Questions and Responses Solicitation HQ0034-11-T-0027
Video Production Services
Q 1. I just wanted to confirm that this solicitation can only be bid on by Service-Disabled Veteran-Owned Small Businesses?
A 1. Yes, this is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses.
Q 2. Please reference # 2. Past performance.
(2) Past Performance: Each Offeror shall identify three (3) contracts with the Federal Government and/or commercial customers that demonstrate recent and relevant past performance. Recent is defined as within the last two years. Relevant is defined as work similar in complexity and magnitude of the work described in this SOW. Offerors shall return Performance Questionnaire (Attachment B), fully completed by Evaluating Organization with RFQ by response due date.
My Company does not have past performance contracts to reference. If we submit a quote for services will it be considered or disqualified?
A 2. Your quote will be considered. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
Q 3. I have a question pertaining to Video Statement of Work (SOW). At 3.7 Post Production it states "Library footage: Included in this cost estimate is existing stock footage of the Pentagon (including footage from September 11, 2001) many Federal buildings, and iconic landmarks in the Washington DC area, chem/bio/nuclear training exercises in the National Capital Region, as well as footage from foreign countries. " Is this stating that the library footage is in your possession and will be provided for the production?
A 3. No. PFPA will, as much as possible, support the shooting of video, to include PFPA people and equipment in action. However, it will be exceedingly unlikely that we could assist with shooting aerial footage of the Pentagon Reservation, for instance. So in cases where file footage is needed, it will be up to the contractor to acquire it. The Department of Defense does have a file footage resource in defenseimagery.mil. But there are costs associated with the duplication and acquisition of their materials. The intent is to minimize the amount of the project’s budget that is spent acquiring this footage. Nominally, the contractor will have existing access or subscriptions to file footage libraries or services.
Q 4. Is it the intent of PFPA to supply stock footage for this entire project?
A 4. No. Acquisition of necessary file footage will be done by the contractor.
Q 5. Is it the intent of PFPA that the contractor supply stock footage free of charge to the project?
A 5. PFPA’s intent is to minimize the amount of the project’s budget that is spent acquiring stock/file footage. Nominally, the contractor will have existing access or subscriptions to file footage libraries or services.
Q 6. Will PFPA supply the chem/bio/nuclear training exercise footage?
A 6. PFPA does not maintain a file footage library. PFPA will, as much as possible, support the shooting of video, to include PFPA people and equipment in action.
Q 7. Will PFPA supply September 11 Pentagon footage?
A 7. PFPA does not maintain a file footage library. Nominally, the contractor will have existing access or subscriptions to file footage libraries or services.
Q 8. If the contractor does not have footage as mentioned in the 'Requirements' section of the SOW under paragraph 3.3 iii, is it acceptable to include such costs to acquire.
A 8. Yes. However it is PFPA’s intent to minimize the amount of the project’s budget that is spent acquiring stock/file footage.
Q 9. Do you have a general timeframe of when you want the work to take place, and of the delivery date?
A 9. The work will take place at the convenience of PFPA and the contractor to allow for all milestones outlined in the SOW with a “drop dead” delivery date of August 4, 2011.
Q10. Are you going to want any graphics - artwork that has to be created from scratch and/or animation, graphs, charts?
A10. PFPA can provide high-resolution .jpg images of DoD logos and crests as needed. Otherwise production of graphics and artwork will be done by the contractor based on the needs of the script.
Q11. Do you have a budget ball-park estimate which you can share with potential bidders? We know this is generally not something you could speak to, but your budget is what determines level of effort and final product.
A11. Budget information is not available to Offerors, the SOW provides guidance to the level of effort.
