DoD Rapid Innovation Fund FY 2014 – Amendment 0005 Solicitation Number: HQ0034-14-BAA-RIF-0001 Important Note: The following modifications have been made to this solicitation since its release — May 23, 2014.
Solicitation - DoD RIF BAA Instructions:
Section 1.1, second paragraph has been changed to read:
WHS/AD will not issue paper copies of this announcement. WHS/AD reserves the right to fund all, some or none of the proposals in response to this announcement and to create and maintain a reserve list of proposals for potential funding, in the event that sufficient funding becomes available. WHS/AD provides no funding for direct reimbursement of proposal development costs. White Papers, technical and cost or price proposals (or any other material) submitted in response to this BAA will not be returned. All proposals will be treated as sensitive competitive information and their contents will be disclosed only for the purposes of evaluation.

The following new requirements are added:
Requirement Number: MRMC03 Title: Optimized Warfighter Mental Acuity Military System or Acquisition Program Customer: PEO-Soldier-Integrated Soldier Sensor Suite (ISSS) Program Description: Develop and demonstrate an advanced technology that measures, estimates, and provides actionable information for the purpose of optimizing mental acuity (i.e., decision-making, problem-solving, alertness, and situational awareness relevant to strategic and tactical planning) in the operational environment. Relevant measurements include, but are not limited to, sleep and wake cycles and circadian rhythm characterization. Refine COTS technology for miniaturization, ruggedization, and lower size, weight, and power requirements (SWaP) and integrate with evidence-based guidelines for managing sleep schedules and available interventions (pharmaceutical and non-pharmacologic) to optimize mental acuity.

Requirement Number: MRMC04 Title: Hardware-integrated, predictive algorithm for potential concussive brain injury resulting from blast and/or blunt trauma Military System or Acquisition Program Customer: PEO-Soldier-Integrated Soldier Sensor Suite (ISSS) Program Description: Demonstrate an advanced technology that measures biomechanical force to the head and provides output that shows the likelihood of concussion/mTBI for individual Soldiers. Utilize COTS technology to demonstrate the reliability and validity of predictive algorithms for concussion/mTBI from blast overpressure exposure and blunt trauma. Collaborate with research centers to share data for validation of the predictive algorithm.

Requirement Number: MRMC05 Title: Ration components to improve operational readiness by supporting physical and cognitive function in an expeditionary force Military System or Acquisition Program Customer: Individual Ration Platform; Macronutrient Optimized, Dense Ration Concept; Future Assault Ration.
Description: Demonstrate smaller and lighter ration items that will reduce physical load and be comprised of nutritional components that maximize physical and cognitive performance during missions, especially performance of Soldiers in isolated small units and extended operations. Demonstrate ration items that improve recover time/readiness between missions due to nutritional status. Develop nutritionally optimized ration items that protect against the chronic injury/illness consequent to battlefield exposures.

Section 1.9.6 has been changed to read:
The Air Force is targeting technology that has matured to Technology Readiness Level (TRL) 6 for purposes of white paper/proposal submission. Technology presented should be able to mature to TRL 8 or 9 within 24 months. In circumstances of exceptional technical merit, white paper/proposal submissions with a lower TRL rating than 6 at project inception or 8/9 at project completion will be considered for award, as determined by the Source Selection Authority.
Within the Department of the Air Force RIF Annex:
Section 6.2.1 Factor 2, (b), last sentence, has been changed to read:
In circumstances of exceptional technical merit, proposals submissions with a lower TRL rating than 6 at project inception or 8/9 at project completion will be considered for award, as determined by the Source Selection Authority.
