About this file
This is an instructional guide document produced by the Commonwealth of Kentucky that provides vendors with step-by-step procedures for submitting bids and proposals through the Kentucky Vendor Self Service (VSS) online portal. The document covers the complete submission process, including account registration and login procedures, solicitation location and search functionality, and the response submission workflow for different solicitation types. Vendors must access the VSS system at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService and log in with valid credentials before submitting any response. The submission process varies slightly depending on solicitation type: Request for Bids (RFB) and Request for Quotes (RFQ) require vendors to respond to specific line items with unit prices and delivery days, while Request for Proposals (RFP) submissions require separate attachments for cost, technical, and proprietary information. The system includes built-in safeguards such as a 30-minute inactivity timeout and requires vendors to save changes frequently to avoid losing work.
The submission workflow progresses through five standardized steps: responding to line items (for RFB/RFQ only), completing a submission checklist, attaching supporting documents with a maximum file size of 65,000 KB per file, entering discount or comment information if applicable, and final review and submission. The document provides specific instructions for both Internet Explorer and Google Chrome browsers and allows vendors to withdraw bids only while a solicitation remains in Open status. All attachment types must be designated as either Standard or Proprietary, with RFP submissions requiring segregation of cost, technical, and proprietary documents. The guide includes procedures for deleting uploaded files and reviewing bid submissions before final submission, ensuring vendors maintain control over their responses throughout the process.
