About this file

This is a specification attachment document for a Hydraulic Power and Construction Company (HPCC) backhoe attachment procurement. The document details the requirements for an adjustable rigid mechanical thumb to be welded onto backhoe units by dealer vendors awarded the state bid. The mechanical thumb must feature two working positions with a single heat-treated adjusting pin, fold and store directly on the dipper stick via a main pin, and utilize heavy-duty, high-grade T-1 steel construction. The attachment is intended for grappling, demolition, placing rip rap and boulders, scrap handling, log handling, and recycling applications. The unit must be sized and matched to the specific brand and model of backhoe called for in the base bid specifications, with capacity ratings designed for the specific machine class ranging between 3,500 and 30,000 pounds.

The thumb attachment must be a two-tine unit and cannot be a single-tine design. The specification requires that the unit be capable of having additional replaceable mounting plates and must not require disassembly, removal of support structure pins, or separate storage of components and parts. The dealer or vendor awarded the state bid is responsible for performing the welding work to attach the unit to the backhoe at the time of manufacture or delivery. No specific pricing, timeline, or contract award information is provided in this attachment document.
