About this file

This file is a procedural guide from the Commonwealth of Kentucky detailing instructions for vendors to submit online bids and proposals through the Kentucky Vendor Self Service (VSS) platform. The document provides comprehensive guidance on accessing the VSS website, locating solicitations, and completing online responses for various procurement types including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP). Vendors must create and maintain an active account on the VSS platform to submit responses. The solicitation search function allows vendors to locate opportunities by 10-digit Document ID or keyword search, with additional filtering available by category, procurement type, and status. Response completion requirements vary by procurement type, with RFBs and RFQs requiring vendors to respond to individual line items with pricing and delivery information, while RFPs require submission of separate cost, technical, and proprietary documents.

The submission process requires vendors to navigate five sequential steps, including responding to line items, reviewing a submission checklist, attaching supporting files with a maximum size limit of 65,000 KB, providing discount information or comments if applicable, and submitting for final review. The VSS system has an automatic timeout after 30 minutes of inactivity, requiring vendors to save changes frequently to prevent loss of data. Vendors may withdraw responses only while the solicitation status remains open. The document accommodates multiple browsers, including Internet Explorer and Google Chrome, with slightly different file attachment procedures for each platform. No specific pricing terms, contract values, or set-aside provisions are detailed in this instructional document.
