Attachment #2 (HQ0034-14-R-0074 Seed Task Order Y)
Offerors submitting proposals for the full & open competition shall provide technical and price proposals for the following seed task order at time of overall IDIQ proposal due date. Task Order questions must be submitted at the same time as overall IDIQ questions due date. The proposals will be evaluated with Table 5.2 as part of the overall IDIQ award evaluation and Table 5.1 for the individual task order award. Offerors shall address the following factors:
Seed TO Y Technical Approach (to be included in Volume I / Factor D / Subfactor 1 – Eight (8) Pages) – The offeror shall submit their technical approach of:
• How the offeror will accomplish requirements outlined in TO PWS
• Proposed labor category mix, labor hours, and any key personnel determined necessary for accomplishing PWS requirements
• Demonstrated ability to produce similar quality services
Seed TO Y Price Factor (to be included in Volume II – No page limit)
• Prices submitted utilizing offeror’s proposed IDIQ labor rates or discounts off of them
• Total price according to the following CLIN schedule:
o CLIN 0001 – Labor (Firm Fixed Price) o CLIN 0002 – ODCs/Travel (Cost) – insert $5,200.00
Seed Task Order Y: Acquisition and Program Management Support
NAICS Code: 541990
Period of Performance: 25 November 2014 – 24 November 2015
Place of Performance: This task will be performed on-site in various Department of Defense (DoD) locations on the Pentagon reservation and in the National Capital Region
(NCR).
Performance Work Statement:
1.0 Purpose Provide executive-level support to assist OUSD(AT&L) in the following areas: acquisition and program management support, congressional support, organizational planning, and security. Provide acquisition, technical, and program management expertise in Unmanned Aircraft Systems (UAS) and Intelligence, Reconnaissance & Surveillance (ISR) systems.
2.0 Background OUSD(AT&L) performs acquisition oversight of Major Defense Acquisition Programs (MDAPs) and other DoD programs. OUSD(AT&L) DASDs and Directors manage civilian and military staffs to execute OUSD(AT&L) senior leadership guidance, direction, and initiatives. OUSD(AT&L) provides acquisition oversight of DoD UAS and ISR programs. OUSD(AT&L) established the Department’s UAS Task Force to execute multiple cross-cutting initiatives involving DoD UAS programs with the objective of achieving UAS standards, interoperability, and synergy in UAS programs across the Services. In addition, OUSD(AT&L) participates in inter-agency forums to integrate DoD UAS in national airspace.
3.0 Requirements
3.1 The contractor shall provide executive-level (Deputy Assistant Secretary of Defense (DASD), Senior Executive Service (SES)) acquisition and program management support including reviewing and coordinating draft correspondence, preparing reports, tracking actions, and providing recommendations. The contractor shall support two separate DASD offices. The contractor shall provide analysis and work products that cross-multiple acquisition programs, portfolios, and mission areas in two separate DASD offices responsible for both Intelligence, Surveillance, and Reconnaissance and Tactical Weapons Systems program oversight. The contractor shall provide informed recommendations to OUSD(AT&L) management on emerging issues. The contractor shall provide weekly staff meeting support, document actions, and facilitate communications to the staff of senior OUSD(AT&L) leadership direction, initiatives, and priorities. The contractor shall prepare a minimum of six speeches and briefings for senior OUSD(AT&L) leadership in each DASD office per year to deliver to industry conferences, symposia, other federal and DoD organizations, and internally to OUSD(AT&L) staff. The contractor shall support and advise OUSD(AT&L) senior leadership on financial planning and budget execution for at least three Program Elements managed by each OUSD(AT&L) DASD office. The contractor shall communicate OUSD(AT&L) leadership financial management direction to the budget and financial management staff.
