DoD Rapid Innovation Fund FY 2014 – Amendment 0003 Solicitation Number: HQ0034-14-BAA-RIF-0001 Important Note: The following modifications have been made to this solicitation since its release — May 23, 2014.
Solicitation - Annex Text Changes
Within the Department of the Army RIF Annex:
Requirement Number: ARDEC01, the Title has been changed to read:
Storage, Distribution, Accountability, Packaging, Blocking, Bracing and Retrograde of Materials for Army Sustainment
Within the Department of the Army RIF Annex:
Requirement Number: ARL01, Description, has been changed to read:
Demonstrate extraction of meaning in relationships between people, objects, and locations from a variety of text and multi-source datasets. Compute automated multi-modal network displays to build detailed network models from unstructured text. Model entities as complex systems of attributes, logical rules and inter-relationships. Perform automated inference to compute the entity relationships and attributes that are implied by the noisy and incomplete data. Provide means of representing various aspects of uncertainty in the network view to assist human decision making. Visualize observations and inference of the social network. Demonstrate potential impact of technology on accuracy and timeliness of decision making in a military environment.
Within the Department of the Army RIF Annex:
Requirement Number: DBFA01, Description, has been changed to read:
Produce novel and useful tools, devices, software, or systems that have the potential for forensics application to support criminal justice and expeditionary missions. Examples include improvements to the "front end" of the forensic analysis through the development of nondestructive or minimally destructive methods for evidentiary sample identification and/or collection; development of tools or methods that can separate the various components of a mixture; development of improved tools for examining aged, degraded, or otherwise compromised physical evidence; and development of novel bioinformatics platforms for the interpretation of next-generation sequencing data, including the significance of association. Priority consideration will be given to projects that demonstrate potential for increased quality of result and/or decreased time/cost related to the collection, screening, analysis, or interpretation of sexual assault forensic evidence.

Requirement Number: 11.q, Description, has been changed to read:
Developing improved tools and methods for fusing multi-variant intelligence and SSA data to support space object/system characterization. This capability should increase U.S. understanding and confidence-levels associated with the intent of non-cooperative space operators. Develop automated algorithms for recognizing and assessing space object/system characteristics in the context of real-time alerts to U.S. operators if a non-cooperative space asset could threaten U.S. forces, along with an understanding of the relevant facts and Courses of Action which the Joint Space Operations Center (JSpOC) should consider.
Requirement Number: 11.r, Description, has been changed to read:
Developing information technology to manage/integrate SSA data/information across classification levels (moving downward low data on higher networks and/or cleansing high data on high networks so it can be synthesized at lower classification levels). Developing planning/direction algorithms to automate and continuously optimize operation of the SSA enterprise, so that the Joint Space Operations Center (JSpOC) has a logical way to adapt to significant changes in the space threat posture.
Requirement Number: 11.s, Description, has been changed to read:
Researching autonomous recognition of aberrant data patterns to provide the Joint Space Operations Center (JSpOC) with relevant and timely indications and warnings of hostile or threatening actions by non-cooperative space forces.
Section 6.2.1 Factor 2, (b), has been changed to read:
Feasibility includes TRL for technologies/processes of 6 (system/subsystem model or prototype demonstration in a relevant environment) at project inception and 9 (qualified through testing and ready for production) by project completion. In circumstances of exceptional technical merit, proposals submissions with a lower TRL rating than 6 will be considered for award, as determined by the Source Selection Authority.
