About this file

This is an instructional guide document published by the State of Kentucky detailing procedures for vendors to submit bids and proposals through the Kentucky Vendor Self Service (VSS) online portal. The document provides step-by-step instructions for accessing the VSS website, locating solicitations, and completing online bid responses across multiple solicitation types including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP). Vendors must first create or log into an account at the VSS portal, then search for solicitations using either the 10-digit Document ID or keyword descriptions. The solicitation search function allows filtering by category, type, and status to locate relevant opportunities.

The response process varies by solicitation type, with RFB and RFQ submissions requiring vendors to respond to specific lines with bid types, unit prices or contract amounts, and delivery days, while RFP submissions require separate cost, technical, and proprietary documents. Vendors must complete a submission checklist, attach supporting files (with a maximum file size of 65,000 KB per attachment), enter any applicable discounts or overall comments, and review their submission before final submission. The system includes a 30-minute inactivity timeout, and vendors are advised to save changes frequently to prevent data loss. Additionally, vendors may withdraw responses only while the solicitation status remains open by locating their response on the Solicitation Responses tab and confirming the withdrawal request.