3.2 The contractor shall support completion of OUSD(AT&L) congressional actions.
The contractor shall assess changes to U.S. Code (primarily Title 10) as they affect the Defense acquisition system and acquisition program requirements. The contractor shall review congressional products including Defense bills (at least four per fiscal year), congressional committee reports (at least four per fiscal year) and congressional hearing materials (at least six per year), assess impacts on over 60 DoD acquisition programs, and notify OUSD(AT&L) personnel of applicable reporting requirements. The contractor shall assist in the assignment of congressional reporting requirements to OUSD(AT&L) personnel in two DASD offices and shall monitor status of the congressional reports.
The contractor shall draft and coordinate at least ten responses to congressional requests per year. The contractor shall support the preparation of congressional testimony for OUSD(AT&L) leadership at least six times per year. The contractor shall support annual President’s Budget roll-out activities. The contractor shall support the preparation of impact statements and appeals at least twice per year.
3.3 The contractor shall support OUSD(AT&L) leadership in organizational planning and management. The contractor shall assist in completing Contractor Workforce Requirements Board approval requests for one DASD office and staffing the requests for approval. The contractor shall support Position Description updates and develop documentation for the OUSD(AT&L) Administration Directorate to support organization and personnel changes for two DASD offices. The contractor shall support OUSD(AT&L) leadership in security management including support to Activity Security Representatives in two DASD offices.
3.4 The contractor shall provide technical and analytic support to OUSD(AT&L) to address key issues and challenges pertaining to DoD’s current and planned UAS programs. The contractor shall collect DoD UAS program data from the Services and prepare summary reports at least twice per year. The contractor shall maintain the DoD UAS Roadmap in an annual update. The contractor shall provide technical expertise to support UAS requirements analysis and review, standards development, and interoperability initiatives.
3.5 The contractor shall support the planning and execution of Integrated Product Teams (IPTs), Working Groups, and other DoD decision forums for programs assigned to two DASD offices. The contractor shall conduct meeting planning, maintain IPT membership rosters, prepare meeting invitations, develop draft meeting minutes and record actions for a minimum of 12 IPT meetings per year. The contractor shall communicate with other OSD staff to support and perform program oversight. The contractor shall review and analyze program acquisition information including requirements documentation, acquisition strategies, program plans and schedules, technology maturity, and life-cycle support plans for at least 6 acquisition programs per year. The contractor shall provide assessments, comments and recommendations on acquisition program information and other program reports.
3.6 The contractor shall support inter-agency and international efforts and forums focused on addressing DoD UAS airspace integration challenges, federal aviation policy compliance, and operational issues. The contractor shall analyze DoD UAS airspace integration issues, develop proposed alternatives and solutions, and provide recommendations. The contractor shall support development of and review of procedures, rules, and technical solutions to enable safe, routine UAS operations in all classes of air space. The contractor shall collect information and maintain status on Service UAS program airspace integration plans.
3.7 The contractor shall develop reports, information papers, presentation material, speeches, talking points, and prepare drafts of official correspondence in the performance of the tasks in paragraphs 3.1 through 3.6.
4.0 Task Management
4.1 The contractor shall propose a management approach to effectively execute this task.
As specified by the basic contract, the contractor shall identify a Project Manager to facilitate communications between the government and contractor on this task and to resolve any management issues.
5.0 Monthly Performance Report and Deliverables
The contractor shall provide monthly reports on this task in accordance with the basic contract.
6.0 Security Clearance Requirements
Security requirements will be in accordance with the basic contract. All personnel must hold a minimum Secret security clearance immediately upon task order proposal submission. A minimum of four personnel will be required to have Top Secret Sensitive Compartmented Information (SCI) eligibility upon task award proposal submission.
7.0 Travel
Travel will be in accordance with the basic contract. Travel for this task will include locations as directed for the specific event, meeting, or review, and will be both local and outside the National Capital Region. All travel shall be pre-approved by the Contracting Officer’s Representative (COR) if reimbursement is sought.
8.0 Government Furnished Facilities and Equipment
Government Furnished Facilities and Equipment will be as stated in the basic contract.
9.0 Task Order Performance Standards
The contractor shall perform quality assurance and quality control on this task order in accordance with the basic contract requirements. Performance objectives and measures for this task are stated in the table below.
