B.1. Sample Task
Sample Tasks One:
These days verbatim transcription is regularly supplied to customers in sections A, B, & C of Delta unit at least once per month; therefore your company bills the Delta unit monthly. The engagements are usually for eight hours starting from 12:00 PM and ending at 8:00 PM.
Overtime charges start at five o’clock p.m. Section A wants a next day turn around. Section B wants a five day turn around and Section C wants the standard 10 day turn around. It is estimated that the verbatim transcription will produce 60 pages per hour in each encounter. The softcopy of the transcript is due within the prescribed time period, but the hard copy is due within five days thereafter. The estimated yearly volume for Sections A and B is 200 hours per year, but Section C has not had a long enough history to make an estimate. What would the monthly bill be for these engagements?

PERFORMANCE WORK STATEMENT (PWS)

1. GENERAL: This is a non-personal services contract to provide meeting minute and/or transcription services (hereafter transcription services) to Washington Headquarters Services (WHS), Enterprise Management (EM), Boards Commissions and Task Forces (BCTF) --hereafter BCTF. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Government Administrative Support Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The Director, WHS administers specified Department of Defense (DoD) operational programs and provides administrative services and support to activities. The Director, WHS, has responsibility to provide administrative support to designated DoD Components, including financial management and accounting services, civilian and military personnel management, personnel information security, office services, correspondence, cable, directives and records management, and other miscellaneous administrative services as required.
Boards, Commissions, and Task Forces are normally established as a result of urgent requirements resulting from Presidential Executive Order, Public Law such as National Defense Authorization Act, or Secretary of Defense and/or Deputy Secretary of Defense direction.
Typically Boards, Commissions, and Task Forces may be formed as a result of a crisis-driven requirement, such as the Fort Hood Incident, or event-driven requirement, such as the commission to plan for the Commemoration of the Vietnam War. The characteristics of these BCTF’s vary widely -- in urgency; duration; and type -- whether it falls under the provision of the Federal Advisory Committee Act (FACA) or not; and many other characteristics. Some require extreme urgency, because of the very short deadline for delivering results to the SECDEF -- and the pace for these BCTFs are fast and furious from establishment to conclusion. Some BCTFs are more deliberate in nature, and require long term planning, research, analysis, deliberation, and execution.
The Enterprise Management Directorate (EM) is one of the organizational units within Washington Headquarters Services (WHS), charged with providing administrative, programmatic, and logistical support to Office of the Secretary of Defense (OSD) and other DOD Components. In addition, the Director EM is responsible to the Director WHS, for Boards, Commissions, and Task Forces (BCTF) operations. The Performance Work Statement (PWS) below contains verbatim requirements meeting minutes and transcription services.
1.3 Objectives: The objective of this requirement is to obtain verbatim support for meeting minutes/transcription services BCTF supported by the Director, WHS pursuant to Title 41, Code of Federal Regulations (CFR), Sections 102-3.5 through 103-3.185, "Federal Advisory Committee Management" and E.3.12.10 Department Defense Instruction 5105.04, dated August 6, 2007; Equal Opportunity Commission (EEOC) hearings is an adjudication proceeding that completes the process of developing a full and appropriate records per EEOC Management Directive 110 and 29 CFR Part 1614.109(h) requiring an agency to arrange and pay for verbatim transcripts of the hearing proceedings, and other administrative matters where a full and complete records meets the interest of the Department of Defense.
1.4 Scope: BCTFs require transcription/meeting minutes for WHS supported BCTF committee and subcommittee meetings to be uploaded onto the General Services Administration Federal Advisory Committee Act Database. Transcription services may also be needed in other administrative matters where a full and complete record meets the interest of the Department of Defense.

The Contractor shall also, with pen and ink, mark the exhibit with the identifying number.
(3) When physical exhibits, such as films and electronic (compact) disc, cannot be legibly and permanently stamped and marked upon their surfaces, the reporter shall tag or affix to each such exhibit an adhesive tape surface sufficient to receive proper authentication.
b) Documents shall not be copied into the record unless the Presiding Official so directs.

After this shall follow the table of contents (Attachment 3). Then shall follow the verbatim record of the proceedings in order of presentation.
(2) The table of contents shall show the page numbers at which the opening statements and closing arguments of counsel begin; the page numbers at which discussion, question and answer of each presenter/witness begins, together with the names of such presenter/witnesses; and the page numbers at which exhibits are marked for identification and the page numbers at which exhibits are received in evidence.
(3) Transcript pages shall be numbered in the upper right corner above line number 1. The last name of the witness whose testimony is recorded in the page shall be shown in the center of the page parallel to the page number. The name and page number shall not count as a line for payment purposes.
(4) The numbering of the pages of the transcript shall be in a single series for each proceeding day. Each daily transcript shall have a volume number which is the same as the proceeding day (e.g. transcript for day one will be volume 1; day 3 - volume 3, etc.). Both the volume and page number will be shown in the upper right page corner (e.g. 2-35) or in Arabic numerals. The numbering of pages of the transcript of a further proceeding shall follow consecutively the paging of the previous proceeding in the same proceeding, unless otherwise directed by the Presiding Official.
d. Number of copies:
(1) In all instances the original hard copy, plus one copy, and searchable electronic PDF (e.g., compact disc or DVD) containing the accurate verbatim transcript of the proceedings shall, unless otherwise specified be directed to and delivered to the COR within five
(5) work days from the conclusion of the proceeding.
(2) Upon request of the Presiding Official, the contractor shall complete expedited orders and deliver the transcribed preceding no later than close of business of the next business day. In instances, such as, individual testimony before a Legislative hearing or upon request of a member of the Executive or Legislative Branch must be returned to the COR by close of business the next business day.
