Note: There are numerous duplicates contained in the list, but all questions received before the deadline are included and addressed as there are slight differences in wording that a potential offeror might be seeking. Please read all questions and answers as certain changes and clarifications may be important to all potential offerors.
1. “That company can meet minimum security requirement compliance at time of proposal submission.” The requirement does not say the Company meets minimum security requirement compliance. Please advise if this is what is meant by the requirement on page 76, L-1.4.1.4?
a. See revised solicitation.
2. Periods of Performance have been provided for seed Task Orders. Please provide contract year Periods of Performance for IDIQ pricing purposes.
a. For Task Order pricing purposes, the estimated IDIQ Period of Performance is 25 September 2014 – 24 September 2019. This start date is subject to change.
3. Solicitation Attachment #1; Seed Task Order X Att.1; Pg 1 “CLIN 0002 - ODCs/Travel (insert $2,500.00)” For the required Seed Task Order X pricing, is the $2,500 a burdened amount (requiring no burdening by Contractor) or unburdened amount (and therefore Contractor should apply applicable burden factors)?
a. The $2,500 is a burdened amount, requires no additional burdening by the offeror, and should be inserted as no more or no less in the price proposal.
4. Solicitation Attachment #2; Seed Task Order Y Att.2; Pg 1 “CLIN 0002 - ODCs/Travel (cost)- insert $5,200.00” For the required Seed Task Order Y pricing, is the $5,200 a burdened amount (requiring no burdening by Contractor) or unburdened amount (and therefore Contractor should apply applicable burden factors)?

8. Section L, L-1.4.3 Pg 75. For the one page appendix of past or current contract performance referenced in the technical capability, please specify whether “Government POC” refers to the Contracting Officer, the Contracting Officer’s Representative, or the Contracting Officer’s Technical Representative?
a. The Government POC shall be the COR or COTR (whichever individual is best able to provide information on the quality of your performance) unless the contract has expired and the COR/COTR is no longer working for the Government. In that case, the Contracting Officer shall be the Government POC.
9. Should a large business under NAICS 541990 bidding on the full and open competition, submit a proposal for TO X, identified as being reserved for a small business set aside award?
a. Yes. Offerors proposing on the entire solicitation shall provide responses to both Subfactor 1 and 2 (Seed Task Orders X and Y) to show that they will be able to perform on future task orders that may have some ancillary tasks within the 541611 NAICS code.
10. Is PWS C-4.1 reserved only for small business set aside tasks? Should a large business under NAICS 541990 bidding on the full and open competition, include a response against PWS element C-4.1?
a. Yes. Offerors proposing on the entire solicitation shall include a response against PWS element C-4.1 to show that they will be able to perform on future task orders that may have some ancillary tasks within the 541611 NAICS code.
11. Will task orders for administrative support (executive assistant, secretarial support, etc.) be included under the ASD(A)/ATSS IDIQ, or another vehicle?
a. Task orders for administrative support will not be under this IDIQ unless a very limited amount is included as an ancillary task. As specified in B-1.2, “On rare occasions, labor categories other than those listed above may be requested for specific task orders. The Government may also specify on certain task orders that IDIQ contract holders may propose labor categories other than those listed above.”
12. Does International Affairs include support to the International Cooperation office, or support to international affairs related aspects of MDAPS supported by DASD offices, or both?
a. The International Affairs does not currently extend to the International Cooperation office. There is no provision prohibiting use of contract by other USD(AT&L) offices.
13. Can you specify the 2 DASD offices supported by TO X?
a. The OASD(A) has recently undergone a realignment and in all probability, during the period of the contract, OASD(A) may be realigned again to meet evolving requirements in OASD(A). There are two DASD offices supported by TO X. They are DASD (Tactical Warfare Systems) and DASD (Space, Strategic, and Intelligence Systems).
14. Should the page count described in M-4.3 for PWS Section C-4.2 be increased to 22 pages to align with Section L?
a. Yes. See revised solicitation.
15. Solicitation Attachment #2; Seed Task Order X Att. 1 Regarding: “Total price according to the following Firm Fixed Price CLIN schedule: CLIN 0001 – Labor CLIN 0002 – ODCs/Travel (insert $2,500.00)” Please verify CLIN 0002 will be Firm Fixed Price type.
a. Verified.
