Amendment 0002 Questions & Answers for HQ0034-09-R-3004

Q1: Has any contractor been performing these services (or similar) for the customer up until now? If so, can you provide the name of the contractor?

A1: Yes, the name of the incumbent contractor is Gartman & Associates.

Q2: Is the only pricing required the pricing schedule for the sample task order?

Should this be on a SF1449? Do you desire a separate page showing rates and discounts? The Statement of Work, Technical Exhibit Workload Estimates, indicates that the labor category desired is an on-site senior consultant. Are other labor catagories and rates desired in this proposal?

A2: Yes, per page 17 of the PWS, Section 22.4 it states, “The contractor will provide its pricing schedule by utilzing the sample task order provided (see attachment 4).” The fifth paragraph under Section 22.4 states, “Offerors are therefore reminded that they are to submit offers in response to the task order solicitation that will be binding should the Government select them for award without discussions, and to do so that they must include their best firm-fixed pricing on a fully complete and signed SF 1449 for the task order solicitation.

Failure to do so may result in the Offeror being determined as non-responsive and not considered for award.”

Yes, a separate page showing rates and discounts is requested per the first paragraph of Section 22.4, “The Offeror shall also provide a detailed basis for the price, identifying all prospective labor categories and rates for the labor categories including any discounts. The Offeror shall also show profit and overhead, if not included in the labor rate. Lack of detail may result in an application of higher risk by the Vendor Evlauation Authority in the selection process.”

The labor category listed under the general Facilitation Services Statement of

Work is a general labor category. Other labor categories may be needed, but it will be determined on a task order by task order basis.
