52.212-2 Evaluation-Commercial Items: The Government will award a contract resulting from this solicitation to the responsible Offeror whose quote conforming to this solicitation will provide overall best value to the Government; technical, and price considered. The following factors shall be used to evaluate offers;

(2) Factor 2. Price: Quotes must be firm-fixed priced, and include all services requested.
Offerors shall provide a detailed breakout of all costs for each line item, (e.g. quantity, descriptions, personnel, amount of time).
Quotes will be reviewed and evaluated in accordance with the evaluation criteria identified below:
(1) Technical Capability: The Offerors must define their technical capabilities that satisfy the requirements defined in the Performance Work Statement (PWS): Items:
3.0 Database “Call and Response” Service
3.1 Capability
3.2 Management
3.3 Marketing Materials
Each offerors Technical Capability will be evaluated and assigned an adjectival rating. The following rating scheme for Technical Capability will be used: Outstanding, Good, Marginal, and Unsatisfactory
Technical Capability Rating Definitions
Outstanding: – The offeror’s response substantially exceeds the stated requirements. The Offeror has convincingly demonstrated that the solicitation’s requirements have been exceeded and the supplies/services should be of exceptional work quality. Fulfilling the definition of “outstanding” indicates there is a significant probability of success and insignificant risk that the offeror would fail to meet the quantity, quality, and schedule requirements. Furthermore, the offeror has demonstrated their proposed solution exceeds the solicitation requirements in most areas, has no deficiencies, many strengths, and few or no weaknesses and risks.
Good: The offeror’s response meets or exceeds the stated requirements. The Offeror has credibly demonstrated that the solicitation’s requirements have been fully met or in some instances, exceeded, and the supplies/services should be of better than average work quality.
Fulfilling the definition of “good” indicates that there is a reasonable probability of success and little risk that this offeror would fail to meet quantity, quality, and schedule requirements.
Furthermore, the offeror has no deficiencies, some or few weaknesses or risks, and some strength that will benefit the agency.
Marginal: The response to the factor does not meet the stated requirements and/or does not address the specific factor being awarded. Deficiencies were noted. The offeror has demonstrated that the solicitation’s requirements may not have been met and the supplies/services would result in significant risk to achieving any work quality. Fulfilling the definition of “unsatisfactory” indicates that what was submitted lacks essential information or is conflicting and unproductive. The proposal contains significant deficiencies such that a major corrective action would be required to enable the offeror to meet the minimum requirements.
Furthermore, the degree of risk is so high that there is no reasonable likelihood of success;
regardless of price.
Unsatisfactory: The response to the factor does not meet the stated requirements and/or does not address the specific factor being awarded.
Furthermore, the degree of risk is so high that there is no reasonable likelihood of success;
regardless of price.
Adjectival Ratings
(Outstanding) – Outstanding quality; offers one or more significant strengths not offset by weaknesses;
very good probability of success with overall low degree of risk in meeting the government’s requirements.
(Good) – High quality: offers one or more strengths not offset by weaknesses; good probability of success with overall low to moderate degree of risk in meeting the Government’s requirements.
(Acceptable) – Fair quality: any strengths are offset by weaknesses; fair probability of success with overall moderate to high degree of risk in meeting the Government’s requirements.
(Marginal )‐ Overall quality can not be determined because of minor errors, omissions, or deficiencies which are capable of being corrected without a major rewrite or revision of the proposal.
(Unacceptable) ‐ A proposal which contains major errors, omissions, or deficiencies, or an unacceptably high degree of risk in meeting the Government’s requirements, and these conditions can not be corrected without a major rewrite or revision of the proposal.
(2) Price: Price is not rated. A price analysis will be used to evaluate an offeror’s proposed price. Price will be evaluated for value offered for the price, and extent which it is fair and reasonable in terms of the Government’s requirement.
Technical Capability is more important than Price. Price will become increasingly more important as the non-price evaluation factor becomes increasingly equal. The importance of price in the evaluation for award will depend upon the differences in evaluated technical quality among offerors.
