DOD Call Center Questions
Contract Related Questions:
1. Are there any Page Limitations / Size Limits to the responses?
Answer: Please see amended combined synopsis/solicitation.
2. Are electronic (email) submittals to edgar.moso.ctr@whs.mil and florence.kasule@whs.mil acceptable? And for the submittal are normal Microsoft Office files (Word, PDF, Excel) acceptable?
Answer: How to submit quotes and the acceptable formats is specified on the amended combined synopsis/solicitation.
3. Would the Government please identify the following:
Answer:
a. The incumbent: Parra Consulting Group, Inc.
b. The incumbent contract #: HQ0034-13-P-0052
c. Incumbent contract value: $43,274.88
4. Is the scope of the incumbent contract the same as what is required in the new solicitation? If not, would the Government please summarize the changes?
Answer: The scope of the incumbent contract is the same as what is required in the new solicitation. However, the period of performance and the workload volume does differ.
5. May offerors submit their proposals via email?
Answer: Yes. See the amended solicitation for submittal instructions.
6. We understand that the call center is the result of a consolidation of services previously performed under separate contracts. Are similar services currently being performed by a contractor at FT Meade? If so, who is the incumbent contractor, and what is the contract number?
Answer: See question and answer no. 3 above.
Technical:
1. Do I have to have the TS clearance at time of proposal or will WHS sponsor us post-award? Also, there is no "1.6.7" listed in the SOW Demonstrates possession of appropriate facility and security clearances, as prescribed in paragraphs 1.6.7 and 4.2 of the PWS.
Answer: Vendors must possess Top Secret Facility Clearance and Top Secret Security Clearance at the time of proposal. PWS has been updated, see paragraphs 1.6.7 and 4.2.
2. The DD254 and Section 4 of the PWS indicate personnel do not require an SCI level clearance, while Section 1.6.7 indicates a current SCI is required. Which is correct?
Answer: SCI is not required. PWS has been updated; see PWS paragraphs 1.6.7 and 4.2.
3. Will the Contract Manager require TS-SCI eligibility?
Answer: The Contract Manager and Alternate will require a Top Secret Security Clearance.
4. Technical Exhibit 1 Performance Work Summary states the successful threshold for PRS #2 and PRS # 3 to be 130 RRUs/day and 70 IRs/day, respectively. Technical Exhibit 3, Estimated Workload Data, indicates the projected number of RRUs and IRs to be processed per year at 170,000 and 70,000, respectively. If the contractor meets the successful performance threshold each day, and assuming a 250 workday year – the total number of RRUs and IRs completed per year would be 32,500 and 17,500, respectively, far below the projected workload. Would the government please review the thresholds and/or the estimated workload data and confirm the numbers are correct?
Answer: Thresholds and estimated workload data have been corrected. Please see PWS Technical Exhibits 1 and 3.
5. Would the Government please clarify that the clearance required is Top Secret or Top Secret/SCI eligible for the Contract/Alt Manager and the 13 FTE support personnel at both the time of proposal submission and when they actually begin work on the contract?
Answer: Top Secret Security Clearance is required for the Contract/Alt Manager and the 10 FTE support personnel at the time of proposal submission, when they actually begin work, and throughout the life of the contract.
Sec 1.6.7 states: "Contractor personnel performing work under this contract must have a current Top Secret/SCI security clearance reflected in the Joint Personnel Adjudication System at the time of the proposal submission, and must maintain the level of security required for the life of the contact. The security requirements are in accordance with the attached DD254."
Answer: PWS Section 1.6.7 has been updated. SCI is not required.
Sec 4.2 states: "The Contractor's employees, performing work in support of this contract shall have been granted a TOP SECRET security clearance."
Answer: Correct
Sec 5.1 states: The contactor must provide 13 FTEs with not less than Top Secret Clearance eligibility."
Answer: PWS Section 5.1 has been updated.
Sec 1a. of the DD 254 indicates a TS/SCI Eligible Facility Clearance is required, While sec 10e (1) indicates the contractor will not have access to SCI information.
Answer: DD254 Section 1.a requires Top Secret Facility Clearance.
6. What is the RRU process? Please see PWS paragraph 5.2. What reports are associated with this process?
Answer: Please see Technical Exhibit 2 “RRU & IR Status Report”. (e.g. accurate and complete statistical data may include, but does not have to be limited to, the number of cases awaiting supporting documentation, the number of cases reopened, the number of cases uploaded, the number of requests received, and any trends noticed.)
7. What information is expected in the incident reports?
Answer: Please see PWS paragraph 5.2. Incident reports are generated by Security Managers. Contractors will follow established SOP to process Incident Reports. Please see Technical Exhibit 2 “RRU & IR Status Report”. (e.g. accurate and complete statistical data may include, but does not have to be limited to, the number of cases awaiting supporting documentation, the number of cases opened, the number of cases closed, the number of requests received, and any trends noticed.)
