Sources Sought Notice Analytic & Technical Support Services

THIS IS A REQUEST FOR INFORMATION ONLY

The Department of Defense (DoD) seeks information for contractor support in the following general task areas:

• Acquisition Program Oversight Technical Support

• Operational and Technical Research Analyses, Assessments and Evaluations Support

(Studies)

• Research and Development

• Technical, Financial, and Congressional Affairs Support

To facilitate market research, the Government is looking to identify qualified sources under the North American Industry Classification System (NAICS) 541611 entitled “Administrative Management and General Management Consulting Services.”

Responses from “all” sources is requested including Large Businesses, Small Businesses, 8(a) Small Businesses, HUBZone Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses.

A Multiple Award Indefinite Delivery / Indefinite Quantity (IDIQ) contract with an estimated maximum dollar amount of $300 million (Subject to Change) is anticipated to be awarded in July 2014 with a one-year base period and four one-year option periods. Task orders will either be fixed price or cost reimbursable depending on the type of work to be completed.

The Government will analyze all responses to determine if a pool of qualified small business firms is sufficient for a total set-aside competition restricted to small businesses or for a partial set-aside competition restricted to small businesses. If there are not enough qualified small business firms to perform this requirement, the Government may solicit the acquisition as an unrestricted full and open competition.

This Sources Sought Notice is for market research purposes only and is not a request for proposal (RFP) nor does it restrict the Government as to the final acquisition strategy. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.

Due Date to submit a response to this Notice is Tuesday, 25 March 2014 before 3:00 PM Eastern Time via email (Subject Line: ATSS Sources Sought Response – [Company Name]) to Ms. Mary Beth Brown, Contract Specialist, at mary.e.brown462.civ@mail.mil. No hard copy or facsimile submissions will be accepted.

Questions concerning submissions should be in writing and directed to the above point of contact. No phone calls will be accepted.

Submission Requirements

There is a maximum page limitation of six (6) typed pages using 12 inch Times New Roman font within an 8.5 x 11 inches page size. Cover letters and extraneous materials (brochures, general capabilities statements, etc.) will not be read.

Interested firms should submit their response to include the following (in this order):

• Complete business name, including Data Universal Numbering System (DUNS) Number and Commercial and Government Entity (CAGE) Code

• Contact information (POC’s name and title, address, telephone, e-mail)

• Business size and classification (e.g., large, small, small-disadvantaged, SBA Certified 8(a), HUBZone, service-disabled veteran-owned) under NAICS code 541611

• If applicable, potential proposed teaming arrangements to include business size and classification of prime and subcontractors

• Confirmation that company has the ability to provide the personnel required to meet a) all or

b) one or more (specify which) of the Technical Areas identified below, for this effort in a timely fashion who are United States citizens and have the ability to work within 100 miles of the National Capital Region (NCR)

• Confirmation that company has a DCAA approved accounting program currently in place or proof of adequacy of company’s accounting system

• Confirmation that company can meet minimum security requirement compliance o Ability to provide and maintain contractor personnel at the Secret and/or Top Secret /

Sensitive Compartmented Information (SCI) minimum with Special Program Access eligibility o Capability to transport classified information to and from corporate offices and store classified materials up to “Secret” level at off-site office spaces o Have access to secure voice capability compatible with current DoD secure voice systems

• Technical capability and past performance statements for all, or one or more, of the Technical Areas outlined below o Evidence of experience and past performance should include contracts/task orders from the past five (5) years similar in type, size, and scope o Examples must include contract numbers, project titles, dollar amounts, periods of performance, and Government points of contact (telephone numbers or email addresses)

• Probability (high, medium, or low) of providing a proposal for a potential performance work statement inclusive of the Technical Areas outlined below

Technical Areas for Support Services

(1) Strategic Planning Activities:

Develop and analyze DoD strategy and operations to identify approaches to uniquely blend technology and concepts of operations to produce a full spectrum of innovative capabilities involving multi-domain solutions (including cross-DoD/Intelligence Community (IC) capabilities and whole of government partnerships) to identify capabilities that can be leveraged to satisfy warfighter needs. It also includes evaluating and providing recommendations for proposed projects addressing military capabilities. Efforts under this area could also identify, develop, enable, and integrate technical or planning solutions for compartmented and extremely sensitive operational requirements that involve cross-agency coordination.

(2) Capability Assessment and Technical Evaluation:

Provide system engineering and technical analysis support of new initiatives and concepts to support Combatant Commanders operational planning by performing requirements assessments, analyze system architecture, system behavior modeling, functional analysis, functional flows, functional descriptions, and system interface/interoperability. Develop, verify, validate and document modeling, simulation and analysis of threats for new proposed concepts including lethality, survivability, performance and other analyses to support decision making by senior leadership.

(3) Project Integration and Execution Support:

Oversight of rapid prototyping and demonstration efforts will require support to generate a preliminary technical management plan, estimate costs for demonstration and project milestone schedule for senior leadership. Perform comprehensive analyses of program, project and system requirements, translate requirements to discrete, attainable objectives, and recommend decisions in support of major project objectives. Oversight will also include review and critique of test plans, procedures, acceptance criteria and reports and recommendations for modifications.

(4) Science & Technology (S&T) Technical and Management Support:

Ability to support the DoD on a variety of S&T subject areas including scientific and technical analyses, secondary research, and data processing. Technology areas are identified in the technical engineering and science areas are general academic areas, e.g. physics, electronics, and chemistry. Examples of activities include but are not limited to:

o Researching and providing support to S&T subject areas and S&T initiatives o Drafting, revising, and editing technical papers in S&T subject areas for use by the S&T community Generating briefings, graphics, reports, and other papers related to the DoD S&T program for the S&T community

(5) Financial Management:

Provide all the services found in a programming or comptroller shop to include planning, programming, budgeting, executing (PPBE) and tracking data. Assist in providing financial and budget support and analysis for programs. Provide funding, forecasting, programming, budget information, execution status and funds reconciliation, following the PPBE process, using the requested FM tools and systems.

(6) Assessment and Security:

Provide specialized classified “analytical services” and “support services”. The “analytical services” capability required encompasses comprehensive integrated warfare research, analysis, and modeling and simulation across multiple DoD warfare mission area and associated classified systems including theater air and missile defense concurrent with force power projection. The “support services” needed to effectively enable the analytical efforts include, but are not limited to: classified data and security management; and secure analytical and collaborative facilities, and a secure IT wide-area network infrastructure for multi-agency collaboration and analysis. Other applicable areas related to Assessment and Security includes the following:

o Warfare Performance Analysis of Military Capabilities o Acquisition Trades Assessments o Security and Information Management with cleared personnel and security processes up to Special Access Program (SAP) and Sensitive Compartmented Information (SCI) o Secure Information Management (IM) Infrastructure across multiple agency locations for conducting support analysis with the capability of securely moving information and data from unclassified levels to increasingly higher aggregated classified levels
