About this file
This is an instructional guide document issued by eVA.virginia.gov detailing the procedures for submitting bids in response to Quick Quote solicitations posted on the Virginia Business Opportunities (VBO) page. The document provides step-by-step instructions for vendors to navigate the eVA online bidding platform, including accessing opportunities through daily Leads notifications, reviewing solicitation documents, and submitting formal responses. The guide emphasizes the importance of thoroughly reviewing all available information and attachments before responding and recommends contacting the buyer with any questions prior to submission.
The document outlines the technical submission process, including entering unit prices for each line item, calculating total bid amounts, and validating proposals before final submission. Quick Quotes are awarded to the lowest responsive and responsible bidder, requiring vendors to submit their most competitive pricing. The guide includes practical tips for managing draft proposals, noting that incomplete submissions can be saved and resumed later by accessing the Manage RFx's section. The document stresses that buyers establish all terms and conditions for each solicitation, necessitating careful review of all requirements before bidding, and directs all inquiries back to the issuing buyer rather than to eVA.
