About this file

This is a procedural guidance document issued by eVA (Virginia's electronic procurement platform) updated February 5, 2024, providing instructions for vendors responding to Quick Quote solicitations posted on the Virginia Business Opportunities page. The document outlines the step-by-step process for submitting bids through the eVA system, beginning with reviewing opportunity information and attachments, then proceeding to enter unit prices for each line item, validate the proposal, and submit the completed response. No specific products, services, quantities, response deadlines, site visits, or bidder conferences are detailed in this instructional document, as it serves as a general guide applicable to all Quick Quote opportunities rather than addressing a particular solicitation.

The guidance emphasizes that Quick Quotes are awarded to the lowest responsive, responsible bidder, requiring vendors to submit competitive pricing. The document advises suppliers to attach only buyer-requested documentation such as acknowledgements of addenda, references, and licenses through the Supplier Documents section. Vendors can save draft proposals at any point and return to complete them later by accessing the Manage RFx's section in their eVA account, with in-progress proposals marked with a yellow indicator. The instructions stress the importance of thoroughly reviewing all terms and conditions set by the buyer and contacting the issuing buyer directly with any questions prior to submission.
