satellite modems used by OMC require a return signal to the primary transmit site. Do the receive sites transmit any data back to GTMO such as video from cameras, voice transmission, etc? Please identify the make and model of the satellite modem used today by this project.

Answer - The make and model of the satellite modem is: COMTECH CDM570LIP0-

13. Can the Government confirm that the receive site requirements are fully depicted in the “Basic System Architecture Diagram”? How many receive sites are required for the 911 and USS Cole trials? Are there any other trials supported with this system and if so what are the receive site requirements?

Answer - Sites may be used depending on case. For 9/11, all sites are used except Norfolk. For USS Cole, Norfolk is in use. Ft. Meade is in use on all hearings.

14. Did OMC CCTV system baseline on the VBrick encoders from a mixture of Windows and Multimedia encoders or have the encoders been phased out?

Answer - The VBrick encoders have been phased out. Elemental are used for the encoders, BrightSign are used for the decoders.

15. Can the Government confirm that the GFM listing is accurate and contains all items used in this effort today and that no items noted do not belong to the program. We’d like to get an accurate CCTV architecture list.

Answer – The GFM listing is largely accurate and any changes are minimal. All parts belong to the program. Please do not confuse the CCTV Architecture with the GFM list, the GFM is not deployed but are spares that the Government provides for contractor use in repairs when their use is feasible and would reduce repair costs.

16. Can the Government confirm if any Vbrick encoders are in use today? Is the first responder site, still in Fort Hamilton and thus Fort Hamilton would be considered two sites?

Answer - The VBrick encoders have been phased out. Elemental are used for the encoders, BrightSign are used for the decoders.

17. On page 2 of the solicitation, are the units for CLINS 0002, 0003, 0004, and the follow on years in hours or dollars versus “each”?

Answer - Dollars

18. It seems like the “historical monthly hours by category” matrix has inaccuracies in the hours. For instance, the technical writer hours show a “low” of 92 and a “high” of 19.

Can The Government please validate this data in hours?

Answer – The data is correct. “Low” and “high” relates to the cumulative hours per month and the level of activity on the contract, not by labor category. These quantities are actual hours from previous months, the hours were not organized to provide a range by labor category but to provide examples of the mix and hours previously incurred.

19. In order to calculate how much bandwidth is needed per site, is there a list of current

Committed Information Rate (CIR) dedicated to each satellite dish (both Ku- and C-band)? The amount of throughput dedicated to each dish determines the quality of the streamed video, and there does not appear to be any metrics around the “satellite time”.

There can be great variance in price depending on the exact amount of throughput.

Answer - The circuits should be available Non-Preemptive 24 hours, 7 days a week, 356 days on the bandwidth stated in relation to question #1.

- It is a non-contentious circuit.

20. Are the Comtech Satellite modems optioned with the "Turbo Product Code"?

Answer - Yes, the Comtech satellite modems are optioned with the "Turbo Product Code".

21. In the circuit drawing it show comtech satellite modems at every site (total of 14 modems). In the GFM list only 2 comtech modems are defined. Is the GFM list correct or the network drawings correct?

Answer - Network drawings correct.

22. Is the GFM listing of equipment in use or is the GFM list the original double satellite hoop network design?

Answer – The GFM are spare parts and do not constitute the CCTV system Architecture. The CCTV Architecture is composed of the parts in the document titled “Anticipated Workload - Asset List.”

23. The drawing shows C-band service on t14r. The t14r satellite has no C-band capability. What C-band Satellite is the service currently using?
