About this file
This document is an instructional guide published by the eVA.virginia.gov platform for responding to Quick Quote solicitations in Virginia. The guide outlines the step-by-step process for vendors to submit bids on state and local contract opportunities, beginning with reviewing opportunity details through the My Leads notification system or Virginia Business Opportunities page. Vendors are instructed to thoroughly examine all information on the Info and Items tabs, review all attached documents, and contact the buyer with any questions before proceeding. The response process involves accessing the proposal through the eVA platform, completing Response Information fields, entering Unit Prices for each item, validating the bid submission, and confirming final submittal.
The guide emphasizes critical bidding considerations for vendors participating in Quick Quote competitions. Vendors are advised that awards are made to the lowest responsive, responsible bidder, making competitive pricing essential to success. The platform allows vendors to save incomplete proposals and resume work at any time before submission by logging back into their account and accessing the draft through Sourcing and Manage RFx's. Vendors are reminded that buyers establish all terms and conditions, requiring careful review of solicitation documents, and that all questions should be directed to the buyer who issued the solicitation rather than other parties.
