8. Page 122 Section 8. Technical Capability ( c ) it states, “The Offeror shall provide resumes of key personnel proposed to work on this task..” Could you please specify which positions are Key. DSCA will not specify which positions are key. Each offeror has the responsibility of designating key personnel as required by their proposal to execute their approach.

9. Page 122 Section 8. Technical Capability (b) it states, “The offeror’s Technical Capability submission shall be no longer than 25 pages”. Do Past Performance examples count within the 25 page limit? Are there any formatting requirements with the 25 page limit? Do not confuse the details of the Technical Capability submission with the details of Volume II. Technical Capability and Past Performance are to be submitted as content of Volume II. However, Section 8 addresses Technical Capability not Technical Capability and Past Performance.

Language at 8.c that currently reads, “The Offeror shall demonstrate successful past performance of this type of work, including the complexity and diversity of previous work” shall be revised to read as, “The resumes shall demonstrate experience performing work of this type of work, including the complexity and diversity of previous work.”

Paragraph 8.d is added to the proposal. 8.d reads as, “Font size of the proposal shall be no smaller than 8.”

10. Page 123 Section 9 Past Performance (b) Is there a maximum number of Past Performance Surveys a contractor can submit? Additionally, how many Past Performance examples are required of the Prime and Sub-Contractors?

HQ0013-R-11-0010 shall be amended as follows: Under ADDENDUM TO FAR 52.212-1 INSTRUCTION TO OFFERORS - - COMMERCIAL ITEMS (OCTOBER 2000), paragraph c is added to Section 9. Past Performance. 9.c reads as follow:

Names, addresses and numbers of the concerned DSAC personnel are listed on the questionnaires.

The language at 9.b state, “…….at least three recent contracts…..”

11. What positions are identified as key employee positions? DSCA will not specify which positions are key.

Each offeror has the responsibility of designating key personnel as required by their proposal to execute their approach.

12. The RFP states that offerors shall 'provide resumes of key personnel proposed to work on this task." Given the large number of positions, can the government specify how many and which categories are considered "key" and require a resume with the proposal. DSCA will not specify which positions are key. Each offeror has the responsibility of designating key personnel as required by their proposal to execute their approach.

13. Can you clarify exactly the number of resumes required to be submitted for a responsive bid offer? DSCA will not specify which positions are key. Each offeror has the responsibility of designating key personnel as required by their proposal to execute their approach.

17. Must non-key personnel resumes be provided? Refer to solicitation and submit as requested.

18. Will the government give the same credit for past performance of our subcontractors as past performance from the prime? Yes, where the subcontractor cannot be considered key personnel. See the response to number 19.

19. Can we include the past performance from our key personnel? Yes. Please note key personnel are being evaluated as part of Technical Capability, not as part of Past Performance.

20. Offerors are to bid 2088 hours per year. Normally on government contracts, offerors are asked to bid 1880 or 1920 hours, based on 40 hours per week year round performance, but taking into account a deduction for holidays and employee vacation time. Please clarify whether offerors are to assume 2088 hours of work performance for each position, and whether offerors will be paid for 2088 hours each year. The CLINs are Labor Hour type.

Therefore, DSCA will only pay for the hours that are worked. An individual will not be required to 2088 but a position may require 2088 hours of coverage. NESA will have the discretion to cover selected or all positions over the full contract period.

21. Under FAR 52.222-2 statement a says “(a) The use of overtime is authorized under this contract if the overtime premium cost does not exceed (0) or the overtime premium is paid for work –“ With a standard work year being 1920 hours and the Government projecting 2088 hours, it appears overtime is already projected but the clause includes “0” as a not to exceed. Technical Capability and Past Performance are to be submitted as content of Volume II. However, Section 8 addresses Technical Capability not Technical Capability and Past Performance.

26. Will the responses to the Past Performance Questionnaire be considered as part of the 25 page limit? Past Do not confuse the details of the Technical Capability submission with the details of Volume II. Technical Capability and Past Performance are to be submitted as content of Volume II. However, Section 8 addresses Technical Capability not Technical Capability and Past Performance.

Past Performance Questionnaire:
