About this file
This file is an instructional guide published by the Virginia eVA system (eVA.virginia.gov) for submitting bids in response to Quick Quote solicitations. The guide provides step-by-step procedures for vendors to respond to state contract opportunities posted on the Virginia Business Opportunities (VBO) page. The process requires vendors to review all solicitation information and attachments, click "Respond Online," enter unit prices for each item through the Item section, and submit their proposal through the validation and submission process. Vendors are advised to contact the buyer with any questions and may save draft proposals to complete at a later time by navigating to Sourcing and Manage RFx's in their account. The related contract opportunity is for Seven Bends State Park Refuse and Recycling Removal Services in Woodstock, Virginia, consisting of a one-year initial term beginning July 2026 with four optional one-year renewals. Optional site visits are scheduled between May 5 and May 13, 2026, with questions due by 5:00 PM on May 13, 2026.
Quick Quote awards are made to the lowest responsive and responsible bidder, making competitive pricing critical to success. The guide emphasizes that buyers establish all terms and conditions, requiring vendors to review solicitation documents thoroughly before submitting bids. No pricing details, set-asides, incumbent information, or funding sources are specified in this instructional document, as it serves solely as a procedural guide for the bid submission process rather than a specific solicitation with pricing requirements.
