About this file
This document is an instructional guide published by eVA (Virginia's electronic procurement system) that outlines the procedure for vendors to submit bids in response to Quick Quote solicitations posted on the Virginia Business Opportunities (VBO) page. The guide provides step-by-step instructions for interested bidders to navigate the eVA platform, beginning with reviewing opportunity details and attachments, then accessing the online response portal. Vendors are directed to complete their proposals by entering unit prices for each line item through the Items section, attaching any supplier documents requested by the buyer, and validating their submission before final posting. The document emphasizes that bidders can save draft proposals at any point during the process and return later to complete their response by logging back into their eVA account and locating the draft with a yellow indicator under Sourcing and Manage RFx's.
The guide highlights critical procurement information relevant to Quick Quote competitions, noting that awards are made to the lowest responsive and responsible bidder, thereby making competitive pricing essential for success. The document stresses the importance of thoroughly reviewing all terms and conditions set by the buyer prior to submission and directs bidders to contact the issuing buyer directly with any clarifying questions about the solicitation requirements or specifications.
