About this file
This document is a procedural guide issued by the Commonwealth of Kentucky for vendors to submit bids and proposals through the Kentucky Vendor Self Service (VSS) online portal. The guide provides step-by-step instructions for accessing the VSS website, locating solicitations, and completing online bid responses for various procurement types including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP). Vendors must first create or log into an account on the VSS platform, then navigate to the Business Opportunities section to search for solicitations by document ID or keyword. The response process varies slightly depending on solicitation type, with RFB and RFQ submissions requiring vendors to respond to specific commodity lines by selecting a response type, entering unit prices or contract amounts, and specifying delivery days. The system includes a submission checklist, file attachment capability with a 65,000 KB size limit, options for discount provisions and comments, and a final review and submission step.
The guide specifies that the VSS system has a 30-minute inactivity timeout period, requiring vendors to save changes frequently to avoid losing work. Vendors may attach supporting documentation such as annual affidavits, bid sheets, catalogs, and for RFP submissions, separate documents for cost, technical, and proprietary sections. Files can be designated as either standard or proprietary during the upload process. The guide also addresses bid withdrawal procedures, noting that responses may only be withdrawn while the solicitation status remains open. No pricing information, set-asides, contract terms, funding sources, or award amounts are specified in this procedural document, as it serves solely as an instructional resource for navigating the Kentucky procurement system.
