About this file
This is an instructional guide document provided by the Commonwealth of Kentucky for vendors submitting responses to state procurement solicitations through the Kentucky Vendor Self Service (VSS) online portal. The document outlines the complete process for accessing, locating, and responding to online bids, quotes, and proposals posted on the VSS system. Vendors must first create or access an existing account on the VSS platform at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService, then navigate to the Business Opportunities section to search for solicitations by Document ID or keyword. The response process varies depending on solicitation type: Request for Bids (RFB) and Request for Quotes (RFQ) require vendors to complete response type selection, pricing, and delivery day entries, while Request for Proposals (RFP) submissions require separate cost, technical, and proprietary documentation. The system automatically times out after 30 minutes of inactivity, and vendors are advised to save changes frequently to prevent loss of data.
The submission process includes four to five steps depending on solicitation type, with vendors required to attach relevant supporting documents such as bid sheets, affidavits, or catalogs, with individual file sizes limited to 65,000 KB. For RFP submissions, cost, technical, and proprietary information must be submitted as separate documents. The guide covers attachment procedures for both Internet Explorer and Google Chrome browsers, discount and comment entry options, and final review and submission protocols. Additionally, the document provides instructions for withdrawing responses, which is permitted only when a solicitation status remains open, requiring vendors to locate their response on the Solicitation Responses tab and confirm the withdrawal action.