16. Solicitation Attachment #2; Seed Task Order Y Att. 2 Regarding: “Total price according to the following CLIN schedule: CLIN 0001 – Labor (Firm Fixed Price) CLIN 0002 – ODCs/Travel (Cost) – insert $5,200.00” Please verify CLIN 0002 will be Cost Reimbursement type.
a. Verified.
17. For the ATSS-Small Business effort, does the Government have an issue with the IDIQ Program Manager also being the Task Order X Project Manager in order to streamline the contract management structure until additional TOs expand the overall IDIQ workload?
a. That is acceptable.
18. For the ATSS-Small Business effort, does the Government have an issue with the Task Order X Project Manager also being the Alternate IDIQ Program Manager?
a. That is acceptable, but not in conjunction with the solution proposed in the previous question as there would be no alternate.
19. Does the Government have any experience/education requirements for the IDIQ Program Manager, Alternate IDIQ Program Manager, or Task Order Project Manager?
a. See B-1.2.
20. Can the Government please provide clarification on Section B-1.2, Labor Expertise? How much experience, in terms of years, is required for the Advanced, Intermediate, and Basic labor expertise?
a. No, the Government feels the descriptions presented adequately allow for offerors to accurately determine the appropriate labor rates. The Government is more concerned with proposed personnel (for individual task orders) possessing the required skills than their number of years of experience.
21. Would the Government provide clarification on Section G-5.0 Task Order Procedures? Which companies will be eligible to bid on efforts assigned to NAICS 541990? Will all multiple award holders - small businesses included – be able to participate?
a. Only IDIQ contract holders that received awards under the full & open competition will be able to compete for task orders under NAICS 541990. This may include small businesses if they win a full & open award, but not the small businesses that solely receive awards under the small business set-aside.
22. Which volume should the offeror’s OCI Mitigation Plan be included in?
a. Volume I, Factor A.
23. Will the Government please confirm that the OCI Mitigation Plan will not be included in a volume’s page count?
a. Confirmed.
24. Per Section L-1.4.3, the Government notes that “the contracts referenced in the technical capability should be listed in appendix form on the last page (total of one (1) page) of this section.” Will the Government please clarify whether or not this one (1) page appendix will count against the offeror’s page limitation in this section? In other words, our interpretation of this instruction for an offeror proposing the small business set aside portion is that the offeror will have 9 pages to address technical expertise, and 1 page for an appendix, totaling the 10 page limitation of this section. Is this interpretation of Section L-1.4.3 correct?
a. Yes.
25. Will the Government please provide an estimate as to how much of the $300M maximum IDIQ dollar amount will be attributed to the small business set-aside?
a. The Government anticipates 20% of all awarded task orders will be reserved for small business set-aside.
26. All task level discussion in the Task Order X PWS seems to be DASD office focused, and does not appear to discuss ARA specific task requirements. Does Task Order X include support to ARA?
a. Yes, TO X does include support to ARA.
27. Are contractors required to provide on and off site (i.e. government and contractor site) rates?
a. Yes.
28. Will a contractor be required to have a facility near the government site(s)?
a. No, however, contractor personnel may be called upon to attend short turnaround meetings to meet requirements of the contract. The contractor shall determine how to best meet a short turnaround requirement near location of work specified in the Task Orders.
29. Reference Past Performance Questionnaires: Is it acceptable for a prime to submit one or more past performance questionnaires (PPQs) for partner/subcontractor past performance? Will prime contractor be scored lower on past performance if partner/subcontractor PPQs are submitted as part of the three?
a. Yes, it is acceptable to submit one or more past performance questionnaires for partner/subcontractor past performance. However, please note that at least half of the questionnaires must be specific to the prime contractor.
We are unable to answer the second half of the question because we do not understand the reference “as part of the three.”
30. Reference Factor C Response: Of the 8 past performances we can reference in our response to Factor C, how many must be from the prime contractor and how many is it acceptable to include from partners/subcontractors?
a. The submitted mix of past performance among prime/subs/partners is at the discretion of the prime or team to support the management plan for handling IDIQ requirements.
31. Reference Factor C Response: Does the one-page Appendix of past performances at the end of our response to Factor C count against the Factor C assigned page count?
a. Yes.
