About this file
This is an instructional guide document provided by the Commonwealth of Kentucky describing procedures for vendors to submit bids and proposals through the Kentucky Vendor Self Service (VSS) online portal. The document outlines the complete process for accessing the VSS system, locating solicitations, and submitting responses to various procurement types including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP). Vendors must create or use existing accounts to access the system at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService and can search for solicitations by document ID, keyword description, category, type, or status. The submission process requires vendors to respond to specific line items, provide unit prices or contract amounts, specify delivery days where applicable, and attach supporting documentation such as bid sheets, affidavits, and catalogs within the 65,000 KB file size limit. The system includes a submission checklist and review functionality, and vendors must save changes frequently as the system times out after 30 minutes of inactivity.
The guide specifies that for RFP submissions, vendors must attach separate cost, technical, and proprietary documents and can designate file types as either Standard or Proprietary. Vendors may submit bids with conditions by selecting the appropriate response type and entering explanatory comments. The document provides detailed technical instructions for uploading files using both Internet Explorer and Google Chrome browsers, including steps for deleting inadvertently uploaded documents. Additionally, the guide explains that vendors can withdraw bid responses only when the status remains Open and provides the withdrawal procedure through the Solicitation Responses tab. No specific pricing information, contract values, set-asides, or award dates are detailed in this instructional document, as it functions solely as a procedural manual for navigating the Kentucky VSS bidding platform.
