1. Would you please send a list of incumbents for solicitation HQ0034- 14-R-0097?
There are no incumbents for this solicitation.
2. Regarding Past Performance, please confirm if individual past performance is acceptable or are these references exclusively reserved for work done on federal or commercial contracts?
Past Performance must be relevant to the scope of work within the last 3 years and these references exclusively reserved for work done on federal or commercial contracts.
3. Does the contractor need to complete the Past Performance Questionnaire and return it with the response?
Date of submission is May 16, 2014 10AM
EST.
4. Is the contractor expected to attend on-site meetings, or will all support work be done at the contractors' facility?
See Section F.3 Place of Performance. The work is performing at the government facilities to include government leased facilities.
5. What is the maximum contract ceiling? 5 Million See Section G.2 Task Order Procedures
6. Is there an incumbent currently performing similar services or is this a new requirement? If there is an incumbent, can you please provide the company name and contract number?

7. When is the anticipated award and contract start date?
See Section L 3(i) For pricing purposes, offerors should assume that the period of performance starts June 1, 2014 to April 30, 2019. (is this May 30, 2019?)
8. Is a facility clearance required to perform this work?
No. There is no need for a facility clearance.
9. Must the offeror be both disabled and a veteran, or can all veterans bid on this solicitation?
This requirement is set aside for Service Disabled Veteran Owned Small Business (SDVOSB) as stated in the solicitation. You must be a SDVOSB to be considered for award. See FAR 19.14 SDVOSB Procurement Program
10. In either case can a non-veteran bid on the solicitation?