32. Reference Factor D, Seed Task Order X: Seed Task Order X states contractor will support three different offices, with two DASD offices identified with 3 PEs each. The third references AT&L Directorate for Acquisition for Resources and Analysis: how many PEs fall under this Directorate? Will this portion of the task require the same level of funding documents per year as the DASD offices?
a. The absolute value dollar of resources accruing to each office varies as a function of resources and should not be used as a factor for contract decisions. Acquisition Resources and Analysis (ARA) directly administers a single O&M Organization Responsibility Code (ORC) with many subaccounts across AT&L. ARA performs an oversight and coordination function for all funding accounts subordinated to AT&L.
33. Reference Factor D, Seed Task Order X: Seed Task Order X 3.1 states contractor shall support preparation of budget exhibits for assigned programs and projects. How many programs and projects is this referring to? Does each program/project require its own separate budget exhibits?
a. The number varies according to aligning of resources in the Department. The number of actions depends on the number of accounts and budgets approved based on Congress. During the annual Program Budget Review (PBR), the programs/projects could involve language for a high number of Programs of Record. In Fiscal Year 2014 (FY14), offices reporting to ASD(A) and the ARA office had primary responsibility for approximately 6 funding accounts.
34. Should resumes be submitted with vendor proposal responses to Seed Task Orders?
a. If resumes are the definitive confirmation of labor workforce qualification and availability, then resumes can appropriately be submitted. Other validation methods of workforce qualification and availability will be considered. However, any resumes chosen to be submitted will NOT be excluded from the page count, so the offeror will need to weigh the value of the information against other information to be included in this section.
35. Is it the Government’s intent to award each Seed Task Order to a successful ATSS IDIQ awardee? Or are the seed task orders samples only and not intended for actual award?
a. Seed Task Order X will be awarded for actual performance by one of the small business set-aside awardees. Seed Task Order Y will be awarded for actual performance by one of the full & open awardees.
36. Reference Factor D, Seed Task Order X: Is this task order/support currently being provided by a vendor? If so, what vendor is currently providing support to this task order?
a. There is an existing requirement for this work that is currently filled by several contracts and several different vendors, so the seed task order is not a direct follow-on.
37. Reference Factor D, Seed Task Order X: If this is a recompete of an existing task order/program, what is the current level of effort (how many FTEs – senior, mid, and junior level personnel)?
a. Since this work is currently being performed under several different contracts/task orders by different vendors, previous level of effort used on those contracts/task orders is not applicable to this task order. Offerors are encouraged to provide new and innovative solutions on which they will be evaluated, so the Government will not provide current or historical data on the requirement beyond what is included in the PWS.

a. The Government will post any future amendments to the final RFP URL.
39. The answer to Question 34 to the Draft RFP states: “The government intends to award four IDIQ contracts under the full & open competition and two IDIQ small business set-asides for a total of six awards.” However, the final RFP Section M-1.0 states that four or more IDIQ awards will be made, with two awards reserved for small businesses. Please clarify the number of full and open IDIQ awards and the number of small business IDIQ awards that will be made.
a. The Draft RFP answer to Question 34 is still correct. The Government intends to award four IDIQ contracts under the full & open competition and two IDIQ small business set-asides for a total of six awards, but that is not guaranteed and subject to change without further notice to potential offerors. As a result, the language that “The Government intends to award four or more IDIQ contracts…” will remain, along with the language that “If proposals received are not determined to be the best value to the Government, it is not obligated to award any IDIQ contracts.”
40. The language contained in Section B1.1, Contract Type, and Section L-1.1, Overview, seems to indicate that the CLINs for NAICS code 541611 will be used for small business set aside awards and as a result, only a small business is permitted to propose on the entire full & open competition requirements for both NAICS codes. In light of this language, we assume that CLINS 0001, 1001, 2001, 3001 and 4001 associated with NAICS 541611 are reserved solely for small business set asides and any resultant awards to a large business offeror proposing on the entire solicitation would only include the CLINs 0002, 0003, 1002, 1003, 2002, 2003, 3002, 30034002 and 4003 associated with NAICS code 541990. Is this assumption correct? If not, please clarify. If our above assumption is correct, is it also correct to assume that a large business offeror is not required to submit a proposal on Seed Task Order X, which is set aside for small business, but rather large businesses only need to propose on Seed Task Order Y ? If not, please clarify the requirement on which offerors need to propose on Seed Task Order X.
