About this file

This is an instructional guide document provided by eVA.virginia.gov that outlines the procedural steps for responding to Quick Quote solicitations through Virginia's electronic procurement system. The document is applicable to all vendors and suppliers seeking to submit bids on Quick Quote opportunities posted on the Virginia Business Opportunities (VBO) page. The guide details the sequential process for bid submission, beginning with reviewing opportunity information and attachments, proceeding through proposal creation, unit price entry, and final validation and submission of the bid response.

The document emphasizes that Quick Quote awards are determined by selecting the lowest responsive, responsible bidder, and therefore vendors are encouraged to submit their most competitive pricing. Bidders must ensure they thoroughly review all terms and conditions established by the buyer, as these are set by the issuing agency and may vary by solicitation. The guide notes that vendors can save draft proposals in progress and return to complete them at a later time by accessing the Manage RFx's section of their account. Additionally, the document directs all bidders to contact the issuing buyer directly with any questions regarding the specific solicitation requirements.
