About this file

This is an instructional guide document issued by the Commonwealth of Kentucky detailing the procedures for submitting bids and proposals through the Kentucky Vendor Self Service (VSS) online portal. The document does not specify particular products, services, project overviews, quantities, response dates, due dates, site visits, bidder's meetings, award dates, or contract terms, as it serves as a procedural manual rather than a solicitation notice. Instead, it provides comprehensive instructions for vendors to access the VSS portal, locate active solicitations across multiple categories and types (including Requests for Bids, Requests for Proposals, and Requests for Quotes), and submit their responses in the appropriate format.

The guide outlines the technical requirements and steps for completing online submissions, including responding to line items with pricing and delivery information, uploading supporting documentation with a maximum file size of 65,000 KB, and submitting final responses through the system's five-step process. The document addresses system functionality such as the 30-minute inactivity timeout feature, the ability to withdraw responses while solicitations remain open, and the distinction between standard and proprietary document submissions. No pricing terms, set-asides, incumbent information, funding sources, or other financial details are specified in this procedural guidance document.
