Analytic & Technical Support Services (ATSS) Sources Sought Notice Questions & Answers

Question 1.

The SSN identifies the Department of Defense seeks information…. Who is the ultimate customer?

Also answers similar questions submitted:

“Are you able to provide any details about intended clients/organizational scope of the Analytic & Technical Support Services (ATSS)? We are hoping to understand if it is relevant to procurements we were expecting in AT&L ASD(A) and ASD(R&E).”

“Who is the client(s) or organization(s) intended for this IDIQ? This point of information will have considerable impacts on industry’s ability to discuss potential teaming arrangements and probability of proposal submission since those considerations may depend upon the ultimate client(s) or organization(s).”

“Which DOD agency is this solicitation targeted to support?”

Answer 1:

Various offices supporting the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) may potentially have task orders under this anticipated IDIQ.

Question 2.

Is a response required in order to be on the bidders list in order to receive the anticipated solicitation?

Answer 2:

No.

Question 3.

Will this opportunity be posted on FBO or on a specific website?

Answer 3:

The current acquisition strategy is to post the solicitation on FBO. However, any acquisition strategy is subject to change. Statements made in the Sources Sought Notice and this amendment are not binding to the solicitation and potential subsequent award.

Question 4.

Is there an incumbent for this effort? If so, who is the incumbent and what is the contract number they have been performing under?

Answer 4:

There is no incumbent for this anticipated IDIQ contract. The technical areas included in this Sources Sought Notice have been extracted from several contracts and realigned under a single, expanded programmatic support effort. References to prior incumbent efforts may mislead potential offerors regarding the scale and scope of this requirement.

Question 5.

When do you anticipate releasing the solicitation?

Answer 5:

The Government anticipates to release the solicitation by the end of April, but please continue to monitor FBO for any additional related notices as this estimate is subject to change.

Question 6.

Due to the size and complexity of this work do you intend to have any further communications with industry prior to award (e.g., conduct an industry day or release a draft PWS/RFP for industry input and comment)?

Answer 6:

No.

Question 7.

Which current Task Orders are anticipated to become part of the IDIQ solicitation?

Answer 7:

Acquisition strategy for potential specific Task Orders under this anticipated IDIQ contract have not been decided yet.

Question 8:

Regarding the following submission requirement:

• Technical capability and past performance statements for all, or one or more, of the Technical Areas outlined below

• Evidence of experience and past performance should include contracts/task orders from the past five (5) years similar in type, size, and scope

• Examples must include contract numbers, project titles, dollar amounts, periods of performance, and Government points of contact (telephone numbers or email addresses)

Does similar size refer only to the size of the $300M ceiling, or to individual TOs, or both? If TOs, what is the representative or nominal size of the TO?

Answer 8:

Both sizes (potential overall ceiling and smaller task orders) will be considered valuable in the Government’s determination of technical capability of all, or one or more, of the technical areas.

The Government does not have an estimate of a representative/nominal size of task orders at this time.

Question 9:

Ref: Security Requirements, pg 2, 7th bullet, 2nd sub-bullet Does “off-site office space” refer to Contractor’s spaces?

Answer 9:

Yes.

Question 10:

Ref: Security Requirements, pg 2, 7th bullet, 3rd sub-bullet

Could the Contractor satisfy this requirement by having a telephone system compatible with a DoD secure voice system without the actual capability until after award since DoD secure voice systems require a need prior to installation?

Answer 10:

Yes. A company for which this is applicable should specify this clarification in the Security section of their response, and they will not be determined to be technically incapable for this reason.

Question 11:

Has the government determined the number of possible awards resulting from this solicitation?

Answer 11:

No.

Question 12:

Is a SCIF required to support this effort?

Answer 12:

Only the security requirements requested to be addressed in the Sources Sought Notice will be used to determine technical capability for market research purposes.

Question 13:

Under (6) Assessment and Security: What classification level of “secure analytical and collaborative facilities” are envisioned?

Answer 13:

The anticipated classification levels are listed in the security requirements section on page 2 of the Sources Sought Notice.

Question 14:

What is the acquisition strategy for this effort? The Sources Sought Notice says a multiple award ID/IQ contract. Does that mean it will be a stand-alone contract(s) or will it be a BPA using the GSA schedule. If it will use the GSA schedule, which one are you planning to use.

Answer 14:

The Government anticipates making multiple IDIQ contract awards under a single solicitation for this requirement.
