Sample Call 1

Charts Only
DoD 1: Note: Black, bold font reflects custom named data fields, black font (not bolded) reflect user inputs, and blue, bold font reflects a list found in FPDS (see tab "Sample Query Types"). You may choose to abandon this convention as you design the system. It is merely intended to convey details about the construction of this notional template.Obligating AgencyFunding AgencyContracting Office ID
All DoD ObligationsAll DoD Funded ActionsN68936

DoD 1: The database "call and response" service will send the user a pre-formatted data table and visualization report based on a ruling system of simple filters. For example, the "response" to the notional "call" query shown on this Excel tab would identify all the contract records in FPDS with "Contracting Office ID = N68936".

You SHOULD design the "call" and the "response" template or set of templates to reflect simple inputs and aesthetic outputs. Be sure to describe how you would organize, structure, and deploy your framework (e.g., one or many email addresses) in plain language. Also, be sure to identify sample use-cases for notional target users (program managers, contracting officers, competition advocates, small business specialists, the public, the Congress, etc.).

Note: As part of your proposal, contractors should describe, show, and/or demonstrate their capability, mastery, and understanding of both design art and the technical tools needed to deliver this service. At a minimum, this includes providing screen shots of a Microsoft Excel-compatible template and visual aids to be delivered as "responses" to user "calls" (e.g., small business bar chart, competition trends chart, place of performance map).

DoD 1: This data was taken from an FY11 download of FPDS to illustrate a more advanced "call".

Note how the "PIID" duplicates "Contract_Number" for these purchase orders and "C" type contracts in rows 2 - 11 (identifiable by the letters "p" and "c" in the string)

DoD 1: Note how the "PIID" differs from the "contract_number" shown in these General Services Administration (GSA) Indefinite Delivery Indefinite Quantity (IDIQ) contracts.

For IDIQs, the GSA "contract_number" is used by many federal agencies, while the "PIID" is used as a unique identifier by contracting organizations.

As one looks at more FPDS data, it becomes evident that both fields are needed to create a unique identifier. This is why filters must be cascaded left to right (Column A = 1st Filter; Column B = 2nd Filter, etc.).

A "common" user error would be to apply only a single filter, if the desired output required two or more filters. These types of helpful hints and underlying assumptions should be annotated in the "response" report to the user under a tab labeled "Notes".

Sample Call 3 Template for DoD Policy Memo DoD 1: This database and service may be leveraged in innovative ways throughout the life of the contract.

For example, the Department may issue a policy memorandum directing users to fill and submit this template. The Department would then ask the contractor to supplement the FPDS database by "joining" table "20131001" with other similarly crowdsourced data points (i.e., environmentally friendly status).