a. The full & open awardees’ contracts will still include CLINs 0001, 1001, 2001, 3001 and 4001 associated with NAICS 541611 as a future task order may contain an ancillary task under the 541611 CLIN. Offerors proposing on the entire solicitation shall provide responses to both Subfactor 1 and 2 (Seed Task Orders X and Y) to show that they will be able to perform on future task orders that may have some ancillary tasks within the 541611 NAICS code.
41. G-1.2.1, p. 2, “Program Manager”: The wording of the section implies that the Program Manager and alternate are not required to be identified until contract award. Please confirm or clarify.
a. Contractor Representative Program Managers need not be identified until contract award with the assumption that the designated individual is qualified to represent the company and is readily available for consultation and coordination of the contract requirement.
42. L.1.1, p. 71, Overview 3rd Paragraph: Please confirm that any version of MS Word, Excel, PowerPoint, etc. 2000 or later, with the exception of XP, is acceptable for proposal submission.
a. Confirmed.
43. L-1.4.2, p. 74, Security 3rd bullet: Please confirm that secure terminal equipment (STE) meets the voice capability requirement?
a. Confirmed. Secure Terminal Equipment with valid and current encryption shall meet the voice capability requirement as specified in the Task Orders.
44. L-1.4.3, p. 75, Factor C: Technical Experience 3rd Bullet: This section states: “All past or current contract performance referenced in the technical capability should be listed in the appendix form….”. Please confirm that past performances referenced in the Management Approach, Task Order X, or Task Order Y do not need to be listed on the Appendix page?
a. Confirmed.
45. L-1.4.3 & L-1.4.6, p. 74 & 76, Factor C: Technical Expertise & Factor F: Past Performance: Please confirm that more than 8 past performance references can be cited in Factor C, and listed on the final appendix page, to validate an offeror’s successful experience, and that the ‘up to 8’ questionnaires required are a subset of the past performance references cited in Factor C?
a. Confirmed.
46. L-1.4.6 & L-2.0, p. 76, Factor F – Past Performance & Factor F – Price: There are two Factor Fs, as noted.
Please clarify.
a. See Question 7.
47. L-3.2 & L-3.4, p. 78, Text & Binding and Page Limits: The Text section requires page numbers be consecutive. The Binding section states that pages are numbered in relation to their factor. Please clarify the proper numbering style requested: Factor A begins with A-1, then start Factor B with B-1? - OR - Factor A begins with A- 1, then Factor B begin with the next page number in sequence, i.e., Factor A ends on page A-5, and Factor B begins with B-6?
a. Factor A begins with A-1, Factor B with B-1, Factor C with C-1, and so on.
48. L-3.3, p. 78, Font Size: Please confirm that the administrative data (date, solicitation number, disclaimer, etc.) provided in headers and footers are excluded from the Font requirements, so long as the information is readable.
a. Confirmed.
49. Is it correct to assume that the Seed Task Order pricing is not included in the IDIQ pricing evaluation? If this is incorrect, please clarify how the TO pricing will be evaluated.
a. Correct.
50. Page 12 of 87, Position Descriptions: It appears that Position Description #18 for the S/P Engineer – Intermediate is the same as the description for position #23, Technical Program Analyst – Advanced. Please confirm the correct description is provided for the System/Project Engineer.
a. The distinction between a Systems/Project Engineer- Intermediate and Technical Program Analyst – Advanced is the predominance of technical expertise for the S/P Engineer - Intermediate versus the broader analytic skill of the Technical Program Analyst – Advanced.
51. Page 31 of 87, “If the TO PWS contains a majority of work under NAICS Code 541611, the TO RFP will be set-aside to the small business IDIQ contract holders.” Please confirm that ONLY offerors awarded IDIQ contracts through the SBSA competition will be allowed to bid on work that is predominantly NAICS 541611.
(Excludes small business primes awarded contracts through the F&O, but not awarded SBSA contracts.)
a. Confirmed.
52. Is it the Government’s intent that any offeror awarded an IDIQ contract is able to bid on task orders that are predominantly 541990? Reference: Pg 31, “If the TO Performance Work Statement (PWS) contains a majority of work under NAICS Code 541990, the Government intends to give all multiple award contractors (not set-aside for NAICS Code 541611 awards) a “fair opportunity” to compete unless an exception is authorized in statute or regulation to the “fair opportunity” process (see FAR 16.505(b), and as it may be amended in the future).”

a. Currently Program Element and funding distribution codes are distributed on a matrix across OASD(A) and served by a contractor base including representatives in DASD offices and a centralized Resource Management function. The contractor shall include in their technical approach the labor category mix, hours and key personnel necessary to accomplish the entire Performance Work Statement for Seed Task Order X.
60. Seed Task X Tasks 3.3 and 3.4 address budgeting and execution requirements and task 3.1 states that the contractor shall provide support in all phases of PPBE. Can the Government clarify the responsibilities of the contractor for planning and programming activities to support the six PEs and associated programs and projects?
Will the contractor be preparing input to the program review in addition to budget exhibits?
a. Skill sets associated with this include assisting in the drafting of baseline budget documents, responses to queries about status of funds, execution of data entry, and accounting for execution. Contractors will not be involved with the deliberation phase of program budget negotiations.
61. Since there is a wide range in support required between different PEs, programs, and projects, would the Government consider specifying the PEs and DASDs supported for each in Seed Task X?
a. As currently envisioned, predominate work will be in RDT&E and O&M distribution justifications and distribution accounting. The two DASD offices supported by TO X are DASD(Tactical Warfare Systems) and DASD(Space, Strategic and Intelligence Systems). Program Elements include Joint Systems Architecture Development, Unmanned Systems Common Development, Joint Munitions Technology, Joint Munitions Advanced Technology, Joint DoD - DOE Munitions Technology Development. In addition, budget and financial management support is required for an Operations and Maintenance Program Element for Space, Strategic and Intelligence Systems.
62. Can you please specify the Government IT systems that you expect the Seed Task X contractor to use to support the PPBE activities?
a. The primary IT system used for PPBE activities supporting this requirement is the Enterprise Business Accountability System, Comptroller Accounting and Budget System. The contractor will also use Microsoft Office tools such as Sharepoint, Excel, Word, and Outlook in performance of this effort.
63. Since the Seed Task X contractor will have access to industry proprietary data as part of preparing the budget exhibits and execution data, will the Government consider the Non-Disclosure form, along with the contractor’s internal control procedures, to preclude an OCI on the contractor’s ability to provide support to the programs that are in the PEs, programs or projects?
a. No, in addition to a Non-Disclosure Form, the contractor’s internal control procedures will be evaluated as part of the required IDIQ-specific OCI Mitigation Plan.
64. RFP Section C-4.1.5, Preparation of Documentation, states "Review, conduct analyses, provide technical comments, and develop staffing packages on acquisition and policy level documents and correspondence or requests for programs and activities." Is a "request for program and activities" a specific type of document in AT&L? If so, what kind/level of program or activity does this include, is there a template for the request, and does it go through a coordination process?
a. A "request for program and activities" is a functional activity performed in AT&L and not a specific type of document.
65. RFP L-3.4 / L-1.4.3 / M-4.2 Factor C: Section L and Section M differ in the page allocation for responding to PWS C-4.2. Is the total pages allowed 13 pages or 22 pages?

RFP Section L-1.4.3/Section M-4.3: RFP Sections L-1.4.3 and M-4.3, which address Factor C: Technical Expertise, generally refer to "technical approach", but instructions direct the offeror to include only a description of the offeror's technical capability relative to the IDIQ major functional capability areas, supported by evidence of relevant past or current contract performance. This is further amplified in Factor F, which states that past performance questionnaires must correspond to the eight (8) contracts referenced in Factor C. Section M also states that the Government's evaluation will consider the offeror's description of technical capability. For purposes of clarification, please confirm that Factor C is limited to a description of the offeror's capability (i.e.:
capability/experience relative to the IDIQ Task areas), and not a technical approach, and that Factor D: Seed Task Orders must include a technical approach (i.e.: how the offeror will accomplish tasking) for the specific TO requirements.
a. It is the Government’s intent to evaluate both technical approach and the offeror’s technical capability to meet this approach. Please see revised solicitation.
69. RFP L-1.4.3: Section L-1.4.3 Factor C states that "All past or current contract performance referenced in the technical capability should be listed in appendix form on the last page (total of one (1) page) of this section …".
Section L-1.4.6 Factor F states, “Each past performance questionnaire must correspond to one of up to eight (8) of the contracts referenced in Factor C (Technical Expertise).” It is understood that the offeror must designate up to eight (8) past performance references in Factor C for which questionnaires must be completed for Factor F.
However, for Factor C, may the offeror also cite examples of capability from other programs in addition to the eight
(8) primary past performance references to be designated in the appendix form/questionnaires?

86. RFP G-5.3 Task Order Proposal and G-5.2 Task Order Evaluation Process, p. 32, 33: If there is a specific small business goal/target for the contract, is it set at the task order or IDIQ level over the course of the five-year period of performance.
a. This will be specific to each offeror’s proposal. However, per G-5.2 and G-5.3, the Government reserves the right to evaluate at the task order level how well an offeror has met previously promised small business goals.
87. RFP H-1.1, p. 34: Please clarify this statement. Is it meant to say that the government may waive selected key personnel "requirements" to favor military veterans with service-connected disabilities?
a. Yes, key personnel minimum qualifications may be waived for military veterans with service-connected disabilities.
88. RFP H-3.0 and L-1.4.6, p. 36 and 76: Please confirm that, for those contractors pursuing contracts on both small and large business teams, one questionnaire per referenced contract is sufficient to minimize the burden on our government customers. (For example, if a contractor is on three teams and uses the same references for each proposal, the government reference is not required to submit the questionnaire three times.)
a. Confirmed. However, it should be clear to the Government which questionnaires pertain to which proposal(s).
89. RFP K, p. 65: Since FAR Clause 52.204-7 is included in the award, please confirm that offerors who are currently registered in the System for Award Management (SAM) do not need to submit anything further for Volume I, Section K.

a. Expenditure characterization and burn rate reports are the desired feedback. Specific characterizations (e.g.
labor, travel, etc) will be delineated in task orders.
101. P. 29, G-1.2.1, “The Contractor shall provide a Program Manager who shall be responsible for the performance of the work. The names of this person and an alternate who shall act for the Contractor when the Program Manager is absent shall be designated in writing to the Contracting Officer.” Will the government please clarify; is the IDIQ Program Manager key personnel to the IDIQ proposal submission? Also, must the alternate IDIQ Program Manager be identified by name at the time of the proposal submission, or after IDIQ award?
a. The contractor is free to determine their key personnel to perform the work. The Program Manager has to be identified at IDIQ award but billed to the government at Task Order award.

P. 71, L-1.1, “If a small business chooses to propose on both, it must submit two complete proposal packages.” Will the government please clarify its intent to have small businesses proposing on both domains submit two separate proposals? In the evaluation of proposals, will the small business be evaluated against the full and open competition and then again against the small?
a. Correct.

P. 74, L-1.4.2, “Confirmation that will have access to secure voice capability compatible with current DoD secure voice systems by Task Order award if requested for individual TO.” Will the government please clarify that if requested by a Task Order, will GFE will be provided, or if the Contractor will need to acquire equipment?
a. Individual Task Orders will indicate whether or not GFE will be provided or if the Contractor will need to provide equipment. This determination will be based on the classification of documents and processes associated with the task order.

a. If a small business is proposing on the full & open competition, they must still submit a response to Factor E to clarify their subcontractors’ business sizes. The complexity, variety, and amount of work small firms are to actually perform may vary based on the prime/sub or teaming arrangement.
108. P. 76, L-1.4.6, “The offeror shall request that their customer must submit past performance information on the Past Performance Questionnaire (Attachment #3). Each past performance questionnaire must correspond to one of up to eight (8) of the contracts referenced in the Factor C (Technical Expertise). The POCs identified on the questionnaire must be able to provide information on the quality of your performance.” Will the government please clarify; is the government requiring up to 8 PPQs from the offeror and their teaming partners/subcontractors?
